About this file
This document is a Single Source Justification for the procurement of specific spare parts for a BAK-12 Aircraft Arresting System installed at Ebbing ANGB, AR. The justification explains that the parts must be purchased from the original equipment manufacturer, Curtiss-Wright Flow Control Service, as they are specifically designed for the BAK-12 system. An intent to sole source to Curtiss-Wright will be posted on SAM.gov for 15 days to allow for potential competition. The 97th Contracting Squadron intends to award a contract to Curtiss-Wright for the required BAK-12 spare parts based on the single source justification. The required parts include an oil fill cap, temperature sensor, oil pressure switch, and lift pump.

Section C: Justification for Soliciting from a Single Source or Brand Name
Curtiss-Wright Flow Control Service is the company that designed/built BAK-12 Aircraft Arresting System purchased and installed at Ebbing ANGB, AR at the Ft Smith airport. These parts are specifically made by the original equipment manufacturer to fit this exact BAK-12 system and must be bought from this vendor. There is an MFR from NGB-A4 approving the single source purchase as this Curtiss-Wright Flow Control Service LLC DBA ESCO is the only approved source available to purchase these components. Purchasing items from another vendor could void all warranties and possibly damage the entire BAK-12 system.
Section D: Efforts to Obtain Competition
The 188th Contracting Office recently made a similar purchase for the BAK-14 spare parts that fall in this same situation. An intent to sole source was posted for 15 days with out any response. These parts are specifically made by the original equipment manufacturer to fit this exact BAK-12 system and must be bought from this vendor.
This justification will be published on SAM.gov for 15 days to allow other potential contractors to express interest. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Government will become more familiar with the newly installed equipment and ability to identify other equivalent parts, as applicable.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
