1. To clarify, is it a correct understanding that the Government is only looking for a percentage mark-up to be inserted into cells G328-G333, and NOT an estimated cost for the Unique
Requirements per job? If this is the case are contractors to leave the Extended Price (Column G) blank or what formula is the Government wanting the contractor to put in cells H328-H333?
a. Leave all columns blank and state the percentage for the jobs and unique requirements you will charge in block F:328 – F:333. The Pricing Table Attachment 2 was updated to reflect this change.
2. Does the Government intend on releasing a revised Price Schedule spreadsheet that allows a percentage to be inserted under the Unique Requirements PIDs? Additionally, does the
Government intend on updating the formulas so the Purchase Price and Install Price columns calculate the total?
a. Pricing Table Attachment 2 was updated to reflect the changes from question 1. The
Government will not be updating formulas to calculate totals for the purchase and install price columns. The Government reserves the right to purchase items independently of having the contractor install them, and vice versa. The Pricing Table
Attachment 2 was updated to reflect a total purchase price for CLIN 0002 (new formula in red).
3. Questions 9 and 10 follow on answer specifically require the Representations and Certifications to be completed and included in Volume I Price and Volume IV Ancillary Information. Would these completed forms be excluded from the page count limitations?
a. Yes the Representations and Certifications will be excluded from the page count for
Volume 1 Price and Volume IV Ancillary Information.
4. Since the Government has specified the dollar percentage to support O&M, will the
Government provide a minimum headcount it seeks to retain for the contract effort? This will allow each contractor an even playing field on retention of incumbent personnel.
a. This is a performance-based requirement, outside of the specific requirements in the
PWS, staffing is up to the successful offeror.
5. Does the Government intend for only one (1) Security Plus certified staff member to support the contract or does it require a backup contract employee to maintain Security Plus in the absence of the Onsite Engineer?
a. Members working on the CUCM are required to have Sec+, if the vendor only has one member and that member takes leave no work can be performed by the contractors in regards to phones or phone maintenance. So government would recommend that at minimum two of the members have Sec+.
