Questions & Answers Painting of Wharf Alpha Portal Crane
FA4418-18-Q-0025
1. Section 2.4.3 of Attachment 3 calls for corrosion repair. Is it the intent to have any severely deteriorated steel, holes, etc. cut out and replaced with new steel?
Answer: Yes, it is the Governments intent that the contractor replace deteriorated steel. This shall be done on an as-needed basis and the contractor shall notify the Government for approval before proceeding with any repairs. The resultant contract Statement of Work will require the contractor to identify the section of steel to be replaced, the material price and the labor category and hours required to perform the repair. The Government will inspect the area prior to work performance. If approved, the Contracting Officer shall issue a Notice-to-Proceed with the repair and direct invoicing against a specified Contract Line Item Number (CLIN).
Additionally, the RFQ sheet has been amended to include a CLIN which will allow each Contractor to identify the labor category and labor rate of each labor category required to perform the steel repair. This CLIN will be used for price evaluation purposes.
This process will not be utilized for surfaces which can be repaired/prepared for painting through standard corrosion control or surface preparaton practices.
2. Section 2.4.4 of Attachment 3 calls for SP3 power tool cleaning of bare steel but doesn't list a cleaning standard for the overall crane. Please clarify.
Answer: The crane shall be cleaned in accordance to SSPC standards for steel structures (cranes).
3. Attachments 3 and 9 list different coatings systems. Please clarify which system is the basis of bid.
Answer: Refer to attachment 9
4. Section 3.4.1 of Attachment 3 requires a third-party coatings inspector to be onsite full time. This will significantly increase the cost of the project. Would an in house NACE Level III Certified coatings inspector be acceptable in lieu of a third-party inspector?
Answer: The Government will accept the use of an in house NACE level III certified coating inspector upon submission of certification.
5. Section 3.4.1 does not specify the qualifications/certifications required to be deemed Coatings Inspector. Please specify.
Answer: SSPC QP 5, Level III
6. Section 2.4.6 of Attachment 3 calls for slip resistant materials to be applied. Please specify/clarify specifics of slip resistant materials.
Answer: The Government offers no further specifics on style or type of slip resistant material to be used. Therefore, the contractor is given choice of style/type and application. However, the contractor must consider this is a portal crane located on a wharf with varying conditions and that safety is the Governments priority. Therefore, slip resistant materials shall be applied to all thoroughfares of tranist including ladders, platforms, walkways, stairwells, interior rooms, etc.
7. Section 3.4.3 of Attachment 3 calls for 24 hour monitoring of environmental conditions. Will this be required?
Answer: 24 hour monitoring will not be required.
8. What is the distance to the closest water source?
Answer: The warf is lined with water connections every 100’. The closet water source is adjacent to the crane. See picture below.
9. UFGS sections 02 82 33.13 20 and 09 97 13.26 are included as part of the bid package. However, they are not edited for this specific project which introduces conflicts with the scope of work, inspection requirements, etc provided in attachment 3. Will there be any further clarification of the sections/requirements of each of these specifications?
Answer: The intent of Sections 02 82 33.13 20 and 09 97 13.26 is for the Contractor to provide a technical solution for lead waste management, coating applications, contractor qualifications, inspections, submittals, etc. Parts of these sections not specified in attachment 3 can be omitted.
