About this file
This is a Determination & Findings (D&F) document justifying a sole source procurement action for a Rollover Flexi Flatbed Applicator table. The 437th Maintenance Squadron seeks approval for a Brand Name justification for a new Firm-Fixed-Price (FFP) contract to procure the equipment. The acquisition will be conducted as a 100% Total Small Business Set-Aside utilizing commercial procedures under RFO 12.
The justification cites RFO 11.204(a)(2)(ii) (Brand Name) as the regulatory authority, establishing that the Rollover brand name, product, and features are essential to Government requirements. Market research confirms that only the Rollover brand flatbed applicator table meets the 437th Maintenance Squadron's minimum technical requirements for applying large-format aircraft markings. The Rollover table features critical, interoperable capabilities including an adjustable-height frame for operator ergonomics, a media retraction system to prevent material distortion, an integrated heat-assisted roller to eliminate micro-bubbling on military-grade vinyl, and an under-light table for precise tape alignment. These features work in concert to create a synchronized layout and application process. Competing brands lack the integrated features necessary for the squadron's work, which would introduce unacceptable operational risk, increase manpower requirements by 100% per decal application, and increase material defect risk on C-17 aircraft. The Contracting Officer, Morgan Hart, CIV, DAF, approved the determination on September 9, 2026. The procurement will ensure price reasonableness through competition among authorized small business distributors under RFO Part 12 procedures.
