About this file

This is a Request for Quote (RFQ) for HVAC duct cleaning services at Building 503, Joint Base Charleston-Air Base, South Carolina, issued by the U.S. Air Force.

The solicitation FA441826Q00800001 was issued on August 3, 2026, with an offer due date of August 11, 2026, at 4:00 PM local time. The acquisition is unrestricted with a NAICS code of 561790 and a small business size standard of $9,000,000. The pricing arrangement is Firm Fixed Price for one lot of services. Offerors must submit current and valid certifications from the National Air Duct Cleaners Association (NADCA), specifically Air Systems Cleaning Specialist (ASCS) certification, for on-site technicians. A brief narrative confirming adherence to NADCA and Institute of Inspection Cleaning and Restoration Certification (IICRC) standards, including use of HEPA-filtered negative air machines and proper contaminant disposal, is required. Offerors must also provide three relevant past performance references from the past three years, including company name, service type, contracting agency, contract number, dollar value, period of performance, and verified contractor contact information.

Evaluation will proceed in order of importance: Price (lowest to highest), Technical Capability (pass/fail based on meeting minimum SOW requirements), and Past Performance (rated as Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence). If the lowest-priced offer passes technical evaluation and receives a Substantial Confidence past performance rating, award will be made without further consideration of other offers. The Government reserves the right to conduct discussions and requires final quote revisions if discussions occur. Contractor compliance with CMMC Level 1 (Self) cybersecurity requirements and Service Contract Labor Standards is required. The wage determination for HVAC mechanics is $29.28 plus 29% fringe benefits.

Tax on Certain Foreign Procurements-Notice and Representation (Feb 2026) (Deviation 2026-O0038)

(a) Definitions. As used in this provision-

Foreign person means any person other than a United States person.

Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States. For purposes of the prior sentence, a foreign country does not include an outlying area of the United States.

United States person as defined in 26 U.S.C. 7701(a)(30) means

(1) A citizen or resident of the United States;

(2) A domestic partnership;

(3) A domestic corporation;

(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31)); and

(5) Any trust if-

(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.

(b) Unless exempted, there is a 2 percent tax of the amount of a specified Federal procurement payment on any foreign person receiving such payment. See 26 U.S.C.

5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.

(c) Exemptions from withholding under this provision are described at 26 CFR 1.5000C-1(d)(5) through (7). The Offeror may claim an exemption from the withholding by using the Department of the Treasury Internal Revenue Service (IRS) Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, available at www.irs.gov/w14. Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.

(d) For purposes of withholding under 26 U.S.C. 5000C, the Offeror represents that

(1) It [ ] is [ ] is not a foreign person; and

(2) If the Offeror indicates "is" in paragraph (d)(1) of this provision, then the Offeror represents that-I am claiming on the IRS Form W-14 [ ] a full exemption, or [ ] partial or no exemption [Offeror must select one] from the excise tax.

(e) If the Offeror represents it is a foreign person in paragraph (d)(1) of this provision, then-

(2) The Offeror shall submit with its offer the IRS Form W-14. If the IRS Form W-14 is not submitted with the offer, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent of each payment.

(f) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR 52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.

(g) A taxpayer may, for a fee, seek advice from the IRS as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. 52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Feb 2026)

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers in the relative order of importance:

(1) Price

(2) Technical Capability

(3) Past Performance

Technical capability and past performance when combined is significantly more important than price.

Price - The Government will first evaluate and arrange each offer according to price, from lowest priced offer to the highest priced offer.

Technical Capability - Offers will then be evaluated for technical capability starting with the lowest priced offer. Technical capability is evaluated as pass/fail. To receive a rating of "Pass," the offerors quote must demonstrate that it meets all minimum requirements of the Statement of Work (SOW) and this RFQ. Any offer that fails to meet these minimum requirements will receive a "Fail" rating and will not be considered for award.

If the lowest-priced offer passes the technical evaluation criteria, the evaluation process stops at this point without further consideration of any other offers. The lowest priced technically capable offeror will then proceed to the past performance evaluation. In the event the lowest priced offeror does not pass the technical evaluation, the evaluation process will continue with the next lowest priced offer until an offeror receives a passed technical evaluation rating, or all offers are evaluated.

To be deemed technically capable, offerors must submit documentation demonstrating compliance with the following minimum requirements:

1. Submission of a completed copy of Section B - Supplies or Services & Prices or Costs;

2. Submission of current and valid certification(s) from the NADCA for the on-site technician(s) who will be performing the work. At a minimum, proof of ASCS certification(s) is provided.

3. Submission of brief narrative that confirms the offeror's understanding of and commitment to adhering to all requirements in the SOW. Narrative explicitly identifies that all work that is to performed will be in accordance with NADCA and IICRC, and includes the use of HEPA-filtered negative air machines and proper contaminant disposal methods.

4. Submission of three (3) relevant past performance references with contact information for services performed in the past three (3) years. Past performance submitted shall include the following information:

a. Company

b. Service - Relevant to this acquisition

c. Contracting Agency/Customer

d. Contract Number

e. Contract Dollar Value (Specify Annual and Total Value)

f. Period of Performance

g. Verified, up-to-date name, email address, telephone number of the Contracting Officer or customer.

Past Performance - Lastly, the government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this solicitation. Of the offers, having passed the technical evaluation, the government will begin evaluating past performance starting with the lowest priced offeror. The Contracting Officer shall seek recent and relevant performance information on offerors based on the past efforts provided by the offeror and data independently obtained from other Government and commercial sources. Evaluation of the offerors past performance is subjective and will result in a rating of Substantial, Satisfactory, Neutral, Limited, or No Confidence.

Offerors who do not have recent and relevant past performance relating to this requirement will receive a rating of Neutral Confidence (see table below).

Rating Description

Substantial Confidence

Based on the offeror's recent/relevant performance record, the Government has a high expectation the offeror will successfully perform the requirement.

Satisfactory Confidence

Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation the offeror will successfully perform the requirement.

Neutral Confidence

No recent/relevant performance record is available or the offeror's performance record is so sparse, no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence

Based on the offeror's recent/relevant performance record, the Government has a low expectation the offeror will successfully perform the requirement.

No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation the offeror will successfully perform the requirement.

The Government will evaluate past performance for recency and relevancy. Recency is defined as performance of similar services within the past three (3) years from the issue date of the solicitation. Relevancy is defined as performing commercial or government HVAC system cleaning projects of a similar scope and complexity in comparison to the current requirement. The evaluation of past performance will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Any offer that fails to have past performance that is not similar in scope and complexity to the requirement will be determined not relevant for the purpose of evaluations.

If the lowest priced offer, having passed the technical evaluation, receives a Substantial Performance Confidence Rating, that offer represents the best value for the Government and the evaluation process stops at this point; an award shall be made to that offeror without further consideration of any other offers. In the event the lowest priced offeror, having passed the technical evaluation does not receive a Substantial Performance Confidence Rating, the evaluation process will continue with the next lowest priced offeror until an offeror receives a Substantial Performance Confidence Rating or all offers are evaluated. In the event an offeror, other than the lowest priced offeror who passed the technical evaluation, receives a Substantial Performance Confidence Rating, the Contracting Officer will perform an integrated best value evaluation to determine the eventual awardee. The Government reserves the right to award to a Substantial Performance Confidence Rated offeror, and reserves the right to award to other than the lowest priced offeror.

The Government reserves the right to conduct interchanges and/or discussions with one, some, all, or none of the responding offerors. If interchanges and/or discussions are conducted, final quote revisions will be required in determining the award of the contract resulting from this solicitation. However, the government reserves the right to award a contract without discussions or opportunity for quote revisions, in which case, a final quote revision will not be required.

(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Options (if applicable) Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result Notice of award in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
