About this file
This document is a Questions and Answers (Q&A) attachment for federal contract solicitation FA441826Q0080 regarding Building 503 HVAC Duct Cleaning Services. The solicitation closing date was extended to Tuesday, August 11, 2026 at 4:00 PM EDT. The requirement is being solicited on a full and open competition basis with no set-aside for small businesses or service-disabled veteran-owned businesses, as market research determined the Rule of Two was not met. Mechanical drawings for Building 503 (Atch-03: Bldg 503 Floor Plan - Mechanical Specs) have been provided as a standalone attachment and contain design layouts, duct sizes, mechanical schedules, and Air Handler Unit specifications (CFM and Tonage) sufficient for professional contractors to estimate the scope. Vendors must use these drawings to perform their own square footage calculations and develop firm-fixed-price quotes.
Contractors are responsible for determining all means and methods required to access ductwork for cleaning. The government will not host site visits or provide pre-calculated square footage. Any hard surface modifications to walls, ceilings, or structures required for access must receive prior written approval from the Contracting Officer and an approved AF Form 332 (Base Civil Engineer Work Request). The contractor bears all costs for structural modifications, subsequent patching, repairs, painting, and facility restoration to original condition. Offerors must factor reasonable contingencies for standard field variances, accessibility, and physical conditions typical of a facility of this age and type into their firm-fixed-price quote, with no out-of-scope adjustments anticipated post-award for conditions reasonably inferred from the technical package.

Bldg. 503 HVAC Duct Cleaning Services
• Question 1: Does this project still bid on the 7th this week or has it been extended?
Answer 1: The solicitation is extended and will close Tuesday, 11 Aug 2026 at 4:00 PM
EDT.
• Question 2: Can you please provide the mechanical drawings for Building 503 where the duct cleaning is to be performed or provide the square footage of the Building?
Answer 2: The mechanical drawings were originally included as an embedded attachment within Atch-01 (Bldg 503 HVAC Duct Cleaning Statement of Work) of the initial solicitation posted on Monday, 03 Aug 2026. In response to multiple vendor inquiries, the government is formally separating these documents for clarity and ease of access. The mechanical drawings are now posted as a standalone attachment, designated as Atch-03 (Bldg 503 Floor Plan - Mechanical Specs).
• Question 3: Can this bid be extended- With it coming out yesterday and being due Friday, that is a very quick turnaround
Answer 3: See Answer 1.
• Question 4: Can this bid be set-aside for Service-Disabled Veteran Owned Businesses or at least Total Small Business like most federal construction contracts of this size.
Answer 4: No. Market research conducted for this requirement did not establish a reasonable expectation of receiving competitive offers from at least two responsible small businesses or two service-disabled veteran-owned small businesses (SDVOSBs).
Therefore, in accordance with RFO Part 19, the 'Rule of Two' was not met, and this requirement is being solicited via full and open competition on an unrestricted basis.
• Question 5: Can drawings for the building be added to the solicitation.
Answer 5: See Answer 2.
• Question 6: Can a site visit be scheduled to allow contractors to review the existing conditions.
Answer 6: No, the government will not host a site visit for this effort. The provided mechanical drawings (Atch-03) contain the design layouts, duct sizes, and mechanical schedules sufficient for a professional contractor to estimate the scope of work. Offerors are expected to factor reasonable contingencies into their firm-fixed-price quote to account for standard field variances, accessibility, and physical conditions typical of a facility of this age and type. The government does not anticipate out-of-scope adjustments for conditions that could be reasonably inferred from a professional evaluation of the provided technical package.
Question 7: For reference, the listing currently shows "No Set aside used" - I wanted to confirm whether this is accurate before finalizing a quote.
Answer 7: This is correct, there is no set-aside for this solicitation.
• Question 8: Is there somewhere that the drawings are available?
Answer 8: See Answer 2.
• Question 9: Can USG provide drawings related to the assets/areas that need to be cleaned?
Answer 9: See Answer 2.
• Question 10: Can USG provide the square footage of the areas in B503 that need to be cleaned?
Answer 10: No, the government does not possess a pre-calculated total square footage or surface area of the ductwork requiring cleaning under this solicitation. Interested vendors are to utilize the provided mechanical drawings (Atch-03, Bldg 503 Floor Plan - Mechanical Specs.pdf) to perform their own estimations.
• Question 11: Please provide the CFM or Tonage of the Air Handler Unit(s) associated with the ductwork to be cleaned.
Answer 11: Both the CFM and Tonage is identified in Atch-03, Bldg 503 Floor Plan - Mechanical Specs.
• Question 12: Please confirm that hard surfaces (e.g. ceilings and/or walls) are not required to be cut into in order to access ductwork/equipment for cleaning.
Answer 12: The government cannot confirm current facility access conditions or guarantee that hard surfaces will not require modification to access the ductwork. The contractor is responsible for determining the means and methods required to access all ductwork. However, no cutting, modification, or alteration of real property (including walls, hard ceilings, or structures) shall occur without prior written approval from the Contracting Officer (CO) and an approved AF Form 332 (Base Civil Engineer Work Request). If structural modifications are approved through this process, the contractor is solely responsible for all subsequent patching, repairing, and painting to restore the facility to its original condition. All costs associated with potential access modifications and facility restoration must be factored into the contractor’s firm-fixed-price quote.
• Question 13: Will USG host a site visit to ensure offerors can investigate B503 and ensure development of accurate bids?
Answer 13: See Answer 6.
• Question 14: Will USG consider an extension to the proposal due date to allow Offerors to incorporate answers from USG into development of accurate, competitive bids?
Answer 14: See Answer 1.
Question 15: If after award, B503 is determined to be a different level of effort than is purported in the SOW, is the winning offeror allowed to work with USG to adjust costing to meet the potentially newly discovered requirements?
Answer 15: See Answer 6.
• Question 16: Are mechanical drawings for Bldg. 503 available for review? If not, could you please provide the approximate square footage of the building?
Answer 16: See Answer 2.
• Question 17: Is the submission date still August 7th?
Answer 17: See Answer 1.
• Question 18: Is it possible to receive drawings or square footage for this solicitation?
