COMBINED SYNOPSIS/SOLICITATION

FY25 NNPTC Projectors and Projector Mounts

JOINT BASE CHARLESTON (JB CHS), SC

AMENDMENT 01 – Issued 12 September 2025

The Purpose of this amendment is to:

1. The purpose of this amendment is to dissolve the small business set-aside and solicit the NNPTC Projectors and Project Mounts requirement on an unrestricted basis.

2. Solicitation will close on 16 September at 5:00 PM EST.

(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with FAR Subpart 12.6 and supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a separate written solicitation will not be issued.

(ii) The Request for Quotation (RFQ) number FA441825Q0062 shall be used to reference any written quote submitted under this RFQ.

(iii) This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, dated 11 June 2025, and the Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice, effective 17 January 2025.

(iv) This acquisition is being conducted on an unrestricted basis.

(v) The North American Industry Classification System (NAICS) code for this project is 334310 with a size standard of 750 employees.

(vi) The purpose of this combined synopsis and solicitations is to provide for the purchase and delivery of one hundred fifty (150) new projectors and one hundred fifty (150) new projector mounts. This requirement is being solicited on a brand name or equal basis in accordance with the salient characteristics identified in Attachment 1

– FY25 NNPTC Projector and Mount Salient Characteristics. The bid schedule and contract CLIN structure are provided below.

(d) Questions: The Government will accept vendor questions regarding this solicitation up until the RFQ closing date and time (5 September 2025, 5:00 P.M. EST). Questions must be submitted via email to matthew.michel@us.af.mil and leo.lachapelle.2@us.af.mil. Questions received after this time may not be considered.

(e) Acknowledgement of Amendments: Offers must acknowledge receipt of any solicitation amendments in their quote.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instructions shall be provided at the time of the award.

FAR Provision 52.212-2, Evaluation -- Commercial Products and Commercial Services applies to this acquisition with the following Addenda:

(a) Basis for Award: The Government intends to award a contract to the responsible offeror whose quotation conforms to the solicitation and is determined to be the Lowest Price Technically Acceptable (LPTA).

(b) Evaluation Factors: Quotations will be evaluated based on the following factors, listed in descending order of importance:

2. Technical Acceptability

(c) Price: The Government will first rank quotes by total evaluated price, as submitted in the offeror’s quote. Beginning with the lowest-priced quote, the Government will evaluate technical acceptability.

Award will be made to the lowest-priced offeror whose quote is determined to be technically acceptable. If the lowest-priced offeror is determined to be unacceptable, the Government will evaluate the next lowest-priced quote, and so forth, until award can be made.

(d) Technical Acceptability: – Technical acceptability will be evaluated by assessing whether the proposed items meet the minimum requirements identified in Attachment 1 – Salient Characteristics (FY25 NNPTC Projector and Mounts Salient Characteristics).

- Acceptable The quote clearly meets the Government’s requirements.

- Unacceptable The quote does not clearly meet the Government’s requirements.

(e) Discussions/Interchanges: Vendors are encouraged to submit quotes that reflect their best terms, as the Government intends to award without interchanges. However, the Government reserves the right to conduct interchanges with one, some, all, or none of the vendors if it is determined to be in the Government’s best interest.

Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

The following AFFARS clauses are applicable to this solicitation:

• DAFFARS 5352.201-9101, AMC Ombudsman

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
