1. DESCRIPTION OF SERVICE

The contractor shall provide all labor, supervision, equipment, tools, supplies, materials and transportation necessary to deliver, set-up, relocate, and perform periodic servicing of standard portable restrooms and Americans with Disabilities Act (ADA) compliant portable restrooms as identified in Appendix A. Portable restrooms shall be located on Joint Base Charleston (JB CHS) locations in North Charleston (Air Base (AB)), Goose Creek (Weapons Station (WS)), and Moncks Corner Short Stay Recreational Facility, South Carolina.

1.1. SPECIFIC FUNCTIONS

The contractor shall provide periodic servicing to include delivery, setup, and periodic cleaning of portable restrooms, as well as relocation of units as requested by the Contracting Officer (CO) or Contracting Officer Representative (COR). Frequency of service is specified in Appendix A.

1.1.1. RENTAL TOILET MINIMUM REQUIREMENTS

Portable rental toilets shall meet the following minimum requirements:

a. Units shall be constructed of durable, heavy-duty materials to ensure structural integrity and stability. Each unit must include an anchoring system capable of withstanding high winds or be mounted on skids to allow for rapid relocation in the event of an emergency. Additionally, units shall provide adequate shelter from adverse weather conditions (i.e., leak-proof performance) and ensure user privacy.

b. Doors shall be self-closing and lock from the inside to prevent inadvertent entry.

c. Shall have adequate ventilation ports which are screened to prevent entry of insects.

d. Shall be “pest” proof and when “pests” entry points are detected, the contractor shall replace equipment.

1.1.2. PERIODIC SERVICE CLEANING AND REPAIRS

The contractor shall perform cleaning services and repairs on each rental portable toilet at the frequency specified in Appendix A. The contractor shall ensure that each unit is cleaned and sanitized in accordance with (IAW) all local, state, and federal regulations The following are minimal requirements when performing cleaning and repairs:

a. Remove waste during each scheduled servicing from each unit by standard means used in the commercial industry.

b. Recharge each unit with an odor-controlling and freeze protectant (as needed) solution.

c. Provide supply of toilet tissue to last until next periodic servicing.

d. Maintain a clean interior for each unit, ensuring it is free of trash, dirt, bodily fluids, and excrement.

e. Maintain a clean outward appearance where exterior surfaces are absent of mold, pollen, excessive dirt, and graffiti.

f. Sanitization - The interior and exterior of each toilet shall be thoroughly sanitized and cleaned.

1) The contractor shall submit a monthly cleaning schedule consistent with

Cleaning Frequency in Appendix A within 30 days of contract award and the beginning of every option year.

2) Deficiencies identified during Government inspections, the contractor shall re-perform the service and complete all necessary corrections within 48 hours of notification by the CO or CO representative.

g. Defects to rental equipment (specifically, doors that do not lock, self-close, broken ventilation screen(s), door hinges, other issues pertaining to the rented portable toilets.) shall be repaired during servicing; replaced on the next service date; or within 48 hours of notification by the CO or COR, whichever is earlier as to not cause a break in availability.

h. Contractors are responsible for compliance with all JB CHS, Local, State, and Federal government regulations.

1.1.3. PERMANENT/TEMPORARY RELOCATION OF PORTABLE TOILETS

The contractor shall provide relocation (permanent or temporary) of rental toilets as requested by the CO or COR. The contractor shall respond to relocation requests within 24 hours and complete the relocation within 48 hours. The contractor shall ensure that all units are properly secured and stabilized at the new location.

1.2. SPECIAL EVENTS

The contractor shall provide toilets for periodic special events. The number of special events will not exceed six (6) per Fiscal Year (1 Oct – 30 Sep). Events will not exceed 7 days per event. An Air Show is not to be included in this event covered by this contract. The contractor shall provide the Government with clean, fully supplied, and operational equipment upon delivery for each special event up to the following quantities:

a. Regular toilets – 6 each

b. Handicapped toilets – 2 each

c. Hand wash stations – 2 each

Upon request from the CO, each unit will receive a one-time service, consisting of cleaning and resupply, during the Special Event, without incurring any additional expenses to the government. The CO, or his/her representative, shall notify the contractor of the event and setup location. The CO/COR shall notify the contractor of the Special Event no later than 2 weeks prior to the date of the special event. All units shall be delivered one business day prior to the event and picked up no later than the next business day after the event. If additional units are required for Special Events, units may be added at an additional cost to the Government. Additional units shall be priced as annotated on Pricing Worksheet for the appropriate performance period and funding shall be added to the contract as an additional line item.

1.3. Hurricane

The contractor shall provide a hurricane plan within 30 days of the contract award for CO/COR approval. The contractor’s hurricane plan shall detail the actions that shall be taken during a hurricane; specifically, secure in place, remove portable toilets to an off-site location, leave on-site “as is,” or other acceptable industry practice. The contractor shall provide all labor, transportation, and supplies necessary to enact their hurricane plan. The contractor shall follow procedures outlined below from the JB CHS Installation Emergency Management Plan (IEMP). The contractor shall take the following action only when directed by the CO, or

COR.

a. HURCON 5 (Surface winds more than 58 mph could arrive in 96 hours): Contractor shall execute their CO/COR approved hurricane plan within 24 hours of receiving this notification.

1.3.1 RETURN TO NORMAL OPERATIONS

Once JB CHS returns to normal operations, after the hurricane, the CO/COR shall notify the contractor to return all portable toilet units to their designated location. The contractor shall complete the return of all units within 48 hours of notification and shall ensure that all units are properly secured and stabilized at their designated locations.

2. SERVICE SUMMARY

The Service Summary (SS) includes Performance Objectives that describe the desired result or outcome the contractor shall achieve. The Performance Thresholds states the minimum acceptable level of the performance in terms of quality, timeliness, and quantity in realistic and achievable standards. The Performance Work Statement (PWS) paragraphs reference the details of the performance objective in the PWS.

Performance Objective PWS Para Performance Threshold Servicing shall include removing waste from containers; recharging containers with an odor-controlling solution;

installing a supply of toilet tissue, cleaning and sanitizing, and performing minor repair or replacement of portable toilets if the condition is beyond repair.

1.1.2. AQL: The threshold is met when all work is

accomplished to the stated objective 90% of the time.

Special Events: All units shall be clean, supplied and delivered one business day prior to the event and picked up no later than the next business day after the event.

Contractor shall execute their CO/COR approved hurricane plan within 24 hours of receiving this notification.

Return to Normal Operations:

Contractor shall complete the return of all units within 48 hours of notification and shall ensure that all units are properly secured and stabilized at their designated locations.

Permanent/Temporary relocation of portable toilets shall be requested through the CO or appointed representative. The contractor shall respond NLT 24 hours after request has been submitted and complete the relocation within 48 hours. All units are properly secured and stabilized.

3. GOVERNMENT FURNISHED PROPERTY

3.1. GOVERNMENT-FURNISHED EQUIPMENT

No Government Furnished Equipment (GFE) is provided.

4. GENERAL INFORMATION

4.1. HOURS OF OPERATION

JB CHS hours of operation are 7:00AM to 5:00PM, Monday through Friday. The contractor is not required to provide services on Federal Holidays. If a scheduled service falls on an observed Federal Holiday, service shall be performed on the next business day, (specifically, if a holiday falls on Monday, service shall be provided on Tuesday). Exceptions to the regular hours of operation are detailed in subsequent sections of this PWS. The performance of other work requirements shall be accomplished within the Governments regular working hours unless the specific work requirement specified herein necessitates otherwise. Other work outside Government regular working hours requires a request submitted to the COR for approval.

4.2. QUALITY CONTROL

The contractor shall develop and maintain a quality control program (QCP) for services that are performed in accordance with this PWS and other commonly accepted Industry Best Practices.

The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring.

4.3. REVEILLE AND RETREAT

The contractor shall follow JB CHS customs and courtesies during the playing of reveille and retreat (National Anthem). This requires contractor personnel to cease contract performance, face the sound of music for reveille and retreat and place their hand over their heart with hats removed. Contractor personnel driving a vehicle shall immediately pull to the right side of the roadway or traffic lane and/or stop while reveille and retreat is sounded. Once the last note has sounded, personnel may return to contract performance and vehicles may be placed back in motion. See designated times for the Air Force Base and Weapons Station below:

a. JB CHS-AB: Reveille, Mon through Friday, 0700 hrs. and retreat, Mon through

Friday, 1630 hrs.

b. JB CHS-WS: Reveille, Mon through Friday, 0700 hrs. and retreat, Mon through

Friday, 1630 hrs.

4.4. HAZARDOUS MATERIAL/WASTE MANAGEMENT

The contractor shall be briefed on JB CHS Hazardous Material / Waste Management Plan at the pre-performance conference by a representative from the environmental department. The Contractor shall submit a Hazardous Waste Plan to the COR before start of work.

4.5. HAZARDOUS MATERIAL HANDLING AND SAFETY DATA SHEETS

The contractor shall have approval from the base Environmental (CEIE) sections prior to purchasing, handling, using, and storing chemicals, solvents, lubricants, and other products that require Safety Data Sheets (SDS). The contractor shall identify these materials and products on Air Force Form 3952 Chemical/Hazardous Material Authorization Request, Process Identification Form, and Shop Disposal Form, monthly to the COR. The contractor shall provide one copy of the SDS for each hazardous item to the base environmental unit for review prior to chemicals being brought onto JB CHS. The SDS should be less than 7 years old. The contractor shall maintain one copy of the SDS for each hazardous material line item. Storage of Hazardous Materials (HAZMAT) shall be done in compliance with state, local, and base regulations.

The contractor shall not use products that are or contain Toxic 17 chemicals, Extremely

Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and Persistent Bio accumulative and Toxic (PBT) chemicals. HAZMAT containing one of these banned substances will not be allowed on base.

4.6. HEALTH AND SAFETY PLAN

It is the responsibility of the contractor to develop and uphold a comprehensive Health and Safety Plan. The contractor shall create and maintain this Health and Safety Plan throughout the duration of the project, making it available to the COR or CO no later than 30 days after contract award. The plan shall outline all relevant safety procedures, protocols, and guidelines to be followed by the contractor and their team. The Health and Safety Plan must comply with laws, regulations, and industry best practices. It shall address potential hazards and risks associated with the contracted work and propose measures to mitigate or eliminate them. This plan shall include provisions for safety training, protective equipment, emergency response procedures, and all other relevant health and safety considerations.

4.7. ENVIRONMENTAL PROTECTION

The contractor shall comply with all JB CHS, local, state and federal government agency rules, regulation, laws and other legal requirements for the protections of the environment. Materials or processes that use asbestos, beryllium or mercury shall not be used.

4.8. CLEAN-UP

The contractor shall remove all debris and waste at each toilet location and scheduled service. Waste shall be disposed of at an approved off base location, at no additional cost to the Government. All disposal activities must be conducted in full compliance with applicable local regulations and the laws and ordinances of the State of South Carolina.

5.0. GOVERNMENT PROPERTY

The contractor shall be responsible for damage to Government property caused by their employees.

6.0. CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES

IAW Defense Federal Acquisition Regulation Supplement clause 252.237.7023, unless otherwise directed by an authorized Government representative, it is determined that services listed below are essential for performance during a crisis. In the event of a crisis, additional areas may be identified by the CO/COR.

a. Full services for unit at Post 1, Red Bank Road Main Gate

b. Full services for unit at Post 5, NNPTC Entrance Gate.

7.0. ANTITERRORISM

The contractor shall comply with all Antiterrorism requirements at JB CHS.

In accordance with Department of Defense and Air Force Anti-terrorism (AT) program implementation instructions, all contractors must successfully complete Level 1 AT Awareness training within 30 days of requiring installation access, and annually thereafter. This provision shall not apply to deliveries, contractors requiring access using single day passes, or any contractors requiring access for less than or equal to 180 continuous calendar days in a one-year period. The primary method of training delivery will be via Computer Based training (CBT) and can be located at: https://jko.jten.mil/courses/AT-level1/launch.html.

The host webpage is Joint Knowledge Online (JKO), and the provided link does not require a Common Access Card (CAC) for access to the training. The course number and title are JS- US0007, Level 1 Antiterrorism Awareness Training, and the Course is expected to take between 1-2 hours to complete. A certificate will be issued after successful completion of the training. To ensure initial and continued access to the installation, a copy of a valid completion certificate must be submitted to the COR.

Special considerations for alternative options to satisfy this Level 1 AT Awareness training may be available upon request to the COR and approved by the Contracting Officer (CO). Failure to provide documentation of training will result in denial or revocation of base access credentials.

The Contractor shall maintain current Level 1 AT Awareness certificates for all employees and shall provide to the CO/COR upon request.
