About this file
This document is a Statement of Work (SOW) for the replacement of the welding exhaust system at the Joint Base Charleston Aircraft Metals Technology shop in Building 536. The objective is to completely replace the existing inadequate ventilation system, which has been deemed a critical safety issue. The contractor will be responsible for demolishing the existing system and installing a new industrial welding ventilation system, including a fume exhaust hood, roof-mounted exhaust fans, booth exhaust system, and associated electrical and ductwork. The contractor must meet all OSHA safety requirements and coordinate closely with the government. The work is to be performed at Joint Base Charleston, South Carolina during normal business hours. This SOW is related to a pre-solicitation for a federal contract opportunity, Solicitation Number FA441824Q0043, to remove and replace the ventilation exhaust system in Building 536.

STATEMENT OF WORK
(SOW)
Welding Exhaust System, B.536
In Support of
437th Maintenance Squadron Joint Base Charleston, South Carolina
17 July 2024
1. BACKGROUND: The Joint Base Charleston (JB CHS) Aircraft Metals Technology shop is currently unable to conduct Aircraft Generation Equipment (AGE) welding operations due to inadequate industrial ventilation. Bio-Environmental (BE) evaluated the existing ventilation system on 07 Nov 2022 and determined that it does not capture contaminants IAW 29 CFR 1910.2529(c)(1)(iii) and 29 CFR 1910.2529(c)(3)(i), leaving workers exposed to potentially harmful fumes during welding operations. BE reported that the ventilation system currently captures less than 30 cubic feet per minute (CFM) of linear airflow, while the minimum requirement for fume emission capture is 100 CFM. The system has been given a Risk Assessment Code (RAC) of 1(II,A) Critical/Imminent.
2. OBJECTIVE: The objective of this task will be to completely replace the existing welding system at the JB CHS Aircraft Metals Technology shop in B.536. The contractor shall be responsible for providing all labor, materials, transportation, supervision, and management to perform installation as it relates to the following tasks, including, but not limited to:
2.1. Demolish Existing Welding Ventilation System
• (3) 12’ fume extractor arms with lighting
• All* associated exhaust metal ductwork (~2,000 lbs) o *Main exhaust duct through the roof shall remain for reuse
• (3) roof-mounted exhaust fans (curbs shall remain) o (2) of the existing exhaust fans serve the welding hood and will be replaced with (1) fan.
Cap and seal third penetration that will not be re-used o (1) of the existing fans serves the exhaust booth system and will be replaced
2.2 Provide New Industrial Welding Ventilation System
• Fume exhaust hood o Hood shall measure approximately 18’ long x 11’ wide
The hood shall be large enough to adequately cover equipment stands measuring 16.6’ tall x 14’ long x 10’ wide.
o 6’ semi-transparent red strip side curtains on three sides that extend to the floor in the lowered position o Integral LED lighting with on-off push button to illuminate the work area o Winch system for hood
Capable of lowering hood to 8’ above finished floor; and raising hood to 17’ above finished floor
Descent Control Safety Protection System IAW CFR 1926.251 o Roof-mounted exhaust fan
Install on existing roof curb and utilize existing duct through the roof penetration
6,200 CFM maximum capacity 3-phase Class B motor
Control System with Variable Frequency Drive (VFD) for an adjustable rate of extraction, from 80-100 FPM of linear airflow around hood perimeter
Associated electrical conduit and wiring (power and controls) Stainless steel low-profile outlet with stainless steel bird screen
• Booth exhaust system o (4) 8” fume extractor arms, each including
(2) fume extractor arms shall have a working radius of 12’; wall-mounted
(2) fume extractor arms shall have a working radius of 17’
• (1) wall-mounted
• (1) beam-mounted
On-off push-button LED light on each fume extractor arm Wall mount for arm when not in use All galvanized ductwork and flex exhaust hose Manual Control Damper on each fume extractor arm o Roof-mounted exhaust fan Install on existing roof curb and utilize existing duct through the roof penetration 3,500 CFM maximum capacity 3-phase Class B motor Control system with VFD for an adjustable rate of extraction at the booth exhaust extraction arms Associated electrical conduit and wiring (power and controls) Stainless steel low-profile outlet with stainless steel bird screen
• Provide all ductwork for Hood and Booth systems o Galvanized rigid duct o Flexible duct connectors at equipment o Constructed and sealed for conveyance of Class 4 air
• Provide new electrical disconnects, conduit, and wiring for power and controls to all equipment.
