About this file

This document is a Question and Answer (Q&A) session related to a federal contract opportunity for the removal and replacement of a welding ventilation exhaust system in Building 536 at Joint Base Charleston.

The key details include:

  • The contract requires the installation of a new 18-foot long by 11-foot wide fume hood with an adjustable height. No fire sprinkler design or relocation is included.
  • The ductwork tubing is specified to be galvanized to mitigate rust and oxidation from moisture exposure.
  • Seismic bracing requirements will depend on the equipment properties and attachment methods, but the exhaust fans are likely exempt from seismic restraints.
  • The existing roof curb and flashing can be reused, only requiring a new cap after the old ductwork is demolished.
  • The scope of work for the existing fire sprinkler system is limited, as adding new sprinkler heads under the movable hood is not feasible.
  • Electrical requirements will be determined based on the final equipment selection, but existing conduit/wiring may be utilized if adequate.

Question

Will any Third-Party Commissioning be required for the new equipment?

Answer

Question

The SOW calls for a new 11x17 Foot Fume Hood to be installed which would be adjustable in height. The current Fire Sprinklers are installed at deck height above this hood. Please confirm that no fire sprinkler design or relocation is included in this RFQ.

5 Answer

There is no special temperature rating requirement for the arms. They will only convey fumes, which may reach 100 - 150°F, but no flames will be going up into the duct arms.

No. JB Charleston's bioenvironmental team will baseline the system during final inspection. A third party is not required, but the system will be required to meet the requirements of the Statement of Work (SOW).

No. The equipment needs to be commissioned per the manufacturer's installation instructions (e.g., by the installer and/or manufacturer's representative), but it does not need to be a third party.

Correct - no fire sprinkler design or relocation is included in this requirement. JB Charleston fire inspectors will assess the final installation for best fire protection safety measures, but there is no realistic way to adequately sprinkle under a moving obstruction this large.

Clarification to the question: the SOW calls for a hood measuring approximately 18' long (not 17') x 11' wide.

JB Charleston Offeror Question & Answer Form

Combined Synopsis/Solicitation: FA4418-24-Q-0043

Project Name: Remove & Replace Welding Ventilation System, B536

NOTICE TO OFFERORS

Any offeror desiring an explanation or interpretation of the combined synopsis/solicitation or Statement of Work must request it in writing soon enough to allow a reply to reach all offerors before the submission of their proposals. Oral explanations or instructions given before the award of a contract will not be binding. Answers to offeror questions concerning a solicitation will be posted to sam.gov, if that information is necessary in preparing proposals or if the lack of it would be prejudicial to others.

Answer

Will third party Test and Balance be required, or will the government accept the set up provided by the installer/manufacturer?

Question

Question

Answer

The spec notes that the tube sections are to be galvanized. Please confirm why. Are the arms subject to corrosive fumes?

The arms will not be subject to corrosive fumes, but will be subject to moisture. This space has a large rollup door that will be opened frequently and Charleston is very humid most of the year. During the warm/humid months when the welding shop is being cooled, water will condense on metal when that door opens. Alternative coating options may be considered to mitigate rust/oxidation.

Question

What is the temperature rating of the hose of the arms?

Question

Please confirm the existing curb and flashing will remain and only a new cap is required after the ductwork through the roof is demolished. Confirm that a roofer is not required.

Answer

Correct - existing curbs/penetrations shall be re-used for new equipment/ductwork. The existing curb that will not be re-used shall be capped and sealed (not removed).

Question

Please confirm the scope of work for the existing sprinkler system. Do heads need to be added under the hood. How does this work since the hood can be raised or lowered?

Answer

See answer to #5.

Question

Please confirm the design for how the hood will be attached/suspended from the existing building steel.

Answer

There are no off-the-shelf hoods that meet this requirement, so the attachment means and methods will need to be determined by the Contractor and hood designer/manufacturer.

Question

Please confirm that the existing conduit/wire/breakers to the existing fans can be utilized for the new fans and that no new conduit/wire or breakers need to be supplied.

Answer

Electrical requirements will be determined by the final equipment selection, so we cannot confirm one way or the other at this point. Please assume for pricing purposes that existing conduit/wire/breakers are adequate for the new equipment. If electrical updates are needed, an RFI can be submitted for change after award.

Seismic requirements will depend on the equipment properties and attachment/suspension methods, and shall be determined by the manufacturer/Contractor. For the purpose of pricing proposals, please assume* the following:

- Exhaust fans will weigh less than 400lbs and will therefore be exempt from the requirements of ASCE 7-16 (ref. ¶13.1.4.6.a).

- Fume Hood will require seismic restraint (type to be determine based on weight and attachment methods). However, the hood will already require fall restraint cables and this may meet the seismic requirement.

- Ductwork will require seismic restraint IAW ASCE 7-16 ¶13.6.6. Restraint type shall be determined/selected by Contractor. There are various methods/options, and JBC does not intend to prescribe one.

*Please use these assumptions for pricing. If the installing contractors and/or manufacturers find another solution or interpretation of the Codes and Standards, they should be submitted with an RFI after award.

Question

Do the exhaust fans on the roof, the Fume Hood or the ducts for remote exhausts require seismic bracing? If so, what is that requirement?

Answer

File details come from the government source that posted it. Updated .
