COMBINED SYNOPSIS/SOLICITATION

NAVY BRIG FLATBED PRINTER

JOINT BASE CHARLESTON (JB CHS), SC

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued.

(ii) FA441824Q0040 is issued as a request for quotation (RFQ).

(iii) This RFQ provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 dated 22 May 2024.

(iv) This acquisition is restricted for 100% small business concerns. The associated NAICS code is 334118 with a 1,000 employee size standard.

(v) A list of line item, quantities and units of measure is provided in the table below:

(vi) NAVCONBRIG is requesting to purchase flat bed printer capable of significant production and the ability to print on numerous surfaces and materials.

The Delivery FoB Point is 1050 Remount Rd, BLDG 3107 Charleston, SC 29406-3515.

(vii) FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services applies to this acquisition with the following Addenda;

a. Offerors shall submit pricing in the table provided at paragraph v above. The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.

b. Please provide the following information with your quote:

c. A Firm Fixed Priced Purchase Order is anticipated.

d. All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

e. Offerors may submit questions relating to this acquisition to the individuals identified in paragraph xv below. Questions must be submitted no later than 4 12 September 2024.

f. Offerors must submit responses to this RFQ electronically by email to CS Edward Maxted-Sorensen (edward.maxted_sorensen.1@us.af.mil) and/or CO Brandy Stroud (brandy.stroud@us.af.mil).

(viii) Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the following:

a. Technical: quote must be rated as technically acceptable to be eligible for award.

In order to be deemed technically acceptable, the following evaluation criteria must be met:

a. 4ftx8ft printable area minimum.

b. Software included with the printer

c. Color Management better than or equal to the X-rite i1 Publish Pro.

d. Retractable registration spine.

e. Minimum of 4 vacuum zones.

f. Warranty of at least an additional 36 months beyond standard warranty

g. Labor, parts and travel included for the first year of the warranty.

h. Full turn-key installation including all shipping and setup with onsite training immediately after installation.

i. NEMA Power cord from box to machine must be provided.

j. Power supply: Single-phase AC200-240V 12A or less, 8A or less (Two inlets)

k. Power consumption: AC200V: 4.8 kVA

b. Price: Award will be made to the lowest priced technically acceptable vendor.

(ix) All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications -- Commercial Products and Commercial Services or complete electronic annual representations and certifications at the System for Award Management http://www.sam.gov .

(x) The clause at FAR 52.212-4, Contract Terms and Condition—Commercial Products and Commercial Services, applies to this acquisition.

(xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Products and Commercial Services, applies to this acquisition. See Attachment 2 “Clauses and Provisions” for FAR clauses cited in the clause that are applicable to the acquisition.

(xii) The contract requirements or terms and conditions as determined by the Contracting Officer that apply to this acquisition are referenced in Attachment 2 “Clauses and Provisions”.

(xiii) This is not a Defense Priorities and Allocations System (DPAS) rated acquisition.

(xiv) Offers in response to this acquisition are due 11 16 September 2024, no later than

2:00 PM EST.
