Statement of Work Pull Testing of Hilti HIS-HY 200 Concrete Inserts Joint Base Charleston, SC – Weapons Station 1/10/24
Purpose Using personnel qualified under the requirements of NAVFAC P-307, certify by pull testing that the Hilti inserts installed in 100 concrete trench cover blocks are suitable IAW the specification listed below.
Details The attached photos show the overall arrangement of the inserts to be pull tested. There are 83 concrete blocks that cover the trench run that is shown in the “Service Trench Looking North” and “Service Trench Looking South” pictures, and another 17 concrete blocks that run adjacent to these in an extension of the trench that are not shown in these pictures but that are equally accessible. With one exception, each of these 100 blocks has 4 Hilti HIS-RN internally threaded anchor sleeve inserts imbedded with Hilti HIT-HY 200 adhesive as illustrated in the “Typical Block Example – 4 inserts each” picture. The exception has only 3 such inserts, although this block was also intended to have 4 inserts. The red plastic thread protectors shown in these pictures were installed at the time of insert installation in 2020.
The subject job involves installation of the missing Hilti HIS-RN anchor sleeve insert using Hilti HIT-HY 200 adhesive and pull testing of each of the 400 resulting inserts consistent with the following, to include any cleaning of the inserts needed to support performing the pull tests. The pull testing is to be accomplished using a padeye pull tester with the capability to connect to a swivel hoist ring installed into the threaded inserts and the capacity to achieve the loads specified below. The manufacturer’s precautions and instructions for set-up and use of the pull tester are to be strictly adhered to, with any uncertainty regarding set-up and/or use being clarified with the manufacturer prior to use. Testing is to be accomplished in accordance with the following:
1. Vertically pull test each of the 4 inserts in 97 of the trench blocks to 3600 pounds (+5%, -0%) using a 5/8 inch swivel hoist ring.
2. Vertically pull test each of the 4 inserts in 1 of the trench blocks to 4500 pounds (+5%, -0%) using a 3/4 inch swivel hoist ring.
3. Vertically pull test each of the 4 inserts in 1 of the trench blocks to 4600 pounds (+5%, -0%) using a 3/4 inch swivel hoist ring.
4. Vertically pull test each of the 4 inserts in 1 of the trench blocks to 4700 pounds (+5%, -0%) using a 3/4 inch swivel hoist ring.
5. The rated working load of the swivel hoist rings (5/8 inch size = 4000 pounds, 3/4 inch size = 5000 pounds) shall not be exceeded.
6. Test loads shall be held for a minimum of 2 minutes.
7. Inserts shall be visually inspected after the pull test for any evidence of overall damage, thread damage, damage to the surrounding concrete, distortion, elongation, or displacement from original position. Any damage shall be reported.
Technical Qualifications Pull testing of these inserts shall be conducted by personnel who satisfy the applicable training and competency requirements of Section 7 of NAVFAC P-307.
Deliverables Provide documentation that certifies satisfactory pull testing for those Hilti inserts that passed the pull test, as well as documentation that identifies those Hilti inserts that failed the pull test. Replacement and subsequent certification for any Hilti inserts that failed the pull test will be accomplished as an emergent effort that supports this scope of work.
Contingency Work To accommodate instances where insert installations were damaged by and/or failed their pull test, recommendations for installing and testing replacement inserts should be provided to NPTU Charleston for review and approval.
