Site Visit 12/14 Questions and Answers

• Will this contract be supported with a tax exemption certificate upon award by request?

o Contract clausing will include the requirements for tax exemption. Also, for efforts of the awardee, SC Form ST10G is available through the SC Dept of

Revenue which will allow the awardee to apply for tax exemption for purchases made to perform this requirement.

• Are there specific certifications or security clearance requirements needed for the

Contractor?

o There is nothing specific needed from the contractors to be at the site. They just need to be able to gain access to base.

• How does the government monitor and ensure compliance with contract safety, and environmental regulations?

o A 628 SFS representative will do a walkthrough of the range and check the HAZ

Waste barrel upon completion of cleaning to ensure the material is discarded appropriately. All OSHA mandatory training is the responsibility of the contractor to obtain/maintain.

• Are we able to invoice separately (per cleaning) for each CLIN or will we be required to invoice after 31 March 2025 for the base year and thereafter?

o The Awardee will invoice after each cleaning in the amount of the CLIN unit price.

• As per the PWS, this contract requires quarterly cleaning. For each quarter, are there specific timing considerations, such as after-hours cleaning or coordination with training schedules that need to be considered?

o Yes, firing is scheduled in advance. There will be coordination between Lt Wade, 628 SFS Combat Arms Section and the contractor to find a date that works for both parties.

• Are there established protocols for handling and disposing of hazardous materials at the range?

o Yes, the materials will be placed into a 55-gal metal drum that will be label as

“HAZ Waste” and kept on site.

• Is safety training required for personnel involved in cleaning services at a facility with ammunition?

o The awardee will be responsible for training contract personnel. Any local training requirements where the government must provide the training will be identified post award and provided by the government prior to the first scheduled performance. The awardee will then be responsible for training employees thereafter.

• Are there specific certifications or clearances needed for the cleaning staff?

o The government is not aware of any certifications to perform the requirement.

Any State or Federal certification requirements are the responsibility of the awardee. There are no security clearance requirements for the eventual contract.

However, contract employees must be able to obtain base access as stated in the

PWS section 3.

• Are there other regulations or compliance standards that should be adhered to during each cleaning?

o The government is seeking vendors experienced in performing the requirements of the Performance Work Statement (PWS). The government is not aware of any regulatory standards, separate from the requirements of the solicitation PWS.

Any State or Federal regulatory requirements are the responsibility of the awardee.

• What reporting and documentation requirements are in place for the cleaning services, especially regarding the handling of hazardous materials?

o Any damaged live ammunition found must be returned to 628 SFS Combat Arms immediately. If the range if found to be in a condition beyond what is considered normal operational order, contact the NCOIC, Combat Arms.

• Are there record-keeping expectations?

o No

• Are there any specific requirements or restrictions regarding the types of cleaning equipment and agents that can be used?

o Sweeping, wiping and HEPA filter vacuums are largely used.

• What metrics or criteria will be used to assess the quality and effectiveness of the cleaning services?

o Visual inspection. Ensuring the area subject to cleaning free of dust/dirt/frangible/materials from firing.

• To what height on the sidewalls does the contractor need to clean?

o Approximately one meters from the floor.

• Is there a preferred laboratory for analysis?

o Lab analysis is no longer applicable in the revised PWS.

• Does the contractor provide drums, and labels for range debris storage?

o Drums and labels will be provided.

• During the site visit spent rounds and brass were noticed on the range floor. Is the contractor expected to separate these items from the target debris?

o Yes, please; however, my team will do a better job to prevent this from happening.

• On the Bid documentation it states that air monitoring will be used during maintenance operations, but during the site visit it was stated that the previous crew had not been using air monitoring. Does the contractor need to supply air monitoring?

o Air monitoring is no longer applicable in the revised PWS. If you would like to supply it for the workers, you may at your own expense.

• Does the Baffles on the ceiling also have to be cleaned? If so then the Square footage on the Scope of Work does not add up to the correct amount.

o Negative.
