Performance Work Statement

Quarterly Cleaning of Small Arms Range

628 Security Forces Squadron

Joint Base Charleston, SC

1 Apr 2024

1. Description. The contractor shall provide all necessary transportation, labor, materials, supplies, equipment, and supervision to clean the weapons range located on Joint Base

Charleston-Air Base on a quarterly basis. The contractor will follow all applicable regulatory guidance.

1.1. Scope of Work:

a. Remove loose debris on the floor of the range with a vacuum equipped with a HEPA filter.

b. Conduct a wet decontamination of exposed no porous surfaces (floors, walls, baffles, and front of bullet trap) in the range using water and mild surfactant.

c. Prevent introduction of water to the bullet trap and auger system.

d. Floor drains in the range will be blocked to prevent the discharge of fluid.

e. Complete air monitoring for respirable metal (lead and chromium) dust during the performance of maintenance operations

f. Develop a list of damaged items or items that will require replacement and submit to the customer in the Security Forces Squadron.

g. Sample the waste generated for RCRA metals to determine if it is a characteristic hazardous waste.

h. Debris accumulated in the floor drain in the bullet trap area will be removed on an annual basis.

i. Size of Area to be cleaned is estimated at 14,400 Square Feet, 20 firing point wide appx. at 130 feet wide and 80 feet deep. Estimated waste is 6, 50-gallon drums of solids generated annually.

2. Operational Testing.

2.1. The 628 SFS, in conjunction with the contractor, shall conduct a full operational inspection on the range upon completion of each performance. Any problems found during inspection shall be corrected prior to the contractors’ departure.

3. Access to the Installation.

3.1. The contracted Agency shall submit to all applicable background checks prior to receiving a contractor’s badge to accomplish work or enter the installation. The 628

SFS/J5 is the primary point of contact.

4. Period of Performance.

Period of performance: 1 March 2024 – 29 Feb 2025

Option Year 1: 1 March 2025 – 28 Feb 2026

Option Year 2: 1 March 2026 – 28 Feb 2027

Option Year 3: 1 March 2027 – 28 Feb 2028

Option Year 4: 1 March 2028 – 29 Feb 2029

5. Safety and Security Requirements

The contractor shall comply with all safety regulations and procedures. Any mishaps involving damage to Air Force property or injury to Air Force personnel will be immediately reported to the base safety office at 843-963-5596. Contractor, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards. In cases where the contactor will work with Government personnel, Air

Force & NPTU safety standards will be followed. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation.

Base Access: All base access shall be in accordance with “AFFAR Clause 5352.242-9000

Contractor Access to Air Force Installations” & in accordance with the REAL ID Act of

2005. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles. An

Installation Entry Authority List (IEAL) will be provided to the contracting office at contract award. The IEAL will include at minimum the employee’s name, birth date, and Driver’s

License Number, to include State of Issue. This list shall be updated when an employee’s status or information changes and new employees are hired.

Identification of Contractor Vehicles. Contractor vehicles must be marked on each side with company name with either permanent or semi-permanent/magnetic signage.

All contractor employees who will be driving a vehicle on Joint Base Charleston shall have a current driver’s license with them at all times. All contractor vehicles to be operated on Joint

Base Charleston will have a valid state registration, vehicle inspection, and insurance. Proof of registration and vehicle insurance must be physically available at all times while the vehicle is on Joint Base Charleston.

All Contractor employees that will be driving on Joint Base Charleston will follow base policy for driving on the installation. Please note there may be other items covered in the base policy that are not covered in this SOW and shall be obtained from the Security Forces personnel at the Visitor Control Center. It will be the Contractor’s responsibility to ensure that their employees are familiar with base policy. The driver of contractor vehicles will be subject to corrective actions that are laid out in the base policy for violations, this can and will include suspension of driving privileges and possible banning from base for continued violation.
