1. Due to the unknown fluctuating of diesel fuel cost, will the contract permit an adjustment for fuel surcharge due to the unknown?
• Answer: A request for an equitable adjustment may be submitted IAW DFARS 252.243-7002 (Requests for Equitable Adjustment)
2. Is there a recycling requirement?
• Answer: Recycling is not included in this requirement
3. Can you provide the number of touches per year over the past two (2) years?
• Answer: Data at this level of detail is not available
4. Is there a set page count, font size for per each volume?
• Answer: Font standard is 10-12pt; there is no maximum set page count per volume.
5. Section L Part III – Technical Capability (Mission Essential Plan) (a) states The contractor must submit a Mission Essential Services Plan to include the required elements IAW DFARS provision 252.237-7004. Is this the correct DFAR provision or should it reference DFAR 252.237-7024 Notice of Continuation of Essential Contractor Services?
• Answer: DFARS 252.237-7024 is the correct reference and has been corrected in the solicitation.
6. Are the required elements listed in DFARS provision 252.237-7024 the only submitted requirement for Part III Technical Capability?
• Answer: Yes
7. PWS para 1.1.3.2 “Additional Refuse Containers” states that “The contractor shall maintain a pool of at least ten additional dumpsters which can be pulled if needed for special events or mission requirements as an IDIQ service.” It is assumed that this requirement of additional dumpsters can be maintained at one of the lay-down sites (JB CHS-Air Base or JB CHS-Weapon Station) listed in Section 3. Government Furnished Property and Services. Is this correct?
• Answer: Yes
8. Are the reports outlined in PWS para 1.5 “Reports and Records” the only report and records required? Are there any CDRL's or otherwise than the one (1) required?
• Answer: All required reports are identified in PWS Para 1.5
9. Per PWS para 4.3 “Hours of Operation”, there may be situations that require the Contractor to work at times other than normal duty hours. If this occurs, will the contractor be permitted to submit an adjustment for differential pay to affected employees?
• Answer: No
10. PWS para 4.5 “Contractor Work Schedule” states that “The Contractor shall submit a schedule for all services described in this PWS and Appendences to the COR for approval at the pre-performance conference.” What is the anticipated timeline for this event after the Award Date?
• Answer: At least 30 days prior to contract start date
11. During the site visit, it was mentioned there will be some lead time. What is the lead time when the PWS states 30 days. When does the new contract start?
• Answer: Contract Period of Performance (PoP) begins 1 October 2022. Contract Award is anticipated to be within 90 days prior to PoP. Initial vehicle routes and collection schedules shall be established by the contractor upon award and submitted at the Pre-performance Conference at least 5 days prior to the start of the PoP (PWS 1.1, 1.1.6, & 1.1.7). The contractor's management plan for collection of solid waste should be refined during the first 30 days of PoP, and any adjustments to route, frequency, container size, type, and/or locations shall be coordinated with the COR or CO and be incorporated into a final collection and disposal plan. This 30 day period constitutes the Phase-In Period identified in PWS paragraph 4.14. The anticipated time from Award to PoP provides approximately 90 days of lead time for contractor procurement of necessary materials, supplies, and equipment.
12. Will the Government please confirm 30 day phase in/out?
• Answer: See previous question.
13. Will the awarded contractor have the opportunity to offer the incumbent employees continual employment?
• Answer: Yes
14. PWS para 4.6.1 “Contract Manager” states that “the contractor shall establish and maintain an office through which the contract manager or alternate(s) can be contacted during work hours.” Is an office required to be within the general vicinity of JB Charleston?
• Answer: A local office is not required; however, contact information is required for management during work hours (EST)
15. Can a site map(s) be provided to assist in identifying waste collection locations and development of truck routes for waste pickup?
• Answer: Yes, maps are attached via amendment to the solicitation
16. Is the contractor required to provide staffing to operate the compactors during normal business hours, or will this be performed by the government personnel?
• Answer: The government will operate compactors; however, the contractor shall provide operating manuals/instructions to train end users.
17. The contractor is required to provide receipts from the landfill for Tipping Fees, which is to be included in the Monthly Fixed Unit Price. Because the Tipping Fee can vary depending on tonnage of waste being processed, will the government consider adding a separate cost reimbursable CLIN to cover the Tipping Fee as a separate cost from the Monthly Fixed Unit Price?
• Answer: Yes, there is a cost reimbursable CLIN for Tipping Fees. This CLIN is not to be priced in the bid schedule.
18. PWS para 1.1.3.2 “Additional Refuse Containers” states that “the contractor shall maintain at least 10 additional containers”, but it does not state what size of type of container. Is it 10 additional front end containers (4yd, 6yd, 8yd), roll off containers (20yd, 30yd, 40yd), or a mixture of the two? Are the “pool” cans listed in Appendix B apart of this or is it another additional 10 containers?
• Answer: The “pool” requirement has been removed from the inventory. The PWS requirement for additional refuse containers intends for 5 front end containers (combination of 4yd, 6yd, and 8yd to be decided at contractor’s discretion) and 5 roll-off containers (20yd minimum)
19. What is the distance between the Air Base and Short Stay?
• Answer: Approximately 30 miles
20. What is the distance between Short Stay and the Weapon Station?
• Answer: Approximately 20 miles
21. What is the distance between the Air Base and Weapon Station?
• Answer: Approximately 12 miles
22. What is the distance between Short Stay and Sullivan’s island B4000?
• Answer: Sullivan’s Island is not covered under this contract.
23. What is the distance between the Weapon Station and Sullivan’s Island B4000?
• Answer: Sullivan’s Island is not covered under this contract.
24. Would the Government please grant an extension of 3 weeks? The breadth and depth of this solicitation will warrant significant time and resources to propose on.
• Answer: No
25. Solicitation CLINS 002AA-002AE, et seq. Each Clin has “1 LOT”. How is the contractor supposed to bid this line item without a quantity that defines the “LOT”? We understand it’s for tonnage but, Can the Government please provide significant detail on how the contractor should bid this specifically how many tons per line item, per lot? 1a. Would the Government be open to making this a NSP (not separately priced) line item so that the number of tons is preset at all times, then quantified by the current local landfill rate that is set at that time locally? 1b. Or could the Government provide tonnage to us in the “Bid Schedule” spreadsheet with preset tonnage?
• Answer: Please provide pricing on attached bid schedule ONLY. CLINS 0002AA-002AE are preassigned for tipping fees which are not to be priced as they are a direct reimbursable.
26. Can the Government please confirm that the local flow control of waste that is currently in place is to be adhered to by the contractor when collecting the numerous containers located throughout the large area of collections sites under this contract?
• Answer: The guidance we have is that waste should be disposed of in the county it is generated in.
27. Part II – Past Performance Information states “ The evaluation of past performance information will take into account information regarding key performance factors to include but not limited to responsiveness to IDIQ requests, operation of bulk waste disposal, adherence to schedule, and compliance with regulatory requirements.” Should this information be included as in the Performance Survey section or after Items i. - viii?
• Answer: The location of the information in Part II – Past Performance is at the discretion of the offeror and will be accepted as long as it is in Part II.
28. Does the PWS (pg 22-36) and the Bid Schedule container tabs match and have the same containers and frequency for O&M, NHCC, DECA, SDDC, NIWC? IF they are different which one rules the day in the event of discrepancy? Which one should we bid off of?
• Answer: The PWS and the bid schedule are confirmed to match as of 18 May 2022.
29. IDIQ Menu Pricing has “1 Each” pricing for a various number of services. It is then linked to the
1.1.3 Indefinite Delivery – Indefinite Quantity tab after you populate the price per each. There are 3 sections, 1.1.3.1 Unscheduled Pick-ups: 1.1.3.2 Additional Refuse Containers, 1.1.3.5 Container relocations; However, in the Schedule B there are only 2 CLINS 003AA Unscheduled pickups and 003AB Additional Refuse Containers. Where do we bid in schedule B for the container relocations?
• Answer: All IDIQ services are combined under CLIN 003. Schedule B is revised to include only a single IDIQ CLIN.
30. 1.1.3.6 Operate a Centralized Bulk Collection Station; Does the station have to be manned during normal business hours?
• Answer: IAW PWS para 1.1.3.6, the contractor shall maintain and operate an unmanned centralized bulk collection station.
31. 1.1.3.2 Additional Refuse Containers: Who is responsible for the tipping fees?
• Answer: Tipping fees are reimbursable.
32. 1.1.3.2 Additional Refuse Containers: What if the container sits there for 6 months? A Year and never dumps or gets filled; Can the Government please set a Minimum time that is reasonable? Otherwise, the contractor could have multiple containers out and are not getting them emptied.
• Answer: The government reserves the right to manage additional cans based on mission requirements, but will work with the contractor to manage unused cans to the contractor’s benefit.
33. Can the Government please confirm that the Industrial Waste portion from the previous contract is no longer on this contract?
• Answer: The Industrial Waste portion from the previous contract is no longer on this contract.
34. Is there a specific container color?
• Answer: See PWS paragraph 1.1.8 for guidance. The specified color is Sherwin-Williams
SW-2007, Nightscape (Dark Bronze). Satin finish acrylic paint is recommended.
35. How often does the Flight Line code change?
• Answer: Fight Line gate codes are changed periodically for Operational Security (OPSEC) reasons. For those same reasons, the specific periodicity is not advertised. When gate codes are changed, that information will be made available to the contractor via the COR in-person.
36. There was mention about the can size didn’t matter. Is this up to the provider if they want to change sizes?
• Answer: See PWS paragraph 1.1.7 for guidance. Can size does matter, and contractor engagement is essential in achieving optimal can sizes over time.
37. Is there a preference for slant containers or box containers?
• Answer: No preference has been identified at this time. Contractor recommendations and insight is welcome with regard to front end can design and configuration.
38. What is the power on the compactors? Single phase or three phase.
• Answer: 480 volts 3 phase
39. Is Disposal part of the user fee or paid by the hauler?
• Answer: See PWS paragraphs 1.1.10 and 1.3.1 for guidance. The contractor is expected to play an active role in controlling tipping fee costs through coordination and communication with the COR.
40. Please confirm that mixing commercial trash with the base trash is not allowed.
• Answer: Contract generated waste shall not be mixed with any other non-contract generated waste. The Government will reject any invoiced reimbursement charges for tipping fees that include outside waste co-mingled with waste generated under the contract. Do not confuse this with the comment that was made during the site visit regarding waste should be disposed of in the same county as where it was generated.
41. At the site visit, it was mentioned the centralized bulk area will be open longer. What will be the new operation hours for the centralized bulk area? It is currently at 2 hours, 2 days out of the week. With it being open longer, it will result of increased roll off pulls and the PWS estimated historical data will need to be adjusted.
• Answer: PWS paragraph 1.1.3.6.d identifies contractor responsibilities to include "management of the area and containers to ensure continuous access and disposal capacity available". Historical data for continuous access to bulk waste disposal areas does not exist since this is an added and unknown element. The Government believes that the total amount of bulk waste will not change, and that any increase in bulk waste collected at bulk waste areas will be similar to the reduction of additional bulk waste collection containers ordered as a result of bulk waste collection area expanded hours.
42. Where is the MSW currently being taken to?
• Answer: MSW is currently being taken to Berkeley County Landfill and Charleston
County Landfill.
43. Is disposal free?
• Answer: Disposal is not free and is charged according to the type of waste, tonnage and tipping fees.
44. What is the contract number for the incumbent contract?
• Answer: FA441818D0002
45. What is the current price for the contract currently today?
• Answer: $5,005,429.00
46. What is the dollar value of the incumbent contract?
• Answer: $5,005,429.00
47. Please provide the name and address of the incumbent contractor.
• Answer: VMX International LLC, 3022 W Grand Blvd, Ste 2401, Detroit, MI 48202-3084
48. How many years was the incumbent contract for and were all options exercised?
• Answer: 5 years all options were exercised.
49. How has the new solicitation changed from the previous contract?
• Answer: Besides containers sizes and locations, the new solicitation does not contain the ISW requirement. The new solicitation requires the contractor to maintain and operate an unmanned centralized bulk collection station located in designated areas on the Weapons Station and the Air Base while the previous required set hours and manning to operate the centralized bulk area.
50. Is the new solicitation a Requirements contract? Or Firm Fixed? I see references to both in the solicitation.
• Answer: The contract is a Firm Fixed Price Requirements IDIQ.
51. Bid Schedule is completely geared to individual location services? Is this not an award in the aggregate? Do you plan to have multiple awards?
• Answer: Bid schedule is broken into tenant funding locations for the Government’s convenience. The award will be made as an aggregate of all funding streams. It will be made as a single award.
52. Do you plan to delete services and locations resulting in a reduction in the contract price?
• Answer: Currently, there is no plan to delete services or locations but, Joint Base
Charleston Mission requirements dictate increase/decrease of the contract.
53. The Bid Schedule does not provide for a CLIN Bid item for contractors’ Capital Equipment Cost and overhead? Reductions in service will reduce payments to the contractor and it appears the government has no obligation to negotiate these changes with the contractor? The contractor is subject to suffer irrevocable economic damage which may result in their economic demise.
• Answer: Per the solicitation, IAW FAR 52.216-19, an order minimum and maximum is established. Pricing in the bid schedule should be a fully burdened price.
54. Landfill Tipping Fees are not mentioned as to who is responsible for the paying?
• Answer: Per PWS para 1.1.10, the contractor shall be reimbursed for tipping fees according to submitted invoices.
55. What landfill is licensed to accept waste on this contract? Is this landfill accepting both MSW and Cardboard, Rubbish, and Construction Debris?
• Answer: Charleston County operates Bee's Ferry Landfill with some waste restrictions (for specific info 843-720-7111), and they also receive waste at various transfer stations (Republic 843-552-4751). Berkeley County operates a landfill (843-572-4400) for waste generated at the Weapons Station and Short Stay Recreation Facility.
56. Recycling: I don’t see any reference to Cardboard or Recycling collections? Is this not included in this contract?
• Answer: There is no Recycling requirement for this contract.
57. Sorting, Is this contractor required to sort the waste stream? Separate metals, cardboard? I see references in the solicitation to metals. What is relativity?
• Answer: The contractor is not required to sort waste streams.
58. GFE, Government Furnished Equipment is listed as being in Appendix D? But Solicitation does not include Appendix D? Can you provide this?
• Answer: Per Section 3 of the PWS Government Furnished Property and Services, Government Furnished Property and Services will not be provided to contractors, Contractors’ management and subcontractor for this requirement as prescribes under FAR Part 45. All Government property that is provided will be considered as incidental to the place of performance and will remain accountable by the Government.
The government will furnish electricity at existing outlets for the operation of compactor units at no cost to the Contractor. The Contractor shall provide and maintain, at his expense, the necessary service lines from existing Government outlets to the site of operations. The Contractor is responsible for all tie-ins regarding electricity.
On JB CHS-Air Base, a lay-down site is provided for spare container storage and service truck parking located at the CE stock yard (approximately 100 ft. by 100 ft.). No utilities are provided at this site. On JB CHS-Weapon Station, a lay-down site is provided for spare container storage in the area near Pier Charlie waterfront parking lot.
59. Appendix C Site Maps. We are not provided Appendix C Site Maps? Can you provide it?
• Answer: Maps are provided with amendment to the solicitation FA441822R0008P00002
60. 252.217.7027 Contract Definitization? This seems to indicate a negotiation will be held after the award to definitize the contract? What is this? What will be definitized?
• Answer: As prescribed in DFARS 217.7406 (b), it is included to address future task orders.
61. Post says 5/20/22 at 2:00 pm EDT – Solicitation says 5/20/22 at 11:59 PM EST. Which is correct?
• Answer: The proposal due date was revised in solicitation amendment FA441822R0008P00001 to 27 May 2022 at 2:00PM EST.
62. Can you provide pictures of both Lay Down Sites?
• Answer: Pictures of the Laydown sites will be provided.
63. Can you provide the past performance of "Unscheduled Roll Offs?"

64. Is an "Alternate Pickup Schedule" acceptable?
• Answer: Yes, as long as the specified requirements of Para 1.1 in the PWS are followed.
The contractor shall ensure all MSW containers do not exceed 80% capacity but empty no less than once a week for the remainder of the contract. Food Waste (Putrescible) containers identified in Appendix B shall be emptied no less often than two (2) days per week. (SCDHEC R61-107.5). The contractor shall establish initial vehicle routes and collection schedules upon contract award. They are to be submitted to the Contracting Officer Representative (COR) five (5) calendar days prior to start of contract performance. As a minimum the Contracting Officer’s designated Representative (COR) and contractor shall monitor fill capacities during the first 30 days of performance, but the contractor may propose adjustments to the schedule at any time; however, no changes are allowed to the schedule or haul route without CO or COR coordination.
65. Is replacement of trash compactor for other options, ie; roll off container, larger containers acceptable?
• Answer: Replacement of the compactors is not acceptable in lieu of roll offs or larger containers due to the excessive amounts of trash generated consistently.
66. Containers which have gates on them in unspecialized access areas have to be shut after dumping? Or, can they remain open?
• Answer: Gates in unspecialized areas should be closed after dumping.
67. Can the storage areas be defined on a map that should be utilized for office and equipment storage?
• Answer: The storage area is in the generalized area where the X is located on the Air Base map.
68. Will authorized entry gates be open on weekends if unscheduled or other pickup services are required?
• Answer: Authorized entry gates are accessible on weekends if unscheduled or other pickup services are required, but the COR/CO must be advised and it should not be commonplace.
69. If appliances (refrigerators, stoves etc.) are sitting near the dumpsters, or within are these considered to be acceptable within the contract?
• Answer: There is a specified area where appliances are to be disposed of. The contractor is not required to remove any appliances sitting near the dumpsters.
Response to all below questions is as follows: Offerors shall provide proposal based on inventory on current solicitation/addendums.
• Appendix B. Build 449 (Plumbing yard) 20 yd roll off is not listed. This is an active can on the current contract and was MOD-ed in. Is this going to be on the new contract? If so, please add it to the PWS.
• Appendix B. The 4 yard FEL container down on Sullivan’s Island B4000 is not listed. It is on the current contract. Is this container going to be on the new contract? If so, please add it to the
PWS.
• Appendix B. Building 302 on the WS has an 8yd. It is an active can on the current contract and was MOD-ed in. Is this going to be on the current contract? If so, please add it to the PWS.
• Appendix B. Building 3420 30 yd is not listed. This is an active can and it was MOD-ed in to the current contract. Is this going to be on the new contract? If so, please add it to the PWS.
• Building 3146 has a 40 yd container. Is this a typo?
• Building 3112 has a 40 yd container. Is this a typo?
• Building 706 has a 40 yd break away compactor. Is this a typo?
• Building 325 has 2-40yd roll offs. Is this going back to being 1 40yd or is this a typo?
• Wharf Alpha has a 40 yd roll off and not a 20 yd. Would the Government please confirm this in the PWS as needed?
• Building 3107 (Brigg) roll off container is a 40 yd and no longer a 20 yd. In the past, this can was getting overloaded and it was requested to change the size of the container. Would the Government please confirm this in the PWS as needed?
• Building 1681 has only 1 40 yd listed. The are currently 4 there on the current contract. Is the government cutting down service on this building? It is a very active building.
• Building 1639 has a 20 yd listed. It is actually a 40 yd. Would the Government please confirm this in the PWS as needed?
• Building 198 has a 30 yd listed in the PWS. It is actually a 40 yd. Would the Government please confirm this in the PWS as needed?
• Building 187 currently has a 20 yard container and a 8y container. This was MOD-ed in into the current contract. Would the Government please confirm this in the PWS as needed?
• Build 3113 is listed for a 30 yd on the PWS. There is a 40 yd there currently. Would the Government please confirm this in the PWS as needed?
• Build 346 on the Air Base has a 6 yard container. This was recently placed and the building is coming back operational. Would the Government please confirm this in the PWS as needed?
• The is a 8 yd located at the i lot and a 4 yd at the T-shed that are not listed in the PWS. Would the Government please confirm this in the PWS as needed?
• On the PWS. Roundette 41 can size it cut off and it looks like it’s a 6 yd. Would the Government please confirm this in the PWS as needed?
• BLd 2334 has 5- 20 yd cans that are not listed on the PWS. Would the Government please confirm this in the PWS as needed?
