NOTICE TO OFFERORS

Any offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing soon enough to allow a reply to reach all offerors before the submission of their proposals. Oral explanations or instructions given before the award of a contract will not be binding. Answers to offeror questoins concerning a solicitation will be posted to sam.gov, if that information is necessary in preparing proposals or if the lack of it would be prejudicial to others.

3 DC‐/CT‐1 Outage: Ignore reference to November‐March work. Temporary conditioning will be required only if outside temperatures drop below 68°F (heating), or rise above 78°F (cooling), and the outage continues into occupied hours.

OAU‐1 Outage: Ignore reference to November‐March work. The OAU provides neutral air (no temperature control), so the outage will mean the building is without ventilation air and dehumidification. This outage shall take place entirely during the weekend if possible, and will not require temporary conditioning. Per the drawing note 5 on M101, the work shall take no longer than 10 days.

Answer

Past performance of 50% complete or more similar from the Prime Ktr would be considered recent if performed within the last five years from the issue date of this solicitation. Please see Section L, page 54 of the solicitation.

Relevancy is evaluated based on the scope and magnitude of effort and complexities this solicitation requires. Please see Section M, page 63 of the solicitation for the “primary efforts required for this solicitation” and Section M, page 64 for the

“Past Performance Relevancy Ratings.”

Per Section L, page 55 of the solicitation “The evaluation of past performance information will take into consideration past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.” However, per Section M, page 64, “Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror.”

Question

When the Government initially ranks the offers described in FACTOR 1 PRICE EVALUATION ‐ will the evaluators whom are evaluating FACTOR II PAST PERFORMANCE/EXPERIENCE‐ have knowledge of whose proposals are the lowest priced? If so, then what would prevent the Evaluators from rating a firm as SUBSTANTIAL CONFIDENCE knowing they have the lowest price? Will the Technical evaluators be independent from the Price Evaluators?

Answer

At the time of price evaluation, the company/vendor names are not provided to the evaluation team. Proposals are labeled, "A, B, C, etc." The proposals will be evaluated on price and past performance with past performance being significantly more important than price. There are no technical factors to be evaluated for this solicitation.

Question

Will the Govt./Facility remove all materials from rooms 124, 149 and 150?

Answer

Refer to answer #5.

Question

As per Key note 6 modifications are needed to be performed at underground HDPE piping & exsiting piping arrangements need to be renovated for energy efficieny. Please provide as constructed plans for the system so as to study and propose most efficient system arrangement.

Answer

The keynote is describing the modification that has been drawn. The plans show the designer's best understanding of the existing system based on as‐built drawing MS101. MS101 has been attached for reference. Price assuming the existing system arrangement is generally true to the design drawing. The awarded Contractor will be required field verify the existing piping arrangement (per Note 6) and, if necessary, notify the Government of differing site conditions, per FAR

Clause 52.236‐2.

Question Is the extent of the seismic restraint installation requirements limited to NEW installations or are we required to add restraints to EXISTING devices and assemblies as well? If we are to add restraints to existing devices and the extent of this work is not shown in the drawings, should any restraints to existing devices/assemblies be treated as a contract modification after award?

Answer

Question

Are we allowed to demo the entire reflected ceiling in each zone at one time or will we required to demo smaller sections and replace?

Answer

Refer to answer #19. To expand on that answer, ceiling demo must be confined to a single Construction Work Zone at a time, per G001 Project Duration Chart and Construction Work Zones.

Question

Sheet E103, General Note No. 1 states to relamp the existing lighting fixtures. During our visit, the lights in the attic were not operating. Has the facility confirmed that all (30) fixtures are in operable condition? Should be include an allowance in case find defective lighting fixtures or will replacement of these devices be treated as a contract modification after award?

Answer

Assume all fixtures are operable and only need to be relamped. Defective fixtures would be treated as a contract modification after award.

Sheet M103, General Note No. 2 states to “Clean and reinstall existing diffusers in corridors….” It is our experience that cleaning existing diffusers have mixed success. Results vary and in some cases the end‐result is less than satisfactory.

Confirm that the intent is to clean and reinstall the air distribution devices.

Answer

Yes, the intent is to clean and reinstall existing diffusers per the note. It is unclear from the question why results may be less than satisfactory, but if it is a matter of devices being damaged during removal, cleaning, and reinstallation, please reference section 01 30 00, para 1.2 regarding a preconstruction survey. If, upon project commencement, there is reason to believe existing devices should not be reused, the Contractor shall bring those specific concerns with the Government.

Question

Sheet M201, General Note No. 1 states that this sheet is for reference only. Note Nos 2 & 3 state that the “existing conditions may have changed,” and that “not all utilities are modeled.” We were not allowed to inspect all attic spaces for existing obstructions or added utilities. Should we include an allowance to correct unforeseen issues or should that be addressed as contract modifications after the contract is awarded? These comments are typical in Sheet Nos. M202 and

M203

Answer

No changes have been made to the existing conditions through the attic since these images were taken. Do not include an allowance, all changes shall be addressed as a contract modification IAW FAR 52.236‐2 Differing Site Conditions.
