# Questions Answers

1 How many Full Time employees are currently on the contract? This is a performance based effort. The Governnment does not dictate or disclose the number of full time equivalents.

2 What is the total value of the contract, including Maintenance CLIN? The Government does not disclose the estimated value of future contracts. Approximately $1.03M has been obligated under the current contract.

3 Is parking on base an option to leave our vehicle and trailer overnight and weekends?

No. See PWS 4.1.

4 Can we obtain a copy of a sample weekly report for PMs? Contract format permissible. Submission must include items detailed in PWS.

5 Are there any deliverables besides the weekly status report and quotes for maintenance?

Yes. See section 7 of the PWS.

6 Is there a clause if there is a door emergency and the COR is not available for TBP to fix the door if it is a safety issue? If there is a safety issue or emergency on a door that could cause damage, are we authorized to fix it?

As stated in the PWS, Paragraph 2.2.3, “The COR will notify the contractor of the affected facility and identification of the inoperative door.” The intent is that the contractor should not be dispatched to respond by any other personnel with the following exceptions: Alternate COR, COR Supervisor, Contracting Officer or Specialist. Contact information for each shall be provided to the contractor at award. Emergency response requires clear and timely communications with at least one of the above individuals authorizing response by the contractor to mitigate financial risk to the contractor while providing the broadest contractor response capability to mitigate the emergency condition. A single course of action for all possible scenarios cannot be described. PWS, Paragraph 2.2.3 also states “The Emergency Service Call response shall include payment for travel up to one hour for one technician, troubleshooting and assessment to restore safe, reliable operation, and any necessary repairs, adjustments, and/or other corrective action that can be completed to establish temporary functionality and minimize/eliminate mission impact.” The expectation is for the contractor to respond, troubleshoot, assess, and then contact the person who issued the emergency service call to provide status, make recommendations, and request further direction.

7 Is there an established annual schedule for the doors already and can we have a copy of those records with the findings of pass, fail, inoperational?

The COR maintains a Excel spreadsheet that provides dates of inspection along with the pass or fail rating. COR can provide once contract is awarded.

8 Part of the PWS performance evaluation is that all PM's are completed within

95% on time. Are we rebasing all doors and creating our own schedule or following a predetermined one?

As stated in the in the PWS, Para. 2.1.2. Inspection Schedule; “The Contractor shall prepare

(Microsoft EXCEL format preferred) and submit electronically to the COR for review and acceptance, an annual inspection schedule to include all individual doors listed in Appendix A such that each designated door will be inspected annually with no more than 12 months between the inspections of any one door”. The Government will provide current door Inspection dates to the Awardee.

9 Is there a list of doors that are not online and will be covered by this contract? All doors covered are included in PWS Appendices A & B.

10 Is there a computer available to use for weekly reports or do we need to provide one?

No. See PWS 1.2.

11 Can you give me the frequency of Emergency calls over your last contract? One per quarter.

12 Would you consider a 4 hour response, to allow for a more prepare response and account for traffic that can accumulate in that area? 2.2.3 of the pws refers to a 2 hour window.

No. See FAR 52.212‐4 for excusable delays.

13 If a crew is confirmed to be responding, but does not arrive in the 2 hour window, will that still count as within the PWS guideline? Each base we service handles this differently.

No, unless delay is excusable IAW FAR 52.212‐4.
