Questions and Answers dtd 26 August 2016:
1) Is there a due date for questions on the solicitation?
a) If so what is the date?
Answer: Yes, the due date was 12 August 2016. No more questions will be accepted.
b) If so when will the Q&A be posted?
Answer: August 26, 2016
2) Reference paragraphs 2.1.1.3 & 2.2.1 on-hand materials, parts and supplies.
a) Does the government have a specific list of materials, parts and supplies the contractor will be required to have available “on hand” to make repairs?
Answer: No. The intent is not to provide additional tools, materials, parts and supplies above and beyond what is required in the performance of the PMI. The intent is to correct minor deficiencies and perform necessary adjustments during the PMI as a preventative measure to ensure reliable and continuous safe operation of the door. Examples may include: replacing missing fasteners, snugging loose fasteners, adjusting spring or cable tension, etc.
b) Will said materials, parts and supplies be billable items or should the contractor factor the cost of materials, parts and supplies into PMI and Service call rates?
Answer: Minor corrective maintenance performed as a preventative measure as called out in paragraph
2.1.1.3 should be considered in the PMI. Minor corrective maintenance performed during a service call is billable under the service call provided prior authorization is obtained from the COR per paragraph 2.2.1.
3) Reference paragraph 2.1.1.2 Note: Annual PMI for designated Hanger Doors specify a high level inspection requiring a lift.
a) Please verify designated Hanger Doors will be Hangers 63, 515, 519, 532, 570, 578 & 700 only.
Answer: All Hangar Doors designated for high level inspections requiring a lift are listed in Appendix A with an inspection frequency of annual.
b) Can all Hangers be made available in a one month scheduled inspections?
Answer: Hanger availability is largely dependent on operational commitments, and regardless of scheduling, inspections may have to be rescheduled. A submittal to schedule all Hangars in a single month may be submitted, but availability cannot be guaranteed.
4) Can you please provide additional information for the Sliding Doors & the Drop Leaf doors?
o Manufacturer – Answer: Multiple manufactures, however see Appendix A for door type.
o Standard size – Answer: Would require extensive manpower.
o Photos of each will help in preparing the quote – Answer: Unavailable.
5) Can you provide the password for your spreadsheets? This will allow me to manipulate Appendix A/B for our use.
Answer: Password is not available to vendors for manipulation of the spreadsheet. Vendors should use the correct spreadsheet dated 22 August 2016.
6) Will you require an individual inspection sheet per door annually? We do a separate sheet upon initial inspection. Each subsequent year we use a checklist.
Answer: Paragraph 2.1.3 provides instructions for inspection reports.
7) Where is North Auxiliary Field Located? How many facilities/doors? We may have to have a crew spend several days to finish up depending on the location. Need to know this to provide an accurate quote.
Answer: See Paragraph 1.1. “located approximately 90 miles North-West of JB-CHS.”
