FA4418-14-R-0010, Base Paving IDIQ 11 August 2014 Questions and Answers
QUESTION 1: 850-09: Professional Engineer, development of plans and specifications for required permits and traffic control plans.Can you provide any clarification on the intent of this Item? The “development of plans” based on a Statement of Work (SOW) would require extensive survey work not included in this description. Or is this item intended to cover the cost of contracting an Engineer to handle the permitting process for grading, land disturbance and storm water permits?
RESPONSE: The intent of this line item is to cover engineering services required to obtain required permits (storm water, land disturbance, etc.) and to prepare traffic control plans requiring an engineering stamp.
Survey work specifically required to obtain said permits will be provided by the Government.
QUESTION 2: The does Price Schedule does not include a line item for "Airfield Asphalt Pavements" .
Should this line item be added? Or will this item not be used?
RESPONSE: While this work in not currently anticipated, if emergency airfield asphalt pavement repairs are required during the term of this contract, these repairs would be accomplished using line items from the price schedule, namely line items from sections 400, 401 and related line items.
QUESTION 3: There are only 3 line items listed within section 900 Airfield Concrete Pavements. Does this mean that these are the only activities the contractor will be asked to perform on the Airfield or are all items within the entire schedule of values applicable on the Airfield/Runways/Taxiways etc?
RESPONSE: It is the intent for this contract to limit repairs to concrete airfield-rated pavements to the replacement of individual slabs (900-01), spall repairs (900-02 & 900-03), joint sealing/resealing (500-05, 500- 06 & 500-07) and minor repainting (Section 601). The Contractor may be asked to perform repairs to airfield-rated asphalt pavements, access roads, shoulders, overruns and other paving related features on the airfield using other items within the price schedule.
QUESTION 4: In reviewing the Clearing Line items (200-01, 02, 03, 04) there is no item for clearing trees greater than 6” diameter by the acre, all trees over 6” are priced as EACH. Is this the Government’s intent?
RESPONSE: Yes, all trees over 6" in diameter will be priced as EACH.
QUESTION 5: In the 54 page Solicitation Section D is omitted. Is there anything in this section that bidders need to read or that may be relevant to our proposals?
RESPONSE: No. Section D is not applicable.
