QUESTIONS & ANSWERS
Questions & Answers from 18 July 12 pre-proposal conference
1. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated Frequencies
Statement: Pages 14-18, lists various size roll-offs for the specific purposed of collecting metal from various locations throughout the Joint Base:
Question: Who will keep the metal proceeds, the Contractor or the Government? If the Government keeps the proceeds, will the Government require the Contractor to market and track the materials? Is there a certain place it is being taken now, On-Base or Off-Base?
ANSWER: Per 1.1.1.1 states “the contractor shall be responsible for delivering the containers to the on-base Moral Welfare Recreation (MWR) Recycling facility located at Bldg 3483.” Since containers will not be disposed of at any landfill, requirements for weighing of the vehicles specified in 1.1.10 do not apply to metal.
2. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated
Statement: Pages 12-18, lists various size roll-offs for the specific purposed of collecting wood and concrete from various locations throughout the Joint Base.
Question: Is this material required to be recycled? Is there a certain place it is being taken now, On-Base or Off-Base?
ANSWER: There are no recycling requirements in the contract. Disposal of all wood and concrete dumpsters is addressed in 1.3.1 Off-Base Disposal.
3. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated
Statement: Pages 12-18, lists various size roll-offs for the specific purposed of collecting wood from various locations throughout the Joint Base. Specifically NMCU BLDG 940 which has (3) 40 CY containers dumped 2 x Week, and ASLAC 869 which has (3) 40 CY Containers dumped weekly.
Question: Are these two locations frequencies adequate? This appears to be an excessive amount of hauls, unless the facility is an extremely large producer of wood.
ANSWER: The dumpsters are situated at the loading docks of these 2 buildings where the wood is generated. Yes, services for these 2 locations are adequate.
4. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated Frequencies
Statement: Pages 12-18, lists various sizes of compactors for the specific purposed of collecting trash from various locations throughout the Joint Base.
Question: Would the Government be willing to substitute a 34 CY compactor for the 20 CY Compactor?
Would the Government be willing to substitute a 34 CY compactor for the 40 CY Compactor?
ANSWER: A change in the size (CY) may necessitate changing the frequency of service. The only place where it may NOT be satisfactory is Bldg 706. We would need to know the dimensions of the 34 CY, as space is very restricted.
Question: Are the compactors Stationary or Self Contained?
ANSWER: Type and style of compactors would be the contractor’s preference. The existing compactors are not the property of the Government and therefore are only for informational purposes.
6. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated Frequencies
Statement: Please reference BLDG AB 1597. Container listed indicates a 20 CY Front End.
ANSWER: This is a typo and should say roll-off.
7. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated
Statement: Please reference BLDG WS 302 that has the 30 CY Compactor.
Question: How many front load dumpsters and of what size will be placed at this location? If this is not known, can you please give us the tonnage per month of this location?
ANSWER: 1 ea 8cy container. Tonnage for the 30cy compactor during 01 April 12 to 30 Jun 12 was 2.46
TN.
8. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated Frequencies
Statement: Please reference Weapon Station Housing that has the multiple .45 CY Roll Carts.
Question: How many front load dumpsters and of what size will be placed at this location? If this is not known, can you please give us the tonnage per month of this location?
ANSWER: Provide the following 8cy containers:
Bldg 707 1 ea Mahan Cir 2 ea Knutson 1 ea Hickory Hall 1 ea Foster Creek 1 ea
Per TABLE A2 - TASKS & ESTIMATED FREQUENCIES, these units are currently using .45 cy roll carts serviced once a week.
9. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated
Statement: Please reference BLDG AB 681 that lists “Pool of Extras”
Question: Is this number of containers actually a requirement, or is this just what is currently sitting on the current contractors lay down yard?
ANSWER: These are what is currently sitting in the lay down yard to be used “as needed” for special events or additional containers.
10. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Table A-2 – Tasks and Estimated
Statement: Please reference all front load containers.
Question: Does the Government require “slant topped containers” or “stand up containers with sliding doors”?
ANSWER: Either design is acceptable.
11. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), 1.3 Disposal, 1.3.1. Off-Base Disposal
Statement: PWS reads, “The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations and invoice to CLIN 0015 for reimbursement.” After the site visit, we visited the Berkeley Landfill and the attendant informed us that the Weapons Station received a special “Government” rate, but they would not reveal what that rate was. They informed us that they bill the Government twice per year. They also informed us that we could get a rate, but it would be much higher than the Governments, and that all waste from JB Charleston would be coming to Berkeley Landfill
Question: Is it the Government’s intention for the Weapons Station to keep this same, lower rate? If so, we need to know this rate or be granted access to it in order to bid CLIN 0015 correctly?
ANSWER: As stated during the site visit, CLIN X015 will not be priced in your proposal. This CLIN will be used as a reimbursable to pay disposal fees. Both Charleston & Berkeley Counties have agreements for a Government rate. MSW from the Air Base will be disposed of in Charleston County and the Weapons Station will be disposed of in Berkeley County.
12. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), 1.3 Disposal, 1.3.1. Off-Base Disposal
Statement: PWS reads, “The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations and invoice to CLIN 0015 for reimbursement.”
Question: If we are not required to take all waste to Berkley Landfill, and we do not have access to the special Government rate, and we bid CLIN 0015 as a true pass through cost, we will need different CLIN’s to bid the different landfills and by different types of waste, i.e. MSW, C&D, Concrete, Wood. If not, we would be bidding a cost that is not a true pass through cost if there are two different rates at the landfills and different rates for different streams (wood, C&D, concrete, MSW).
ANSWER: See answer to question 11.
Question: Is it a requirement for 100% of Charleston AFB’s waste to go to Spring Grove Landfill?
ANSWER: Yes, with the exception of Construction & Demolition debris. (See PWS 1.1.3.2.)
14. Reference: JB_Refuse_Solicitation_FA4418-12-R-0018, CLINS 0010 AA-AF
Question: Do these CLINS need to include landfill costs or just the costs of collection?
ANSWER: Just the cost of collection.
15. Reference: Refuse_PWS_01_May_12_post_AMC_rvw(1), Section 3 Government Furnished Property and Services, Page 7
Statement: “A lay-down site is provided for spare container storage and service truck parking located at CE stock yard (100 ft. by 100 ft.) JB CHS-Air Base.”
Question: Can the contractor place an office trailer at this location to use as an Administrative office for these contracts?
ANSWER: There are currently no plans to provide water or power at this site for use by a contractor.
16. Question: Is there a designated facility that must be used for any of the materials? – If so please identify.
ANSWER: See 1.3.1 Off-Base Disposal.
All metal on the Weapons Station is to be transported to the on-base MWR Recycling facility located at Bldg 3483, per 1.1.1.1
17. Question: Provide location where metal and wood are transported to - is this on site?
ANSWER: All metal on the Weapons Station is to be transported to the on-base MWR Recycling facility located at Bldg 3483, per 1.1.1.1
18. Question: Address listing for each facility location, so we can accurately gauge the mileage.
ANSWER: Berkeley County Landfill 2277 Highway 52, Moncks Corner, SC 29461
Bees Ferry Landfill 1344 Bees Ferry Road, Charleston, SC 29414
Spring Grove Landfill 8101 Palmetto Commerce Parkway, N Charleston, SC 29418
19. Question: What type of schedule is needed for the 4 hour/week on-site employee?
ANSWER: See 1.1.3.7 – this schedule should be submitted after contract award in coordination with the CO or COR.
20. Question: Clarify which compactor will be replaced and with what and how many containers.
ANSWER: Bldg 302 (Weapons Station), 30cy compactor will be replaced with 1 ea 8cy container.
21. Question: Clarify size and frequency for carts that are going to be replaced by FEL.
ANSWER: See question #8
22. Question: Covers required for any of the roll off containers?
ANSWER: Covers are only required when transporting for disposal.
23. Question: When will compactors pictures be on FBO site - and are they self contained or breakaway compactors? - Please identify for each.
ANSWER: Type and style of compactor would be the contractor’s preference. Pictures of existing equipment will not be provided as they are not Government owned.
24. Question: What power supply is available for compactors and are the units break away or self contained units?
ANSWER: Per contract paragraph #3 Government Furnished Property and Services, “the government will furnish electricity at existing outlets for the operation of compactor units.” Type and style of compactor units would be the contractor’s preference. Example: Airbase commissary is currently 480 volts, 3 phase break away, but is being replaced with containers.
25. Question: Can you provide an extension for proposal submission?
ANSWER: The proposal due date will not be extended at this time.
26. Question: When will contract be awarded?
ANSWER: The projected award date is 30 Aug 12.
27. Question: How much time will we be allowed for new contractor to place containers, etc?
ANSWER: Per FAR 52.237-3, the incoming/outgoing contractor recognizes that the services under this contract are vital to the Government and must be continued without interruption. Therefore, for this requirement, the successful offeror is required to submit a transition plan to the Contracting Officer for approval, within five (5) business days of notice of award.
28. Question: Will they entertain any changes to frequency / container size etc that we see would benefit you financially and/or improve effectiveness of collection?
ANSWER: Yes, frequency and container size provided is strictly for historical information.
29. Question: When will we see maps of the container locations, at each facility on FBO?
ANSWER: Maps were posted to FBO on 19 July 2012.
30. Question: Are any of the containers in enclosures, if so, how many and which?
ANSWER: The Airbase has approximately 15 containers in enclosures. The Weapons Station has approximately 5% of all front-end containers in enclosures. No roll-off containers are in enclosures.
31. Question: CLIN X011 Construction and demolition debris. Please confirm that this CLIN is to be used for the price of providing construction and demolition debris service only, and that the associated cost of disposal of the debris will be reimbursed under CLIN X015.
ANSWER: Correct. All landfill tipping fees will be covered in CLIN X015.
32. Question: CLIN X015 Landfill Tipping Fees. There are numerous local government regulations that cover the disposal of refuse from both the Air Base and the Weapons Station. It is our understanding that Charleston County charges the hauler for the disposal of the base refuse, Berkley County does not charge the hauler but charges the government directly, and there are also differing rates for the disposal of construction debris, wood waste, concrete etc. These varying rates cannot be accurately priced using one UNIT PRICE as requested for this CLIN. As it is the government’s intent that the successful hauler be reimbursed for the actual cost of disposal incurred, without mark up, we respectfully suggest that the CLIN for the reimbursement of disposal cost be pre-priced by the government. This would also ensure that standardized landfill tipping fees are used in the evaluation of prices offered to the government.
ANSWER: See answer to question #11.
33. Question: As we were unable to access the Weapons Station during the site visit, we respectfully request that the government post the maps showing container locations, which were reviewed during the meeting, as soon as possible.
ANSWER: See answer to question #29.
34. Question: Air Base. The compactor at the Commissary has been deleted from Table A2, will they require any additional front load containers above the three that are currently there?
ANSWER: No, the three currently there are sufficient.
35. Question: Air Base. The following containers listed in Table A2 have been deleted from the current contract: bldg 129 1-6yd, bldg 411 1- 6yd, bldg 637 1-2yd, bldg 700 1-6yd, bldg 709 1-6yd, bldg 1597 1- 6yd.
ANSWER: B-411 has been demolished and should be removed.
36. Question: Air Base. The following containers are serviced under the current contract and have been omitted from Table A2: bldg 641 (Picnic Area) has 3-6yd not 2, bldg 551 1-6yd, bldg 662 1-8yd, bldg 16000 1-6yd, new childcare 1-6yd, White Circle 1-6yd, McDonald Circle 1-6yd.
ANSWER: These will be added in a revised Table A2.
37. Question: Weapons Station. Please provide details of the type of compactors (self contained or break away) required and any special installations (chutes, hoppers etc) needed for the compactors identified in Table A2 for the Weapons Station.
ANSWER: See answer to question #24.
38. Question: Weapons Station. Please identify the number of front load containers that will be required to replace the compactor at building 302. Please also confirm that this change will take place at the start of the contract and that we will not be required to provide a compactor for an interim period.

ANSWER: See answer #11.
41. Question: On page 18 of the PWS (WS – Location 302) it states that the 30 yd compactor is to be replaced with front-end containers. How many containers will be required to replace the compactor?
What will the frequency of service be required for these containers?
ANSWER: See answer #38. Frequency will be determined by the successful offeror.
42. Question: Weapon Station Housing - page 19 of the PWS it states that the roll carts at the housing area are to be replaced with front-load containers. How many containers will be required to replace the roll carts? What frequency will these containers need to be emptied?
ANSWER: See answer #8.
43. Question: How many compactors will remain as part of this solicitation? What types of compactors are required, self contained or breakaway?
ANSWER: All compactors are identified in the solicitation. See answer #5.
44. Question: It was stated that scrap metal is to be taken to the scrap yard. Where is the scrap yard located? Is scrap from all facilities to be taken there?
ANSWER: Per 1.1.1.1, For JB CHS – Weapons Station recyclable metal containers (identified in Appendix A), the contractor shall be responsible for delivering the containers to the on-base Moral Welfare Recreation (MWR) Recycling facility located at Bldg 3483.
Bldg 3483 is located at WS South Annex.
45. Question: What areas might require extra time for contractor trucks to enter? How long could entry delay last?
ANSWER: Entry delay up to 15 minutes may be expected at NPTU facility. After 15 minutes, if access has not been allowed, driver may leave and return at a later time, either same day or the following day.
