About this file

This is a Questions and Answers document for federal contract opportunity FA441726Q0111 issued by the Department of the Air Force, 1st Special Operations Wing (AFSOC) at Hurlburt Field, Florida, dated 17 June 2026.

The requirement involves installation of 12 pre-purchased wind tarp panels at Building 90538 (624 Red Horse Road, Hurlburt Field, FL) to weatherproof and protect equipment. The tarps are 86% knitted shade mesh in light gray from Tarps Now, consisting of three 16-foot-wide panels, two 20-foot-wide panels, and seven 22-foot-wide panels, each 17 feet long with #2 brass grommets spaced 12 inches around perimeters and reinforced webbing hems. The contractor must supply all management, tools, supplies, equipment, labor, and hardware necessary for installation. Panels will be attached to the building perimeter using corrosion-resistant stainless-steel cables, brackets, and eyelets without drilling into existing steel girder support systems; concrete anchors and drilling into concrete column piers and foundation edges are permitted. Hardware is not government-furnished. Installation must comply with Tarps Now manufacturer guidelines, Florida Building Code, and OSHA standards including fall protection requirements. The government will not provide hardware; contractors must procure all necessary installation components.

The quote submission deadline is 06 July 2026 at 1400 CDT. The magnitude of construction is less than $25,000. Evaluation will be based on Lowest Price Technically Acceptable (LPTA). The contracting officer is Alyssa R. Gentry, GS-12, DAF. Key design preferences include manual pulley/cable systems with roll-up capability for specific intervals (middle interval on east side and second interval from east on south side), quick-link attachments for remaining panels to allow manual raising and removal during hurricane-force winds, vertical raise-and-lower mechanisms to minimize trip hazards, and recessed anchor points in pull-up bar areas. Compliance with the tarp manufacturer's installation guidelines, the Q&A responses, and the Statement of Work is sufficient for technical acceptability without requiring a Florida-licensed engineer's sealed design.
