About this file
This is a Questions and Answers document for federal contract solicitation FA441726Q0099 issued by the Department of the Air Force, 1st Special Operations Wing (AFSOC) at Hurlburt Field, Florida on 11 June 2026.
The solicitation concerns a gym audio system installation for the 23 STS HPTC (Health and Physical Training Center) at Building 91650. The project involves installing an audio distribution system to blanket a large gymnasium space with music and announcements during workouts and Squadron events. Key technical requirements include suspension-mounted speakers and subwoofers from the ceiling, a touchscreen wall control panel with Bluetooth capability, specified Danley and Atlas IED equipment with approved substitutes permitted, and conduit pathways back to an equipment rack. Approved substitutes must match salient characteristics specifications and be submitted with the quote for technical review; only American-made domestic end products or Israeli-made products are acceptable per FAR 52.225-4 and FAR 52.225-3. Attendance at the mandatory site visit on 4 June 2026 at 10:00 CDT is required for quote eligibility. The 30-day performance period includes standard working hours (Monday-Friday, 0700-1600), with 23 STS providing storage and staging area within the HPTC building. The Government will provide conduit pathways for speakers, subwoofers, and wall controller connections, while the contractor coordinates conduit installation from the Bluetooth wall plate to the rack room. Contractor access badges are obtainable within 48 hours with proper identification, and no additional vetting beyond standard base access is required. The acquisition will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. Warranty service requests post-final acceptance will be directed through the requirement owner to 1 SOCONS/PKA, which will initiate requests to the awardee.

SUBJECT: Questions and Answers for FA441726Q0099, 23 STS HPTC Surround Sound Installation
1. The solicitation description states this is a surround system. The provided design is not a surround system, such as one installed for a video theater. There is no surround decoder, and speakers are not located in the correct location (as per the drawings provided) for a 5.1 surround (type of) system. Just to clarify, does this audio system only provide audio throughout a room?
A: The audio system is to provide audio in a gym. Will be used to blanket a large space with music and announcements during workouts and Squadron events.
2. We are unable to attend the site visit, so if attendance is mandatory, we will not be able to bid on this. Let me know if the requirements change and we can bid.
A: This requirement has not changed. Only the contractors/vendors that attended the site visit on 04 June 202 at 1000 CDT are able to submit a quote in response to this solicitation.
3. The SOW states "conduit must be provided by end user from the Bluetooth wall plate location to the rack room." Will the conduit be in place and available for the contractor prior to or at the start of the performance period, or is the contractor responsible for coordinating its installation?
A: Contractor will be responsible for coordinating.
4. The salient characteristics permit "approved substitutes" for the specified Danley and Atlas IED equipment. What is the approval process and timeline for substitutes? Must substitutes be pre-approved with the bid submission, or can they be submitted post-award for CO review?
A: The substitutes must be included in the submission of your quote for technical review. All substitutes must match the specifications that are listed in the Salient Characteristics Attachment to the solicitation.
5. Regarding Buy American compliance (FAR 52.225-1): if a substituted end product is manufactured outside the United States, will the Government consider an exception based on nonavailability or unreasonable cost? Please clarify the Government's expectation for foreign-manufactured commercial audio equipment.
A: FAR 52.225-4 and FAR 52.225-3 apply to this solicitation. All submitted substitutes must be either American made domestic end products or Israeli made. If the substitutes are Israeli made or other than domestic end products, they must be listed as a part of your quote submission. Please see the provision in it’s entirety on the solicitation document.
6. The SOW references base identification and vehicle passes for all contractor personnel. What is the current processing timeline for contractor access badges at Hurlburt Field, and are there any additional vetting requirements specific to working within 23 STS facilities beyond standard base access?
A: Access passes can be acquired within 48 hours, given that the employees have all the necessary identification. There are no additional vetting requirements for working within the 23 STS facility.
7. Is this acquisition expected to be evaluated on a Lowest Price Technically Acceptable (LPTA) basis or a best value tradeoff? The solicitation instructions do not specify an evaluation methodology beyond Price and Technical Capability.
A: The solicitation does specify the evaluation factors as LPTA, please view page 42 of the solicitation document.
8. Will the Government provide a storage/staging area within the HPTC building during the 30-day performance period, or must the contractor arrange for off-base material storage?
A: 23 STS will provide a storage/staging area within the HPTC.
9. Are there any restricted working hours within the 23 STS facility (e.g., no work during specific operational periods or PT hours), or can the contractor work standard business hours Monday–Friday throughout the performance period?
A: Standard Mon-Fri 0700-1600
10. The SOW indicates the government will "provide assistance in acquiring related permits that may be necessary for work performed." Are there known permits required (e.g., Hurlburt Field facilities work orders, fire safety inspections), and what is the typical lead time for permit approval?
A: We are not aware of any permits needed. If the need arises during the performance of the contract and causes any delay to performance timeline, the awardee will not be penalized.
11. Will the Government provide the contractor with a copy of the room layout/drawing for Building 91650 HPTC prior to the site visit, or will drawings be available only at the mandatory site visit on 02 June 2026?
A: We can provide the room layout/drawing. It should be attached to the SOW.
12. For warranty service requests after final acceptance: should warranty claims be directed to the Contracting Officer (Alyssa Garred), the COR (SSgt Guiterrezlamas), or a separate POC?
Please provide the preferred warranty claim reporting process.
A: Warranty service requests will originate from the requirement owner to 1 SOCONS/PKA. The contracting office will then initiate the warranty service request to the awardee.
13. Are the subwoofers to be suspended from the ceiling or will floor mounted be acceptable?
A:The speakers/subwoofers are required to be suspended from the ceiling.
14. Will the end user provide conduit pathways back to the equipment rack for all of the speakers/subwoofers/wall controller?
A: Yes
15. Is the wall control panel required to be touchscreen with Bluetooth capability?
A: Yes
16. AtlasIED is not TAA compliant for government use, is the zone processor required to be 4-channels?
A: Not required but the substitute should work with the system.
