About this file

The document is a Questions and Answers (Q&A) file for a Performance Work Statement (PWS) related to a military aviation training contract. The requirement involves two phases of facility and aircraft support: first from 09-22 November 2025 and second from 25 January-07 February 2026, with a total of 70 training blade hours across 20 training days. Key details include that offerors must submit proposals for both phases, locations can alternate between phases but must remain consistent once the Period of Performance (PoP) begins, and the government requires Part 135 certified aircraft with SOCOM/J3 350-8 and CARB certifications. The contract CLINs are firm fixed price, and the 22 Special Tactics Squadron will manage training hour allocations, with vendors expected to provide a minimum of 3 hours of duty time per day.

The Q&A document clarifies several technical and operational specifics, such as confirming that "flight hours" actually refers to "blade hours", the exact training dates cannot be modified, and there are no anticipated cancellation provisions. The contracting system does not include blade hour rates, and Part 135 is the standard certification for aircraft. Vendors must be prepared to support day and night training blocks with potential aircraft shutdown periods to meet mission requirements, and both phases of the contract must be bid simultaneously.
