Questions: Mess Attendant services

1. Please provide a copy of the current contract agreement.

Answer: Current contract number is FA441721C0012 and available to look up in SAM.gov.

2. Who is the current incumbent?

Answer: Florida Department of Education.

3. How long has the current vendor held the food service contract?

Answer: Reference the current contract in SAM.gov.

4. What are the specific boundaries to the extent of each building for ground maintenance?

Answer: PWS updated to remove grounds maintenance

5. Please provide the total amount invoiced by the current contractor for the previous 12 months, ideally broken out by month.

Answer: Government will not be providing this information.

6. Please provide historical kitchen sales by month for the previous 12 months.

Answer: See Attached

7. Please provide on which holidays the Café is closed.

Answer: The Riptide Dining Facility is open 365 days per year. The Reef -2-Go is closed on all federal holidays.

8. Will the government require the serving station at the sandwich/deli/pizza bar to be staffed at all times during the serving period, or can staff leave to do side work if there are no customers?

Answer: Yes, the stations will need to be manned at all times during the meal periods.

9. In addition to the government provided equipment listed in Appendix 6, will the government supply the following: Office furnishings: Desks & Chairs, Safes, File Cabinets?

Answer: Yes, all of the above will be provided. However, we do not provide computers.

10. A phone is provided on base for official use. Will the contractor be supplied with internet service in addition to a phone on base?

Answer: Yes, all of the above will be provided. However, we do not provide computers.

11. Will the contractor be provided a facility on base for the ample storage of supplies in addition to all food storage units in walk-in coolers and refrigerated containers?

Answer: Yes, we have 5 walk-in coolers and 1 walk-in freezer at the Riptide DFAC. We also have 1 Storage Room where all supplies and dry subsistence is stored at the Riptide DFAC. The

Reef-2-Go will not have any walk-in storage.

12. Please provide a copy of the last couple of official sanitation and health inspections as performed by the acknowledged inspecting authority

Answer: See attached

13. Per the PWS, “At both APF food operations, the Contractor shall clean and sanitize dining room tables and chairs within 3 minutes of seats being vacated.” Is that a set time limit on the amount of time the contractor has to clean the assigned areas between meals, or should the contractor just ensure they are cleaned before the next meal period starts?

Answer: There is no set time limit for cleaning tables after the meal periods ends. It will need to be accomplished before the start of the next meal period. This is stating cleaning the tables after our customers leave and before the next customer sits down at the same table within that 3 minute time frame.

14. Who is responsible for Grease traps cleaning, Exhaust hood cleaning & fireproofing, Ansul system and portable extinguishers, Pest & Rodent services?

Answer: Military is responsible for scheduling those tasks.

15. Please identify any equipment or small wares that are owned by the current food service contractor or on loan from their vendors that will need to be replaced.

Answer: The only equipment own by the current service contractor is 2 handheld leaf blowers for grounds maintenance. Grounds maintenance will not be apart of the new contract.

16. Appendix “A” - Wages: Please confirm that the government wants the contractors to use all wage and benefit rates in their calculations, which start 04/01/2023.

Answer: Yes, use wage benefits in the calculations.

17. Regarding the CLINS for the base year of the contract, why is there no 0003,0004.0005,0006?

Does the government want the contractor to add the cost to operate the Reef DFAC into CLIN

0001?

Answer: Reef 2 Go will not be operated for the base year. It will be a part of the option years. The government does not want the cost to operate the Reef 2 Go into CLIN 0001.

18. Is a driver needed during service at the Reef 2 Go?

Answer: Yes, to transport subsistence and supplies from Riptide DFAC to Reef 2 Go

19. What will the location of the Reef 2 Go be/will it stay the same?

Answer: Current location of Reef 2 Go will relocate to the Dive shop in the Community Center.

20. Are there any annual events held other than Christmas and Thanksgiving?

Answer: The Riptide serves special holiday meals for every federal holiday along with a few others ex: Air Force Birthday, St. Patrick’s Day, etc. The Riptide also does quarterly birthday meals at the end of each quarter and Mongolian Meal on the 3rd Wednesday of each month.

However, these meals don’t require additional labor. Our big meals are Christmas and

Thanksgiving.

21. Are there any catering events that need provided for?

Answer: No catering events.

22. Is an office space provided?

Answer: Yes

23. Is cleaning a joint effort between contractor and military?

Answer: Yes, cleaning is a joint effort.

24. Does someone come and pick up the grease?

Answer: Yes, Whitewater Environmental.

25. Is the Reef 2 Go apart of the base year?

Answer: No, it is not on the base year. It will be a part of the option years.

26. Can you please provide pictures of the DFAC including the dish pit area(s), serving line including deli, and the kitchen. Please include both facilities?

Answer: Reef 2 Go is currently in the design phase. See Attached for Riptide photos.

27. Page 24 of 31 states in the proposal that there are 2 serving lines (Lunch/Dinner/Brunch).

On the site visit we observed that there is a Fast Line, Main Line, and Deli Line for a total of 3 serving lines. Can you clarify why there are only 2 in the proposal?

Answer: The Deli line/bar is identified as a separate line from page 4 of 31 (1.2.1.1) the DFAC offers à la carte style food services, short order (grill) food services, a deli bar, and carry out food services to eligible customers.

28. For the Reef-To-Go, in a note we see that “The Kiosk is closed on all Federal Holidays.” In the chart there are actual times for opening Lunch and Dinner in addition to the Grab & Go options. Can you please clarify if the facility will be opened or closed?

Answer: The Reef -2-Go is closed on all federal holidays.

29. Page 7 of 31 (1.3.5.4.10) in the proposal states that “Lavatories, at the Riptide only, the contractor is responsible for cleaning.” However, earlier in section 1.3.5.4.6, it says, at both facilities… “Walls and Doors, the contractor shall scrub the walls in high moisture areas such as the dish room and lavatories to ensure they are clean…” Can you please explain if the contractor is responsible for the lavatories in both facilities?

Answer: Contractor is responsible for Riptide DFAC only for lavatories.

30. It does not state in the proposal that the contractor is responsible for louvers, light bulbs and vents above the unsafe area of 10 feet or more. Will the proposal add this safety concern to clarify responsibility in having a lift for high areas?

Answer: Anything over 10 feet the military will contact Civil Engineers for support.

31. On page 13 of 31 “Table 1. Contractor Provided Items and Services (not all inclusive).

a. The list has a myriad of items, however, the “not all inclusive” is vague. Will the contractor be reimbursed for additional items needed (as in items for the Reef-To-Go) that are unforeseen at the moment?

b. Who is responsible for providing the “to go container” for the items at the Reef-to Go?

c. Who is responsible for providing the to-go supplies for both facilities?

Answer: Supplies for both Riptide and Reef 2 Go are NOT required for basic year option. Mil will continue to provided supplies.

Beginning Option year 1, Apr26-Mar27 all supplies on page 13 of 31, table 1 will need to be provided for both locations. "3-compartment hinge containers" are "to go containers" note in the table 1 supply list in the PWS.

32. The workload estimates are currently not separated on page 23 of 31. Will the DoD provide an accounting of Riptide VS Reef-To-Go numbers for workload estimates separated per facility?

Answer: Reef 2 Go has not been fully operational for 12 months. This request cannot be provided at this time. Current Clin02 request is based on manning hours not meals.

33. The Reef-to-Go area currently has not been completed. Will the contract be modified after the new area is completed with the addition of new labor positions and duties (ex. Salad bar, etc.)?

Answer: Current PWS and IGE account for labor operations in CLIn 02 as if the Reef2Go was completed and fully operational. Its currently not completed that is why were not asking for Clin 02 in the base period.

34. Will contract management oversight be required inside the facility at the Reef-to-Go location during open business hours?

Answer: No, but the contract management assigned to the Riptide should have oversight of both facilities.

35. Due to different vehicles requiring different driver qualifications, what type of government vehicle will be provided for transport of food and supplies to the Reef-to-Go?

Answer: Request for government vehicle would be in line with a standard covered vehicle i.e. van and sprinter vehicle

36. Will the government provide the needed previous 6 months of to-go usage per container items? (Example 3 comp containers, etc. and items for Reef-to-Go as well as the Riptide

DFAC)

Answer: For basic year pop Jul 2025 – Mar 2026 supplies will continue to be the responsibility of the DFAC/Mil operations. Once option year 1 Apr 2026 – Mar 2027 begins it will be the contractors responsibility to purchase all required items for Riptide and Reef 2 Go.

37. It is our understanding that the contractor will be responsible for “all supplies & paper products” as opposed to the current standard of only purchasing cleaning supplies as per the current contract. Is this assumption correct?

Answer: Yes, but not on the basic POP 1 Jul 2025 - Mar 2026.

38. Will the government provide a storage area (or warehouse) for secure storage of the supplies required by the contract?

Answer: See response from question #11.
