About this file
This document is a Request for Information (RFI) for Local & Long-Distance Telephone Services (Solicitation FA441725Q0321) from the United States Air Force (USAF). The RFI includes 13 key questions and answers about the telecommunications requirements, with critical details including: the incumbent service provider is Lumen/CenturyLink, the USAF manages existing Cisco equipment, and the requirement involves 5 PRI circuits at each of two locations (103 CCLs at 91023 and 104 CCLs at 90624). The government will require route diversity but not carrier diversity, and 911 calls will be routed through the UC IP network.
Accompanying the RFI are detailed traffic summary reports showing call volume across local and long-distance communications from September 1-24, 2025. These reports break down average call volumes by hour, with peak times between 09:00-14:00, where total calls range from 142-209 per hour. The data includes separate breakdowns for local, long-distance, and total call volumes, providing granular insights into communication patterns. Additionally, the RFI notes that the technical response page limit was increased from 10 to 15 pages to allow offerors sufficient space to provide comprehensive proposals.

Local & Long-Distance Telephone Services
1. I see a lot of equipment on the SOW. Does that currently exist? Yes, all equipment in diagram 2 on page 7 of the SOW exists except for the items listed “future commercial” which consists of a “Vendor Supplied Cisco ISR4451” which is End of Life (EOL) End of Support (EOS). We would expect the vendor to supply a router that is not EOL/EOS.
2. Who manages the Cisco equipment? The USAF. Do they need any Cisco networking help? Yes, we will likely need assistance.
3. Who is the incumbent service provider? Lumen/CenturyLink.
4. Please confirm ethernet handoff, electrical or optical? Please refer to diagram 2 on Page 7 of the SOW.
The circuits between the Vendor Supplied Router and the USAF supplied media gateway will be a PRI circuits. The PRI circuit is meant to separate the two networks and to eliminate a backdoor into the USAF network.
5. For fiber quote, will 24 months be acceptable? Do not understand the question.
6. Is there any historical usage for this account in terms of total LTS minutes/month? Please see following pages for supporting information.
7. What is the average number of monthly long-distance minutes? Please see following pages for supporting information.
8. Is there a common carrier demarc on base where base fiber can be utilized to reach these two locations?
No.
9. Is the requirement for the vendor to provide SIP trunk handoff via ethernet into the Government provided gateways, or is the Government requiring a PRI handoff at each location, and with the desired call paths that would be 5 PRIs at each location? Yes, 5 PRIs at each location 103 CCLs at 91023 and 104 CCLs at 90624.
10. Does the government require carrier diversity in addition to the route diversity? Carrier Diversity is not required. Route diversity is required.
11. To clarify, Does the Government route any 911 calls to the on base PSAP in building 91023 via the UC IP network, or will the vendor receive 911 calls through the SIP trunk that then need to be routed back through to the PSAP with e911. Yes, all 911 calls will be routed through the UC IP network. The 911 calls will not be routed through the SIP trunk provided by the vendor.
12. We request an extension to the quote due date by two weeks from the release of questions & answers to provide sufficient time for offerors to provide a complete, compelling, and compliant offer. The quote due date will remain as stated in the solicitation. If an extension is made at a later time, an amendment will be made. Please stay current on the most up to date amendments made.
13. We request the technical response page limit be increased to 15 pages; 10 pages will restricts offerors' ability to provide a complete and compliant technical proposal. The page limit for the technical response will be increased to 15 pages.
