About this file
This document is a Questions and Answers (Q&A) document for a Mold Mitigation project at 505 CTS Building 90063 for the Department of the Air Force Special Operations Command. Key details include a mold remediation requirement for approximately 2,900 square feet in the rear part of a building, involving cleaning one room and one closet, with approximately 50 chairs/desks/keyboards needing disinfection. The project requires clearance testing, has a 60-calendar-day completion timeline, and involves cleaning exterior vent surfaces. The moisture source was identified as improperly functioning A/C heating elements, which has since been fixed. Contractors will need to relocate monitors and computer towers, use tarps/plastic sheeting to protect desks, and potentially replace up to 50% of ceiling tiles. No security clearance is necessary, and the building will be monitored but empty during mitigation work.

Mold Mitigation Q and A Document – FA441725Q0121
1. Has there been a mold assessment to confirm that there is mold?
A- Yes
2. Under Section 10.4 – Clean Vents, can you please confirm whether the requirement refers to exterior vent surfaces, interior ductwork, or both? This detail will help ensure the scope is clearly understood for accurate pricing.
A- Exterior Vent Surfaces
3. Number of rooms or areas that require treatment
A- 1 room and 1 closet
4. Approximate number of chairs, desks, and other items needing disinfection A- 50 chairs/desks/keyboards/mice and fabric around on desk furniture. i.e. desk walls
5. Square footage or dimensions of the affected spaces
A- 60.69’x48.35’. Around 2900SqFt
6. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
A- Brand New
7. Has an Industrial Hygienist tested and provided the gov't a protocol? If so, can we get a copy of that report?
A- This has not been performed.
8. Will the areas require clearance testing or will it be done with a visual inspection?
A- Clearance testing will be required.
9. What is the ceiling height within the building and is that up to the ceiling grid system or roof?
A- 10’ to the grid ceiling. Above is variable due to the pitch of the roof.
10. How many calendar days does this need to be completed within?
A- 60 calendar days.
11. Has an industrial hygienist performed testing and written a protocol to be performed? If not, will that need to be included in our bid?
A- This has not been performed. No.
12. Are there any Mold Reports and/or Mold Protocols for the property in question? Has a mold inspection been done? If yes, has a mold inspection report been compiled? Could you please share the inspection report with us?
A- A mold inspection was accomplished but the report was not retained by the requirement owner.
13. Are there any sketches that include the square footage?
A- The requirement owner has an old diagram of the building but it is not accurate, and will not be added as an attachment. There are many additional rooms and the layouts have changed.
14. Are there any photos to provide visual evidence of potential mold growth?
A- No.
15. I am inquiring as to whether a security clearance needs to be obtained for the above solicitation.
A- Security clearance will not be necessary to perform this requirement.
16. Does ALL the space in attachment 1 & 2 need to be remediated?
A- The rear part of the building is the only part that requires cleaning. The main floor and the single closet in the back.
17. Please clarify, it seems by the report that the entire area of 1&2 is affected. Is this true?
A- No. See Question 16
18. Will the building be empty as we complete the remediation?
A- There will be someone there to allow entry and monitor the building but they will not be in the building if mitigation contractors are wearing masks, PPE, or spraying chemicals.
19. For safety reasons the floor we will be working on must be empty. We will complete one floor at a time if that is convenient for you.
A- if this question refers to empty of people then yes the building will not have people in it while mitigation contractors are working. If this question refers to having all desks, chairs and equipment then no. Desks and chairs are expected to be cleaned/disinfected so they will not be removed from the building.
20. How high is the ceiling?
A- 10’ to the grid ceiling. Above is variable due to the pitch of the roof.
21. What is the mold type report we got from bio medical?
A- See answer to question 12.
22. Is the building going to be empty when the service is being performed?
A- See questions 18 and 19
23. Referring to the drawing, are we only going to work on the right half of the building?
From the middle wall to the comm and mech room to the right?
A- Yes. Middle wall to the back wall including comm room. Mech room is locked and outside so that will not be included.
24. How are we protecting the contents? Is the equipment going to be moved?
A- Monitors and Computer towers will be relocated for the duration of the mitigation. We ask that tarps/plastic sheeting is put over the desks until the work is completed in the roof, then the desks and chairs are to be cleaned/disinfected.
25. Do you know the source of moisture?
A- A/C heating elements did not work properly which caused excessive condensation.
The issue has since been fixed.
26. Are the tiles going to be replaced?
A- We are expecting 50% of the tiles will need to be replaced but without inspecting the entire ceiling we do not know.
27. Are closets included?
A- 1 closet is included. The comm closet in the rear right side of the building.
