Statement of Work

Package Unit Heating Ventilation and Air-Conditioning (HVAC) Installation for Mobile Work Containers and PDS Conduit

1 Scope The contractor shall provide Heating, Ventilation, and Air Conditioning (HVAC) services to provide all necessary professional supervision, labor, travel, materials, tools, equipment, accessories, and other items necessary to complete the installation of all components safely. The installation will comply with the Air Force certification standards outlined in the following standards and safety publications. The contractor shall provide construction services to install a four (4) inch ferrous Electrical Metallic Tubing (EMT) conduit.

• Telecommunications Industry Association (TIA) / Electronic Industries Alliance (EIA)- 607, Commercial Building Grounding and Bonding Requirements

• National Fire Protection Association (NFPA) 70 National Electric Code (NEC)

• NFPA 101, Life Safety Code

• NFPA 780, Standard for the Installation of Lightning Protection Systems

• Committee on National Security Systems (CNSSI) 7003, Protected Distribution Systems

(PDS)

The Contractor shall provide all the necessary tools and equipment to complete the installation.

This requirement includes any ladders, lifts, hoists, power tools, safety gear, or other equipment, tools, supplies necessary to complete installation and provide testing of all installed components.

There is a total of one (1) mobile container requiring two (2) HVAC systems and associated equipment and services, and install of a Conduit. Conduit and HVAC Details are in section 1.2 Basic Services.

1.1 Location of Work

The work will be completed on the flight line side of building 90131 at Hurlburt Field, Florida 32544. This area will be covered and fenced with power panels and communications boxes adjacent to the mobile facilities. HVAC units will be installed on the ground (see figures 7 & 8).

The contractor shall ensure HVAC units are installed on raised platforms to allow sufficient drainage of rainwater from the adjacent building; ref. images Slope 1, 2, and 3. Figure 8 Site Layout on page 14 identifies location of support column shown in image Slope 3.

1.2 Basic Services

The Contractor shall provide the following:

• Two (2) HVAC Packaged Units and Install (SOW paragraph 1.2.1)

• Conduit and Install (SOW paragraph 1.2.2)

• Mobile Facility Grounding and Install (SOW paragraph 1.2.3)

• Power Connection (SOW paragraph 1.2.4)

• Testing and Inspection (SOW paragraph 1.2.5)

• Service and Maintenance Agreement

1.2.1 HVAC Package Unit Requirements

• A total of two (2) 3-ton package units HVAC systems. Provide and install packaged units as specified below.

o Total Cooling Capacity: 32,900 btu/hr o Sensible Cooling Capacity: 29,400 btu/hr o Airflow: 1,200 CFM o External Static Pressure: 0.8 in of water o Outside Air: 100 CFM o Cooling:

- Outside Design Conditions: 91⁰F DB/ 78⁰F WB

- Inside Design Conditions: 75⁰F DB and 50% RH o Heating:

- Outside Design Conditions: 32⁰F DB

- Inside Design Conditions: 68⁰F DB o Filters: 2” MERV 13 o Electrical: 208V/3Ø/60Hz o Package Unit: Horizontal flow configuration

Accessories/Additional Requirements:

- Install unit on minimum 8” galvanized steel curb

- Provide manual outside air dampers

- Provide barometric relief

- Provide low ambient controls down to 20⁰F

- Provide electric heat: 10 Kw

- Provide thermostat

- Install breaker sized as recommended by equipment manufacture

- Provide 16” Artic 3 insolated duct for supply and return

- Route condensate drain lines to southeast past the fence line

- Test and balance systems o See Figure 7, Mobile Work Area Similar HVAC Installation

1.2.2 Secured Conduit Requirements

• A four (4) inch conduit from the facility provided communications service box to the mobile containers; quantity one (1) total conduit.

The contractor shall install a four (4) inch ferrous Electrical Metallic Tubing (EMT) conduit from the pull box that will already be installed in the area adjacent to each of the mobile ground control station work area communications boxes. The conduit must be sealed conduit to meet CNSSI 7003 standards. The mobile work area will be installed facing opposite directions from the current station, so that the HVAC units will be closest to the main building and the doors will be facing each other. The mobile unit will require the conduit to be routed approximately fifty (50) feet between boxes, See Figure 9, Detailed Site Layout. All joints and connections will be permanently sealed around all surfaces using welding, epoxy, or fusion; setscrews will not be used. The seal shall provide a continuous bond between the components.

1.2.3 Testing and Inspection

• The contractor shall accomplish a 100% operational check of each of the two (2) HVAC units to ensure proper operation and air flow with a Government representative preset. The contractor shall provide the Government a copy of the operational check documentation.

• A joint quality assurance inspection and system operability shall be conducted prior to Government acceptance.

1.3 Service and Preventative Maintenance Agreement

The contractor shall provide an annual service agreement that supports ten (10) HVAC units, the two new units installed under this requirement AND eight (8) additional units previously installed in January 2022. Service shall include quarterly inspections of each HVAC system, cleaning, and filter replacement, and cleaning for the first year beginning the first quarter after Government acceptance. Any repairs identified during quarterly inspections shall be quoted separately and coordinated with the Contracting Officer prior to completing the repairs.

2 Government Furnished Property and Services

2.1 Storage and Operating Space

Provide storage space and staging area for materials. The building 90131 warehouse shall act as the main staging area for the Contractor during the installation process. The Government is not responsible for materials left unattended or unsecured.

2.2 Host Escort

The 1 Special Operations Wing (SOW) shall provide a host escort for the contractors when needed during the installation. The 1SOW shall coordinate with facility/users to ensure rooms and work areas are available when access is required.

3 Warranty

3.1 The system shall have a minimum one (1) year warranty on installation and workmanship as well as manufacturer's commercial warranty on all items installed. The warranty period will start on the day the Government accepts the entire project as complete.

4 Quarterly Maintenance The contractor will be responsible for quarterly inspections of each HVAC system, cleaning and filter replacement, or cleaning for the first year beginning the first quarter after Government acceptance.

5 Failure Response and Repair Times

5.2 MEAN TIME TO REPAIR (MTTR)

The contractor shall meet the repair time performance thresholds listed in the table below to restore CFs and MFs to at least partial failures, and PFs to operational status.

6 Special Requirements

6.1 Certifications

The Contractor shall provide the standard commercial product warranty certificate specifying the warranty period for the HVAC systems in a Portable Document Format (PDF) file.

6.2 Wire and Cable Routing

All wires and cables for the HVAC systems shall be routed through a conduit. The thermostat wiring shall be routed in the air ducting. Power wiring can be exposed if the physical cable is designed to be external and meets code.

6.3 Installation Schedule

The Contractor shall develop an installation schedule and coordinate it with the Contracting Officer and the 65th SOS Point of Contact (POC) prior to work being accomplished. Installation scheduling coordination may take up to forty-eight (48) hours to coordinate with subordinate units. If the schedule requires changing, the Contractor should make every attempt to adhere to the 48 hours prior to the notification change request.

6.3.1 Mobile work area access

The mobile work area site is expected to be accessible after 30 November 2024 for work to start.

6.3.2 Hours of Operation

Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Mon-Fri 0700 to 1600, except for federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the Government.

Recognized Holidays. The contractor is not required to provide service on the following days:

New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

7 Base/Installation Specifics

7.1 Installation Requirements

All contractors shall submit a complete list of personnel in accordance with installation policy, including deliverymen, who will be expected to work on the installation. This list will contain Privacy Act information as required as well as the expectation that each individual will be able to present a current and valid state identification, to meet local Air Force security requirements. This information shall be sent to the Contracting Officer at least 10 days in advance prior to the start of installation.

The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.

All commercial trucks must enter through the Commercial Gate off of Martin Luthur King Jr. Rd, Fort Walton Beach, FL for inspection. In accordance with the Installation 1st SOSFS Visitor Control Center; base entry procedures must adhere to delivery vehicle process requirements mandated by the 1st SOSFS. Vehicles are subject to inspection. To obtain a base pass, the driver will require:

• A current Vehicle Registration

• A current Proof of Insurance

• A valid and current Driver's License for the driver

• A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.

7.2 Gate Procedures:

• Once at Commercial Gate, be prepared to exit the vehicle and allow for vehicle inspection.

At this time you may ask for directions to your final destination.

Current Bill of Lading (BOL) to get delivery driver and the vehicle on base. BOL must include the AF installation name, date of anticipated delivery, and specific destination (including building number, street address, and point of contact information).

7.3 Prohibitions

Firearms & Illicit drugs may not be brought on base under any circumstances. Individuals with criminal records are not allowed on base. Contractor personnel are prohibited from sponsoring guests onto the installation.

7.4 Retrieving Identification Media

The Contractor shall be responsible for retrieving all identification media, including visitor passes from employees who depart for any reason before the contract expires (i.e., termination for cause or retirement). Visitor passes shall be retrieved and turned into a single SOSFS Visitor Center when the Contractor and its employees leave the base for the last time.

7.5 Traffic Laws

The Contractor and employees shall comply with base traffic regulations.
