24 SOW SOCMID Q&A FROM VENDORS SOLICITATION #FA441724Q0151

1. If there is an incumbent and previously awarded contract was?

Answer: Unfortunately, there is no previous awarded contract regarding the solicitation on SAM.gov.

This is a new requirement with no previous work or value.

2. Does the copper cabling for the Wireless access points exist, or does it need to be installed?

Answer: This is a new requirement; thus, no current cabling exists and will need to be installed.

3. If cabling needs to be installed, are there pre-existing pathways in the building that are already established?

Answer: This is a new requirement; thus, there are no cables or established pathways.

4. Is it possible to verify the distance between the IDF and MDF is 634 feet and there are no existing fiber optic cable running between the two locations to be used for connectivity?

Answer: The distance between the IDF and MDF is accurate, an internet provider conducted this.

There are no existing fiber optic cables that can be used for connectivity.

5. If a fiber optic cable exists, how is it terminated?

Answer: Since this is a new requirement, there are no current cables resulting in no current termination points.

6. What is the flash-to-bang time after receipt of order?

Answer: October 1st, 2024, is the service start date.

7. The current NAICS 516210 (Media Streaming Distribution Services, Social Networks, an Other Media Networks and Content Providers” is listed in the solicitation. Would the contracting office consider changing to NAICS 517911 (Telecommunication Resellers)?

Answer: The NAICS has changed from 516210 to 517112 (Wireless Telecommunications Carriers (except Satellite)).

8. Currently there is a single CLIN structure, it would be more effective if broken into multiple CLINs (setup, configuration, connection, licensing, and operations and maintenance). Would the contracting office consider a CLIN restructure?

Answer: CLINs are now restructured with a base period and option years. If necessary, please submit an additional page with detailed pricing.

9. The solicitation has a single CLIN for the base year but in the Statement of Work (SOW), it is listed as a base year plus options. Clarification is needed for the period of performance and CLIN structure. Is it possible to add and additional CLIN for the initial labor and hardware?

Answer: Please reference the question and answer from #8 for the answer.

10. The Evaluation Factors include past performance; however, past performance requirements are not provided. Can the contracting office provide details on this?

Answer: Past performance should include any work performed within the last three years from the issue of this solicitation. Submit no more than five (5) recent and relevant contracts performed for either the Federal or private sector. Work performed on those contracts must be as a prime contractor, to show the ability to perform the scope of work listed in the Statement of Work. The submissions should also include quality standards and satisfaction ratings for the contracts. If there are any negative remarks, it should be annotated with any corrective action steps that were taken, detailed rationale, and resulting actions.

All past performance information must have:

a. Company Name

b. Product or Service Performed

c. Name of Federal or Private Sector Customer

d. Contract Number

e. Total Contract Dollar Value

f. Period of Performance

g. Contact Information from Procuring Agency *must be current*

h. Comments regarding compliance with contract terms and conditions

i. Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions

j. Participation details from past performance examples, provided from predecessors, key personnel, or subcontractors

k. Detailed explanation showing correlation from the referenced contract, previous work, is like the

Statement of Work for this solicitation

l. Associated CPARS ratings and accompanying CPAR information (does not count toward page limitation)

11. Is there an opportunity for a pre-submission site visit, to allow offerors to provide a more accurate and effective solution?

Answer: No pre-submission site visits will occur; the contracting office is geographically separated from the place of performance.

12. Will the contracting office consider extending the solicitation submission date?

Answer: Yes, the solicitation submission date is extended to August 23th, 2024, at 10:00AM CDT.

13. What is the desired structure for this proposal? Could the contracting office please expand on the instructions to offerors- page, limits, volumes, etc.?

Answer: Refer to Acquisitions.gov, FAR 52.212-1(b).

14. Are there any specific requirements for the fiber backbone (conduit, armored, innerduct, etc.) or does it just need to be sufficient for a functional solution?

Answer: Sufficient For Functional Solution.

15. Would the customer accept a single cable to each wap or prefer 2?

Answer: Whatever is sufficient for a functional solution.

16. Does the facility have drop ceilings?

Answer: Yes, some hard ceilings in elevator lobbies.

17. What are the ceiling heights?

Answer: 10-12 feet

18. Is there an existing riser pathway between the 1st and 2nd floor?

Answer: Yes, there is an existing conduit pathway. *Note all cabling will need to follow local code requirements. *

19. Which internet provider provided the measurement between the MDF and the IDF?

Answer: We cannot disclose that information

20. Are there standard industry practices of using J hooks and all-thread/beam clamps suffice for cable support?

Answer: Yes

21. Is rack space available for our equipment?

Answer: There is no rack space available for equipment.
