QUESTION ANSWER

1) The requirements for “units” are ambiguous. The PWS states that for all services and rehearsals combined, the...

• Protestant Musician(s) must provide 176 total units per year (PWS Para 1.4.2.11), but the CLIN structure indicates the requirement for a full-year is 310 units.

• Catholic Musician(s) must provide 206 total units per year (PWS Para 1.5.2.13), but the CLIN structure indicates the requirement for a full-year is 231 units.

Please clarify the correct “units” required for each labor category.

176/206 units are for the initial partial year to adjust the POP dates. 310/231 units are for a full year.

2) The Evaluation criteria for “scope” are ambiguous. The current wording allows for “scope” to include any labor category.

Would the Government consider and amend the following proposed changes in red to the FAR 212-2, Evaluation-Commercial Items?

The Government will use the following relevancy definitions when assessing recent contracts: (Example) VERY RELEVANT. Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires. To be defined as Very Relevant, the effort shall have included the below services:

1) Staffed at least six (6) positions for 12 months, or longer, at one (1) location for the labor categories identified in this Solicitation.

And continued through the rest of RELEVANCY ratings.

This change will not be implemented.

3) What is the past award contract number? FA441719PA096

4) Are there incumbents in place? Yes, the current incumbent is: Newpoint Management, LLC

5) What is the size of the choir? Less than 15 individuals

6) What type of music instruments are available for use at the Protestant/Catholic chapels (Aside from guitar, piano, keyboard/organ)?

The instruments listed are our primary requirement. Only other instruments we have are the drums.

7) Are there music sheets available for use at the chapel for both the Protestant and Catholic denominations? Who will fund for the CCLI certification of the Music Sheets?

The AF Chaplain Corps holds a current CCLI license. Music is available through the Chapel.

8) What is the schedule of the Catholic masses? Sunday Mass 0900 and 1600 plus holy days of obligation.

9) Kindly provide us with the old PWS if any? The old PWS does not pertain to this requirement. Only the PWS posted along with this solicitation.

10) Could you please provide the current / previous contract number? FA441719PA096

11) Is the contract allowing telework?

It is not feasible to meet all requirements of the PWS via telework.
