Replace Transformer – Bldg. 91029 – Questions Subject Matter Expert Questions

QUESTION 1 - Please confirm which Buy American Act clause will govern this contract.

1 SOCONS RESPONSE -

52.225-9, Buy American -Construction Materials – Was erroneously left off the solicitation and will be added in an Amendment.

52.225-10 Notice of Buy American Requirement – Construction materials.

Additionally, if foreign materials are identified for use on this project, you must notify this office immediately to determine if they can be used (DFARS 252.224-7000, 252,224-7001 and 252-7035).

QUESTION 2 - “From date of lead time event to beginning of performance –10 calendar days”. Does this mean the contractor has 10 days to begin performance once long lead time equipment arrives on site?”

1 SOCONS RESPONSE –

The 10 days start when Notice to Proceed (NTP) is issued. The dates will be coordinated with Offeror, 1 SOCONS, 1 SOCES and customer. The 10 days allows the contractor to notify employees and subcontractors, begin to prepare a schedule and prepare/submit base access listing for the team. At the 10 day point we would expect to have a Schedule/draft progress report, begin to see submittals, (especially any long lead items), preparing laydown areas, schedule flight line training if required and request for permits or prep work that can be started. Long lead times for equipment/materials should be included in the schedule.

QUESTION 3 - “From date of lead time event to completion of performance –310 calendar days”. Does this mean the contractor has 310 days to complete performance once long lead time equipment arrives on site?

1 SOCONS RESPONSE –

Based on the current Work Time Analysis (WTA), the period of performance for the SEED Project is estimated to be 310 calendar days. This date starts from the date Notice to Proceed (NTP) is established. Example – NTP starts 10 Apr 24 the last day of the contract would be 14 Feb 2025 (310 calendar days).

QUESTION 4 - Is there an as built drawing of the existing utilities available? This will be useful in determining how much can be done prior to removal of existing building power, as well as the preliminary duct bank routing plan.

1 SOCES RESPONSE – See “Question 4 & 7.jpg” attached.

QUESTION 5 - According to the specs and drawings the building will be occupied during the project. All outages are to be performed on the weekends. I don’t see an avenue to be able to only have outages on weekends here, I believe temporarily powering building may best the best option. Have you had any discussions on this yet?

1 SOCES RESPONSE - Building 91029 maintains 24/7 operations, but weekend operations are minimal. 1 SOCES still requests contractor to make all efforts to isolate outages to weekends. Planned outages should be coordinated with 1 SOCES 4 weeks in advance in order to give the building occupants adequate time to adjust operations. Referring to sheet E-400 of the combined drawings, the tentative locations of the new transformer and switchgear should enable the contractor to complete the majority of new construction without interrupting power to the facility, then conducting a short outage to switch over to the new transformer and switchgear before demolishing the old equipment.

QUESTION 6 - Sheet E-003 indicates the new primary feed to the new XFMR is to be 3#2 (CU) 15kV 1/3 Concentric Neutral with 133% insulation.

Are we to assume the same size for the new primary feed to the existing XFMR, as cables sizes are not mentioned?

1 SOCES RESPONSE – Yes, same wire.

QUESTION 7 - The specs call for standard metering, but in the past projects at Hurlburt have required a specific, standalone ION meter. Can you please confirm metering is per the issued specs?

1 SOCES RESPONSE – Yes, we require AMRS ION8650 smart meter, details sheet “AMRS Hurlburt Field ION8650 details.pdf” attached. This meter will be used to replace the meters on the transformer being replaced and the switchgear being replaced.

QUESTION 10 - Can the concrete sidewalk and asphalt pavement crossed by the new 4w5” primary duct banks be cut and patched, or must they be bored under?

1 SOCES RESPONSE – We usually prefer boring, but if it’s more cost effective to cut and patch and if the work is isolated to parking lots and sidewalks, then we are ok with cutting/patching. If the project requires work under a road, we will require boring though.

QUESTION 11 - Is the existing Kilowatt hour meter and CTs on the existing secondary switchgear to be relocated/reused?

1 SOCES RESPONSE – The meter will be replaced with an ION8650 meter, see “AMRS Hurlburt Field ION8650 details.pdf” document provided. The CTs will be reused. (ADD as ATTACHMENT TO Amendment to solicitation)

QUESTION 12 - A specification section for the 15kv junction cabinet (PJC) is not included. Is the new cabinet to be painted steel or fiberglass similar to the existing?

1 SOCES RESPONSE – Match the existing cabinet.

QUESTION 13 - Current delivery for Switchboards is 70 weeks (490 days) after release and for pad mounted transformers lead time is 120 weeks (840 days) after release. We request the 310-calendar day performance period be revised accordingly.

1 SOCONS/1 SOCES RESPONSE -

1 SOCES Response: CE concurs, see attached for “06 OP1141681_Working Time Analysis v2.pdf”. The new WTA extends the period of performance from 310 calendar days to 970 calendar days. (Updated in Amendment to solicitation).

QUESTION 14 - May we please have a project specific FAR 52.225.11 document allowing units from Mexico (MX)?

From our vendor: The manufacturer will require us to give them the project specific FAR document allowing units from Mexico (MX), which Hurlburt Field does as we have supplied projects there in the past, but for each project GE REQUIRES us to give them the project specific FAR document stating this before they will quote this project. Can you request this? It will be FAR Clause 52.225.11.)

1 SOCES RESPONSE - FAR 52.225-11 does not apply to this project as the magnitude is below the $6,708,000 limit. FAR 52.225-9 and 52.225-10 Alt I apply. The government requires domestic material unless the product meets the exceptions listed in the clauses. If such an exemption exist and/or a waiver to the Buy American is requested the contractor must provide the information requested in FAR 52.225-9, sub para ( c) - (A) A description of the foreign and domestic construction materials;

(B) Unit of measure;

(C) Quantity;

(D) Price;

(E) Time of delivery or availability;

(F) Location of the construction project;

(G) Name and address of the proposed supplier; and

(H) A detailed justification of the reason for use of foreign construction materials cited in accordance with paragraph (b)(3) of this clause.

QUESTION 15 - Which junction box has the connections for the transformer?

1 SOCES RESPONSE - See “Question 4 & 7.jpg” attached.

QUESTION 16 - Could you please attach pictures of the junction boxes in your response?
