Questions and Answers
3 December 2020
1. Question: Due to the extenuating circumstances because of the Coronavirus (e.g. partially staffed offices, people still working from home, furloughs, etc.), it is going to prove extremely difficult for Contractors to get their Customers to fill out PPQ’s for projects that don’t have CPARS already completed on them. Would the Government be willing to accept previously signed and submitted PPQ’s from our customers included in our response to document past performance to the Government?
1. Answer: Please see Section L, paragraph 4.1.2 of the solicitation. “Past performance questionnaires will only be accepted electronically by email from project owners or their authorized representatives.”
2. Question: Subject solicitation requires proposal responses be delivered by either UPS / Fed- Ex or hand delivery. If the contractor chooses to send via UPS / Fed-Ex, responses would have to be sent out no later than 04Dec20 causing a loss of two days of work time. Would the Government consider extending the response date from 07Dec20 to 08Dec20, allowing contractors an extra two – three days’ time to work on proposal responses?
2. Answer: Solicitation Amendment 0001 extends the proposal closing date by 2 days to read 9 December 2020.
3. Question: Page 67 of the solicitation states “4.0 FACTOR 2, Volume II - PAST PERFORMANCE. Submit one (1) copy. Volume II (a) - Past Performance is limited to 5 pages” but then in 4.1.1 it states “The summary should not exceed 1 page per reference (maximum total of 10 pages)
3. Answer: See solicitation Amendment 0001 for the correction of paragraph 4.0 FACTOR 2, Volume II (a) – PAST PERFORMANCE. Corrected to read the number of pages is limited to 20 pages.
Clarification:
The Past Performance, Volume II (a) is limited to a maximum total of 20 pages as it reads in paragraph 2.1.4.2.1..
Section L, paragraph 4.1.1 identifies a summary page of the past performance information with a maximum of 10 pages.
Volume II (a) Past Performance –
Summary pages maximum of 10 pages, per paragraph 4.1.1. having a maximum of 10 individual past performance references.
Past performance information on completed or current contracts etc. maximum of 10 pages, per paragraph 2.1.1.2.1 having a 20 page limit.
4. Question: Page 65 Section 2.1.4.2.1. states “Volume II (a) Past Performance -20 Page Limit.
Please confirm there can be up to 10 PPQ’s and 10 Narratives to equal a 20 page limit.
4. Answer: Per paragraph 4.0 which reads, “Past performance Questionnaires and Contractor Performance Assessment Reporting System (CPARS) evaluations are not included in the page limitation.” There is no page limitation for PPQs and CPARS information and therefore the maximum number of pages are not included in the Volume II (a) Past Performance -20 Page Limit.
5. Question: On F-401, note #2 says to install a new Stainless-Steel fire water piping entrance to the building. This would require cutting and breaking out floor slab in Room 116 as well as tunneling underneath the building footing, this is extensive and risky work. Is that the real intent”? The existing entrance comes up above grade outside the building and enters the building wall above the finished floor.
5. Answer: Per UFC 4-211-01 paragraph 3-6.4.2.3, piping must enter building as outlined in note 2 on drawing F-401.
6. Question: On drawing FD102, upper level existing overhead wet pipe sprinkler system in hangar bay. The drawing shows all 2-1/2” branch line piping, is that correct?
6. Answer: Yes, the pipe sizes shown for the existing wet pipe system on the drawings are the same sizes shown on the system as built drawings.
7. Question: On drawing FD102, will we be required to run hydraulic calculations on the existing wet pipe system simultaneously with the new HEF system to prove the existing pipe size is adequate?
7. Answer: Combined hydraulic calculations are required for the existing wet pipe sprinkler system and the new Hi-Ex foam system. See specification section 21 13 39.20 paragraph 1.7.5.
8. Question: Is training and preliminary and final foam testing to be professionally videotaped?
8. Answer: They need to be video taped, but not required to be “professionally” taped.
9. Question: Are draft curtains required?
9. Answer: No draft curtains are required.
10. Will existing systems be required to be in service during the project?
10. Answer: Minimize, to the extent possible, any impairments or disruptions to active fire protection features. Prior to taking any actions to impair a fire protection feature or disrupt its performance, ensure alternative procedures have been prepared and incorporated and confirm that official notification of system impairments and schedules have been given to the staff of the Facility and the contracting officer. System impairments shall be in accordance with NFPA 25 chapter 15. Phasing notes for fire pump replacement are listed on FP-001.

12. Question: There is a note on drawing F-102 to clean and rinse the overhead wet pipe sprinkler system piping, please clarify further the requirement here.
12. Answer: The existing system was used as an AFFF system. The existing piping shall be flushed to clean out any remaining AFFF. Follow AFCEC Guidance for C-8 Chain AFFF remediation for disposal of AFFF.
13. Question: The existing overhead wet pipe system that is remaining is already painted, does it need to be repainted?
13. Answer: The existing piping to remain does not need to be repainted.
14. Question: Is it correct that the new wet pipe system air vent piping shown on F-102 is to be painted to match existing?
14. Answer: Yes.
15. Question: There is a note on drawing Triple Rinse the foam system, please clarify.
15. Answer: Existing AFFF piping to be removed or to remain shall be filled and flushed three times to remove any AFFF foam residue left in the pipes.
16. Question: Is the existing overhead wet pipe system in the hangar bay an AFFF Foam System?
16. Answer: Yes.
17. Question: If the existing wet system in the hangar bay is AFFF, is it still in service?
17. Answer: The existing wet system in the hangar bay is valved off and foam piping disconnected.
18. Question: If the existing wet system in the hangar bay IS NOT in service has it been “Triple Rinsed” of its possible foam content?
18. Answer: The existing wet system in the hangar bay has not been rinsed of possible foam content.
19. Question: Specification Section 01 11 00 1.3 “Occupancy of Premises” states that the “Contractor shall not be allowed to work overhead in hangar bay when the hangar bay is occupied” and “all overhead work shall be done during allotted unoccupied times”. However, no time duration is given for how long the hangar bay will be unoccupied. Please advise as to how long we can anticipate the Hangar Bay in Building 90029 will be unoccupied to allow for the overhead work to be performed.
19. Answer: Work in the hangar bay shall not start until contractor has all materials and is ready to begin work in the bay to minimize the amount of time the bay will be down. Once construction is started the bay will remain empty until work in bay is completed.
20. Question: In reference to Specification 01 35 26 “Governmental Safety Requirements”, will a separate SSHO individual be required or will it be acceptable for the Site Superintendent to also be the designated Safety Competent Person? Please advise.
20. Answer: A separate SSHO is not required.
