Statement of Work

CCTV Upgrade for Building 90603 on Hurlburt Field

Squadron Building Camera Upgrade 1 SOSFS

Hurlburt Field, FL

5 May 2021

1. DESCRIPTION OF SERVICES.

1.1 A Bosch Video Management System certified contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all components to Air Force standards set forth in certification standards AFI 31-101, Security Procedures for Headquarters 25th Air Force and related safety publications to include TIA/EIA-570, Residential Telecommunications Cabling Standards, TIA/EIA-607, Commercial Building Grounding and bonding requirements for Telecommunications, NFPA 70 National Electric Code (NEC), NFPA 101, Life Safety Code, NFPA 780, Standard for the installation of Lightning Protection Systems and the Air Force Non- Nuclear Configuration Management Equipment Approval (CMD) list, dated 28 Jan 21. The contractor shall provide all of the necessary tools and equipment to complete the upgrade. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment, tools, supplies necessary to complete installation and provide necessary testing of all installed components.

2. SYSTEM REQUIREMENTS.

2.1 All equipment must be compatible and easily integrated into the existing BVMS located at the Base Defense Operations Center (BDOC) located in B90734. All cameras will be Power over Ethernet (POE) where applicable. Installed equipment should be the same as equipment currently installed to lower the spares count when possible.

2.2 Security Forces SQ (B90603). The contractor shall remove the existing PTZ and fixed cameras and associated equipment and replace them with 9 Bosch PTZ, 360 panoramic and fixed cameras. These cameras will be mounted on the exterior of the building as well as various locations inside around the hallways. (See camera locations on Atch. 1) This facility has generator back up, but a bridge UPS will be required. There is an existing 24 port switch supporting the old camera system. The switch needs to be replaced, and also relocated to a suitable location to be determined (communications room).

2.3 Armory (B90603). Cameras designated for the Armory will must be able to be viewed inside the armory as well as BDOC. No controls will be required in the Armory, but a new monitor will be needed.

2.4 Interview Room (B90603). This room requires an audio connection along with the camera feed. The audio will be recorded along with the video on the existing BVMS.

2.5 BDOC (Bldg. 90734) the contractor will integrate all new cameras and new video storage if required with the existing BVMS. System cameras will be logically numbered and distributed its own monitor, currently being used by the existing cameras from B90603.

System controls will be placed on the desk area for ease of use.

2.6 The contractor shall contact 1 SOSFS/S5E for entry coordination at equipment locations prior to installation start. All completed work will be inspected by a Government representative prior to acceptance.

2.7 Contractor will remove all obsolete camera equipment at each equipment location to include

B90208, which is a central hub for the old camera system as part of this project. This old equipment will no longer be needed and can be disposed of.

3. INSTALLATION.

3.1 All CTV components such as junction boxes, communication wiring, and power, shall be individually identifiable. All cameras should not be grouped to show one name and one main area without the ability to identify which individual camera is selected.

3.2 Certification Test Requirements: 1 SOSFS/S5E shall conduct functional and operational certification tests for the CCTV to ensure the system meets effectiveness, standards and compliance requirements.

4. COLLATERAL SUPPORT.

4.1 The Government shall provide the following products in support of this effort;

4.2 Provide assistance in acquiring related permits that may be necessary for work performed.

4.3 Arrange access into the installation.

4.4 Provide storage space/staging area for materials and an operating space with telephone capabi l i ty for the installation team. Bldg. 90603 1 SOSFS Flight Chief’s office shall act as the main staging area for the contractor during the installation process. To request additional space, contact 1 SOSFS/S5E. The government is not responsible for materials left unattended or unsecured.

4.5 The 1 SOSFS shall provide a host escort for the contractors during the installation. The

1 SOSFS shall coordinate with facility/users to ensure rooms and work areas are available when access is required.

4.6 HOURS OF OPERATIONS: Normal operation is Monday through Friday, 0730-1630, except for federal holidays.

4.7 Federal Holidays. The following is a list of federal holidays observed by this installation.

New Year's Day, January 1 or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February

Memorial Day, last Monday in May Independence Day, July 4 or the Friday preceding or Monday following

Labor Day, first Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following

Thanksgiving Day, 4th Thursday in November Christmas Day, December 25 or the Friday preceding or Monday following

5. SYSTEM MAINTENANCE.

5.1 The contractor shall provide a 1 year of warranty maintenance and part replacement on all new C C T V installed by contractor. The warranty shall start on the day the Government accepts the entire project.

5.2 Software Updates. The contractor shall provide any software updates required to support new CCTV for a 1 year period from the date the Government accepts the entire project.

5.3 The contractor and Government representatives shall coordinate to troubleshoot problems during the installation and during the one-year warranty/maintenance period.

6. SPECIAL REQUIREMENTS.

6.1 All wiring shall be clearly labeled and wiring diagram provided to Communication, Civilian Engineers and 1 SOSFS/S5E.

6.2 A joint quality assurance inspection shall be conducted prior to Government acceptance and system operability testing conducted.

6.3 The contractor shall assign employees who possess adequate certification to handle all required product installation tasks in order to meet OSHA and base safety requirements the contractor shall ensure that the product meets required safety standards at the time the project is completed and accepted by the Government. The contractor shall provide, as-builts and system drawings, manuals, parts lists and the standard commercial product warranty certificate, in paper and electronic format on disk.

6.4 All exposed CCTV wires/cables shall be routed through conduit. Cabling installed through the ceiling shall be air plenum rated conduit.

6.5 The contractor shall develop an installation schedule and coordinate it with the 1 SOSFS/SSE POC prior to work being accomplished.

7. SECURITY REQUIREMENTS.

7.1 The contractor shall comply at all times with base security requirements to include base pass requirements and personnel security clearance.

7.2 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

7.3 The contractor will be required to complete a Contractor Employee Listing (to be provided by the government) in order for employees to gain access to the installation.

7.3.1 The Contractor Employee List. This form must list every employee requiring access. Every time employees change, it must be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “Escort” or “E” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). For work locations please use building numbers or areas (i.e. Bldg.

90618 or Red Horse, AMMO Area, etc.). Once completed, send the list to the Contracting Office representative in EXCEL format using secure means such as hand carry, mail, or electronic mail. The Contracting Officer will then prepare and attach a cover letter, and forward the Employee List to the Visitor Control Center.

7.3.2 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

7.3.3 When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, citing the appropriate paragraphs as applicable.

7.3.4 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

7.3.5 Failure to comply with these requirements may result in withholding of final payment.

8. RETREIVING IDENTIFICATION MEDIA.

8.1.1 The contractor shall be responsible for retrieving all identification media including visitor passes from employees who depart for any reason before the contract expires. For example, termination for cause, retirement, etc. Visitor passes shall be retrieved and turned into 1SOSFS Pass and Registration/Visitor Center once the contractor and its employees leave the base for the last time.

9. TRAFFIC LAWS. The contractor and employees shall comply with base traffic regulations.

10. WEAPONS, FIREARMS and AMMUNITION. The contractor employees are prohibited from possessing weapons, firearms, or ammunition or within the contractor vehicle or privately owned vehicles while on the Government installation.
