5.1 states we should submit “a list of no more than three (3) recent and relevant contracts….Any past performance references in excess of the first five (3) submitted will not be evaluated.” The page limit is 15 pages. 5.6.1 states that the “maximum number of references combined shall not exceed 10 total.” Does that mean that we can provide up to five (5) references each if we are teaming? Or is it three

Can the government please clarify how many past performance references are expected and what the page limit is for each reference, in paragraph 2.1 of the solicitation it states that there is a 15 page limit and that each reference is limited to three (3) pages, but then later in paragraph 5.1 states that the vendors are limited to “three (3)” references. Then, in paragraph 5.5 it states that the vendors are required to provide a PPQ for each of the “five (5)” contracts referenced in the PP Volume.

What Tier of support is within this scope? Is it purely Tier 2 or is there Tier 1 and/or Tier 3 work as well?
There is Tier 1 and Tier 3 support available that is provided off-site. Tier 1 support handles low-level cases/incidents that is within their knowledge base (KB) of common fixes that can be applied through remote connection. Tier 3 support refers to major incidents that affects multiple users and requires troubleshooting of enterprise-wide assets.
36 RFQ 5.1, 5.3, 5.6 How many Past Performances are required, three or five? There are typos in the instructions and we seek clarity. See pg 2,4,5 Combo para 2.1, para 5.3, para 5.5.

Attachment 1, 4.9.1.1 says “ The personnel shall have one (1) year after the introduction of a new or updated Microsoft certification to ensure that all contract customer support technicians have up to date certifications”. There is no requirement for Microsoft certification in the PWS. Can the government clarify what is required?
This requirement pertains to the development of proficiency in updates to or a new Microsoft OS. There is no additional forma professional certifications required beyond those required by the IAT Level I or II categories outlined in the PWS

The evaluation criteria states that the award will be made based on Low Price – Substantial Confidence Rating. The lowest price bidders will be eliminated until a firm has received the lowest price with the substantial confidence rating. There are additional evaluation criteria that states that it is a best value award. Can you please clarify if this is a Low Price-Technically Acceptable award?
This is a Best Value acquisition. Paragraph 8.0 outlines the basic overview of the evaluation process for how the selection will be made. The Confidence Assessment rating is included in this process, and that is not part of LPTA acquisitions.

The solicitation uses the term “teaming agreement” and “JV Team arrangement” and requires the submission of an SBA-style teaming agreement. Can you please clarify that a standard teaming agreement between two companies does not have to meet the requirements of the SBA JV teaming agreement?
The solicitaton does not use the term JV team agreement.

The requirement for personnel to have a Secret clearance with a Single Scope Background investigation within 5 years may be problematic due to the decision to extend clearances and delay investigations past the 5-year date. Will the top-secret clearance that extend the 5-year background investigation be honored/accepted? Will you adopt the current 7-year investigation cycle?

The Medical Community of Interest (Med-COI) network is completely separate from the AFNET network used by the rest of the base population. Additionally, this network is in its infancy. As such, support for MedCOI network users primarily rests on 1 SOMDG IM/IT support contractors. There are about 450 users in the network. A new electronic health record (EHR), MHS GENESIS, is currently being deployed as is Office 365.

Windows 10 end-user devices, printers, VoIP phones, medical equipment, dental servers, electronic faxing, pharmacy servers and storage, and a unified call manager.

The Defense Health Agency operates using tiered levels of support. Tier 1 refers to the Global Service Center that handles low-level issues that can be resolved by allowing GSC technicians to remote into the users’ computers. Tier 2 refers to the on-site touch labor that will be supported by contracted IM/IT support staff. Tier 3 refers to support provided at the enterprise levels and handle issues that cannot be resolved at the Tier 1 and 2 levels.

This is a Best Value acquisition. Paragraph 8.0 outlines the basic overview of the evaluation process for how the selection will be made. The Confidence Assessment rating is included in this process, and that is not part of LPTA acquisitions.
