SOLICITATION NO. FA441720R0005
PROJECT NO. CP1018024 – Repair Munitions Storage Area (MSA) Lighting
QUESTIONS – ANSWERS – 1 through 17
QUESTIONS:
Question 1: Per Section 01 11 00 para 1.2, “Building(s) will be occupied…” Are there occupied buildings involved in this project? If so, please identify which buildings.
Answer 1: All buildings in the area will be occupied.
Question 2: Does Section 01 30 00 para 1.3 apply to this requirement?
Answer 2: A color board is not required for this project. As stated in the specification, color boards are only required for “finishes of interior surfaces, such as walls, floors, and ceilings,” which is not in the scope of this project
Question 3: Does Section 01 35 13 in its entirety apply to this requirement?
Answer 3: Area of work is not in the flightline area, so any part of this specification related to the flightline does not apply. All other items do apply.
Question 4: Per Section 01 78 00 para 3.1.3, item (n.) indicates “The contractor shall employ a Florida Registered Land Surveyor…” please advise if this is required for this project?
Answer 4: As stated in the specification, the final as-built drawings showing all new equipment and electric lines installed as a part of this project must be certified by a “Florida Registered Land Surveyor.”
Question 5: Is there a way to submit our proposal electronically?
Answer 5: Yes. Please read Section L paragraph 2.1.1 for instructions and three ways to submit proposals.
Question 6: When submitting our bid do we submit the entire solicitation or just the pages that require input? What documents are required to be submitted? Is there a document check list?
Answer 6: Please read detailed Instructions to Offerors section L. Paragraph 2.1.4.1 explains what a complete proposal package shall consist of.
Question 7: The plans mention a 10yr manufacturer’s warranty for the lighting fixtures. How should we proceed if the specified fixture manufacturer’s warranty is less than 10yrs?
Answer 7: The light fixtures must have a minimum 10 year manufacturer warranty as stated in the specifications. Either use a manufacturer with this as a standard warranty or purchase an extended warranty from the manufacturer to make it 10 years.
Question 8: Is the Construction cost estimate spreadsheet required to be submitted with the proposal?
Or is this what is used in the event of a change order after award?
Answer 8: Yes, the 50 Division spreadsheet is required with initial proposal. However, the data included in the spreadsheet will not be used for award evaluation purposes (technical or price).
Question 9: If we are using dewatering equipment where can we discharge the water to onsite?
Answer 9: As stated in specification 01 57 19 section 3.7.5.1.2 Surface Discharge, “ For discharge of ground water, obtain a state 62-621 dewatering permit specific for pumping and discharging ground water prior to surface discharging.”
Question 10: Is there a soil report or Geotech report with soil borings available for this site? Ground water levels?
Answer 10: A geotechnical report is not available. Ground water levels for the area are not available.
Question 11: How will the aiming and orientation of the fixtures and cross arms be determined? Will night time aiming and adjusting of the fixtures be required?
Answer 11: Aiming shown on the drawings is approximate. Final aiming of the lights will need to provide photometrics shown on the attached “photometric.pdf” file. The contractor will be required to provide limited photometric test results to prove meeting contract specs and drawings.
Question 12: Sheet T002 5A says wetlands permits will be required for this project. Where and how do we obtain these permits? What is the cost/fees associated with obtaining these permits? Is additional soil testing, surveying or engineering required to apply for the permits? Will the government pay for the permit fees or additional surveying, engineering or testing if required?
Answer 12: Specification 01 57 19 Temporary Environmental Controls covers all required permits.
The contractor is required to obtain and pay for all permits.
Question 13: Sheet T002 Note 6 requires coordination for disposal of lamps, ballasts and creosote poles. Can the contractor keep the poles? We use them for dunnage, temporary poles, etc or will they have to be taken to a facility that disposes of these type poles and pay the costs associated with transportation, disposal etc?
Answer 13: Contractor has the choice to either dispose or reuse materials at their discretion. If disposal is chosen then plans and specifications must be followed.
Question 14: Concrete pole installation detail – Shows the pole with 5’ embedment depth. Are there any requirements for additional backfill materials like sand or gravel or do we use the auger spoils?
Answer 14: Poles are direct bury. No additional backfill material is required. Spoils may be used.
Question 15: Will the Government consider alternative manufacturers of LED fixtures assuming all requested documents are provided at time of bid submittal or is pre-approval required?
Answer 15: The basis of design used is the GARDCO fixture. The contractor may use an alternate (OR EQUAL) fixture but will have to provide photometric drawings showing an equivalent lighting levels shown in the attached “photometric.pdf” design file.
Question 16: If pre-approval of an alternative LED fixture(s) is required is there a deadline to provide all submittal documents, testing, and files?
Answer 16: Contractor must follow submittal procedures in Specification 01 33 00 section 1.9 Scheduling.
Question 17: Will the LED fixtures require a 7-pin NEMA socket to accommodate a photocell or will all control be done by photocells at the pole contactors?
Answer 17: Contractor must install photo control at the contactors as shown on Sheet E-502. Fixtures do not have individual photocells.
