Solicitation Questions: FA441720Q0001 Integrated Solid Waste Management
Question 1: PWS 1.1.3 Over and Above Requirements states: “The following services shall be priced separately in accordance with the cost contained in blocks 19 through 24 of the SF 1449” Line item x0002 is for the Unscheduled Pickup and Special Events (PWS 1.1.3.1) and x0003 is for Construction and Demolition Debris (PWS 1.1.3.2) however there are no Line Items on the Price/Cost pages for 1.1.3.7 Container Relocations. Please add line Items for this requirement or advise whether the cost of Relocations should be included in Item x001.
*Section 1.1.3.7 has been removed from the PWS.
Question 2. PWS 1.1.10 Vehicle Weighing states: “The Contractor shall be reimbursed for tipping fees according to submitted invoices.” Please confirm that the government will reimburse the actual disposal costs incurred regardless of the Unit Price the contractor bids on Line Item x005.
For example, if the contractor collects 250 tons during a given month and the disposal facility charges are $15,000 for that month, the government would reimburse the contractor $15,000.00 regardless of the Unit Price amount the contractor bid for x005. b) If this is correct, then it seems that the Unit Price for this Line Item for all years should be factored out or extended by the government for price evaluation purposes. This would avoid a contractor entering an unrealistically low price for the line item, to keep their price down, when the government would still be required to reimburse the contractor based upon the submitted disposal invoice. In the 2014 solicitation for these services the government provided a Not To Exceed amount for this CLIN for each year so that this Line Item was not manipulated for price evaluation purposes.
*The government will reimburse actual disposal costs. The tipping fee CLIN has been changed to an NTE. Offerors are no longer required to price out this CLIN in their quote.
Question 3. PWS 1.4.1.1 & 1.4.1.2 Barriers to Bear Access states that the dumpsters will have “welded eye rings with clips and cables on dumpster sliding doors” on Eglin AFB an eye bolt mounted in front of the door and the hook placed on the handle of the metal sliding door handle has been effective, we request that this slight deviation be allowed to the specification as long as it results in an effective barrier to bear access.
*This deviation will be allowed.
Question 4. PWS 4.5.4 Emergency Service Plan. “The plan shall be included within the technical review submittal phase of the contract,” Attachment 2 Evaluation Factors for Award does not include this requirement. Please confirm that emergency service plan is a post award deliverable and is not required as part of the solicitation response.
*Reworded section 4.5.4 to align with the solicitation evaluation criteria. The emergency service plan will be a post award deliverable due two weeks prior to contract start.
Question 5. PWS 4.6.3 Transition Plan. Please confirm that the transition plan is a post award deliverable.
A transition plan is not required. PWS section 4.6.3 has been removed.
Question 6. Please confirm that only the servicing of the three 8 CY containers at Building 91013
Commissary are to be included in Line Item x006 and that there are no other containers /locations to be charged to this Line Item.
*X006 is only for three 8 CY dumpsters located at the Commissary location and shall be priced accordingly.
Question 7: The CLINS on this chart and PWS APPENDIX D – CLINS do not match the CLINS in the Solicitation FA441720Q0001 Supplies or Services. Is this an error? (Ref: PWS Appendix A;
Table A1 – Estimated Workload Data)
*The CLINs in the solicitation have been updated to reflect the CLINs in the PWS.
Question 9: Industry standards for construction/demolition debris are typically 20, 30, or 40 CY containers. What size C&D Containers are required to be placed under Item/CLIN X009? Can the Government please verify what size containers are needed? (Ref: PWS Appendix D CLINS, CLIN X009)
*Size 20 are used.
Question 10: Supplies or Services and Prices/Cost Item 0003 Construction and demolition debris indicates 500 each. Appendix A; Table A1 – Estimated Workload Data X009 indicates 500 placements. How many hauls are historically conducted under Item/CLIN X009? Does “placements” actually mean placements AND hauls? Can the contractor bill for each placement AND each haul? (Ref: PWS Appendix A; Table A1 and PWS Appendix D CLINS/Solicitation Supplies or Services Table (pg 3 of 51)
*Hurlburt Field averages an estimate of 30 hauls per month and the CLIN shall be billed for hauls.
Question 11: Landfill Tipping Fees indicates a QTY of 1 and per “Lot”. Is this CLIN to be priced or should to be left black since it is a reimbursable expense? Will the contractor be reimbursed for actual tonnage * the cost that we pay per ton at the landfill? (Ref: Solicitation FA441720Q0001:
Supplies or Services and Prices/Cost Item 0005)
*The landfill tipping fees CLIN has been updated to include an NTE and should not be priced when submitting quotes.
Question 12: The PWS has a provision for container relocations however the Appending D CLINs table has CLIN X0014 marked as “reserved”. How will the contractor be compensated for container relocations? (Ref: PWS 1.1.3.7 Container Relocations)
*PWS Section 1.1.3.7 has been removed.
Question 13: Can the contractor use metal container lids vs. the lid referenced in the PWS?
*Yes, contractor can use metal or plastic.
Question 14: Will the government provide a contractor laydown area for the contractor to store equipment and extra containers on base?
*No, the government will not provide a laydown area for contractor storage.
Question 15: Will the government provide a laydown area during phase-in to staging of containers?
*Yes, staging area provided during phase-in.
Question 16: Does the government prefer all 8 yd containers to be straight topped with side doors or slanted top?
*The government does not have a preference on straight top or slanted tops containers as long as they adhere to the standards in the the PWS.
Question 17: How will a new Joint Venture, where one member has a satisfactory past performance rating and the other member has a neutral past performance rating be rated overall?
*Please refer to Addendum to 52.212-2 section 4, Past Performance Evaluation.
Question 18: A JV is a legally binding separate business entity comprised of multiple members and a prime/sub is a only business agreement. For this procurement does the government view a JV more favorably than a Prime/Sub team given that there is inherently less risk involved with a team member departing a JV due to its legal structure? (Ref: Instructions to Offerors)
*The Government does not view a JV more or less favorably than a prime/sub team.
Please refer to Addendum to 52.212-2 section 4, Past Performance Evaluation.
Question 19: The 1449 and Instruction to offerors give two conflicting submission dates (1449 states
13 Jan, Instructions to Offerors – 17 Jan). (Ref: 1449 and Instructions to Offerors)
*The correct submission date is 17 Jan 20.
Question 20: Will the government please confirm the submission date and time?
*The correct submission date is 17 Jan 2020 2:00 PM CST.
Question 21: Is the contractor required to furnish all containers and equipment?
*Yes, both are required to be furnished by the contractor.
Question 22: Is the contractor required to weigh its vehicles before and after each service day or is the contractor able to use industry averages for the weights? For example, are we required to weigh in for the 2 cans that get picked up 5x per week?
*No, the contractor weighs the vehicle at the end of the day.
Question 23: Is it anticipated that containers will be in areas where an escort is necessary?
*Yes, picking up in the ammunitions area will require an escort.

Question 25: Will a site visit pre-bid meeting be provided for interested contractors?
*There will not be a site visit.
Question 26: We need clarification on the pricing requested.
i. On Appendix D Contract line item 0009 – What does the 500 each signify? Is that the estimated number of roll-off container hauls per year?
*Yes
ii. On Appendix A Table A1, it mentions 480 placements and 500 tons. Please confirm this is an accurate number as it contradicts the item above.
*480 was inaccurate and has been changed to 500 in the PWS.
