1.0 Description of Services
1.1. The contractor shall provide all management, personnel, transportation, and all other services necessary to provide testing services, IAW this PWS, at the Hurlburt Education Office, Hurlburt Field, FL. The contractor shall provide testing specialist services in accordance with the respective procedural guidance issued by HQ USAF, MAJCOM, and Defense Activity for Non-Traditional Education Support (DANTES), academic institutions, and various other testing agencies.
1.2. Testing Specialist Tasks:
1.2.1. Schedule Tests. The contractor shall schedule customers for examinations. The contractor shall schedule tests utilizing the Air Force Automated Education Management System (AFAEMS) scheduling software. The contractor shall use AFAEMS software to print daily test rosters to be used as a daily record of testing activities. The contractor shall keep Education Center personnel aware of any testing problems, issues, or constraints which would affect test scheduling.
1.2.1.1. The contractor shall schedule tests and provide testing services during seven (7) testing sessions, four (4) days a week as follows:

1.2.1.2. Sessions shall not exceed five (5) hours. The breakdown of sessions is as follows: four (4) hours are designated for the testing sessions; thirty (30) minutes is designated for preparation of test;
an additional thirty (30) minutes is allocated for administration after testing is completed.
1.2.2 Administer Tests: The contractor shall administer the following categories of tests to eligible military and civilian personnel and their dependents: Defense Activity for NonTraditional Education Support (DANTES), College Board, Educational Testing Service (ETS), HQ Air University (A4/6), Defense Language Proficiency Tests (DLPT), Pearson VUE, Federal Aviation Administration (FAA), American Society of Military Comptrollers, Prometric, Distance Learning, and educational institutions.
1.2.2.1. The contractor shall administer all distance learning HQ Air University (AF/6) end of course (EOC) tests including but not necessarily limited to those for Career Development Courses (CDC), Senior NCO Academy, Air War College, Air Command and Staff College and Squadron Officer School.
1.2.2.2. The contractor shall administer any tests specifically required by an education institution for admission or for course enrollment, including placement tests. Tests requested to be administered, such as correspondence courses and qualification/certification exams.
Last, any other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the Chief, Education and Training Section.
1.2.2.3. The contractor shall administer additional tests as needed. The contractor shall complete additional training or certifications required for administering any additional tests as they are incorporated into this requirement.
1.2.2.4. The contractor shall administer tests in accordance with specific instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise.
1.2.2.5. The contractor shall provide detailed verbal instructions as outlined by each test owning agency to the group or individuals being tested, require all examinees to present official picture identification to determine eligibility before allowing them to test, require each examinee to verify test materials and sign the Test Sign-In Log, and ensure that all entries are accurately recorded in the log, and shall review the answer sheets to ensure proper completion. In addition, the contractor shall fill out the test log completely and accurately for each examinee to include the time when the test and answer sheets were issued and returned. The contractor shall ensure all pages of the examination booklets are returned by conducting a page check on each returned exam booklet, check examinations upon receipt and enter test, serial, and part numbers into the DANTES Automated Test Inventory, Air Force Automated Management System (AFAEMS) or any other appropriate inventories.
1.2.2.6. A minimum of five (5) examinees must be scheduled prior to call for services. A session may be called for informally by the Education and Training Section Chief (E&TS Chief) or authorized designee. A scheduled session may be canceled if no testing appointment is confirmed 24 hours prior to start of session. A call for services or cancellation of services is at the discretion of the ESO or authorized designee according to the needs of the government.
1.2.3. Administrative Responsibilities: The contractor shall perform all administrative tasks associated with test administration. Some of the main duties include but are not limited to student notification/mailing of score reports, special ordering of examinations, resetting of logon and passwords, electronic updates of examinations, printing HQ Air University (A4/6) and Air University Student Information System (AUSIS) student enrollment queries, ensuring correct test and/or versions of tests are administered, etc. All administrative tasks will be conducted during the administration of tests or during test administration down time.
1.2.3.1. The contractor shall prepare answer sheets and the required mailing documents, such as logs for certification and signature of the TCO/ATCO. The contractor shall also prepare answer sheets and test booklets for mailing using regular first class mail and certified mail/return receipt as per guidance from the test owner.
1.2.3.2. The contractor shall transfer the corresponding data to each appropriate agency as per the guidelines established by the agency when conducting computer-based testing.
1.2.3.3. The contractor shall stock, distribute, proctor, receive, and destroy tests or related materials in accordance with local procedures, or guidance from the test owner. In addition, the contractor shall prepare exam order forms and notify the TCO/ATCO of understocking/overstocking of any exam materials. The contractor shall conduct a test inventory following each session and assist the TCO/ATCO with weekly, quarterly and annual inventory reports.
1.3. Deliverables. All deliverables must meet professional standards and the requirements set forth in contractual documentation. The contractor shall be responsible for delivering all end items as specified. The following items are outputs, which fall within the scope of this effort and which are illustrative of the type of work the Government expects to require.

1.3.1. The contractor shall provide, at a minimum, two types of reports: Test Logs and Test Booklet and Materials reports as necessary to the COR.
1.3.2. The contractor shall view the video, “Test Security is Your Responsibility,” annually.
1.3.3. The contractor shall be proficient in Microsoft Office programs, applications, similar software programs, and also demonstrate a working knowledge of database management.
1.3.4. The contractor shall be able to perform initial troubleshooting to identify problems with electronic and on-line testing situations. Additionally, the contractor shall communicate with the test owner and client support administrator verbally or via written communication in order to resolve problems with electronic/on-line testing exams.
1.3.6. The primary/alternate testing specialist must demonstrate a minimum of two years past experience in a customer service position, and one year past experience in test administration.
1.4. Government Provided Training. The government will provide and assume the cost of fifteen (15) training sessions, to the primary testing specialist, for familiarization, training, and examination program testing. The contractor shall complete this training no later than 21 days of the performance start date of the contract. The contractor shall maintain proficiency in any government provided training for the duration of the contract. The primary testing specialist shall provide training to the alternate testing specialist.
1.5. System Access. The government provides access and training of the following systems necessary to accomplish contract related tasks:
• Air University Student Information System (AUSIS), the contractor shall use AUSIS for student enrollment queries, etc.
• Air University Course Development and Student Administration Record Keeping
System (CDSAR). The contractor shall use CDSAR to support Career Development Course (CDC) input/editing, transmission, and distribution within Air Education and Training Command (AETC) and Air University.
2.0. Services Summary (SS). The service requirements are summarized into performance outcomes that relate directly to mission essential items. The performance thresholds describe the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success and satisfactory performance.

3.0 Government Provided Services:
3.1. Government Furnished Utilities. The Government will furnish electricity, water and sewage service as necessary for accomplishment of work in accordance with this contract.
The Contractor shall adhere to all base level utility conservation practices or requirements.
The Contractor shall be responsible for operating under conditions that prevent waste of utilities.
3.2. The Government will provide:
3.2.1. Telephone Service. The Government will provide station, local, long distance and Defense Switching Network (DSN) telephone services for official use only. Official use does not include administrative communications by employees on-site and the contractor’s corporate headquarters. Out-of-area calls not directly related to customer support services are not authorized without the approval of the AGR. The contractor shall be responsible for reimbursement to 1 SOFSS for the costs of all unauthorized communications.
3.2.2. Mail Service. Official government mail that is generated as a result of performance of this contract will be handled, at government expense, via the Base Information Transfer System (BITS) at Hurlburt Field, Florida. The contractor shall not use BITS to handle for non-government or non-contract-related mail.
3.2.3. The Government will provide routine custodial services for bathrooms.
3.2.4. Security, Fire, and Medical Services. The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
3.2.5. Facilities. The Government will furnish workspace at Hurlburt Education and Training Section, Building 90220, 221 Lukasik Avenue, Hurlburt Field, FL. The Government may modify or realign facilities and space provided to the contractor based on current or future Air Force guidelines for space utilization, mission requirements.
3.2.6. Key/Key Code/Combination control. The contractor shall safeguard any keys, key codes or combinations for exterior/interior doors and/or safes issued to the contractor by the Government, while also ensuring that these items are not lost, misplaced, or used by unauthorized persons. All local protocols for unlocking and locking facilities and or safes shall be followed. If any unsecure access is identified or suspected by the contractor, the Chief, Education and Training Section, alternate, TCO or ATCO must be notified immediately. *Note: Contractors are not authorized or permitted to duplicate key(s).
3.2.7. Automatic Data Processing Equipment (ADPE). The government will provide access to ADPE and training for mission accomplishment. The contractor shall use ADPE for controlling and tracking data and information as well as any other duties related to contract performance. The contractor shall not use government furnished ADPE or services for non-contractual purposes.
3.2.8. Local Area Network (LAN) Access. Contractor personnel using unclassified automated information systems have access to sensitive information and must possess, at a minimum, a National
Agency Check (NAC) or Entrance National Agency Check in accordance with DoD 5200.2‐R, Personnel Security Program or screened in accordance with AFI 31‐501, paragraph 3.27, Personnel Security Program Management. The government will initiate the necessary security paperwork and assume the cost of a National Agency Check (NAC) for one Testing Specialist and one backup Testing Specialist.
3.2.9. Computer Security. The contractor shall maintain computer systems security integrity in accordance with AFMAN 17-1301, Computer Security (COMPUSEC). The contractor shall comply with all computer system security procedures required by the Government.
3.2.10. Administrative Supplies. The Government will provide reasonable amounts of administrative supplies (e.g., office supplies).
4.0. General Information
4.1. Performance Evaluation Meetings. The Contracting Officer may require the contractor to meet with the Contracting Officer, contract administrator, other government personnel as deemed necessary. In addition, the contractor may also request a meeting with the contracting officer as necessary. Written minutes of any such meetings will be recorded and signed by the contractor. If the contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the Contracting Officer by the contractor within five (5) calendar days following receipt of the minutes.
4.1.1. Additional Responsibilities: The contractor shall maintain the cleanliness of the testing room and ensure any trash or articles that do not belong in the testing room are removed in preparation for each testing session.
4.1.2. Contractor personnel performing testing specialist services shall have a conferred baccalaureate degree from an accredited college or university recognized by the U.S.
Department of Education.
4.1.3. The contractor shall pass the following test examiner training courses and examinations no later than 90 days from the start of the contract:
• The Federal Aviation Administration (FAA) Testing Training Certification course
• Defense Language Proficiency Test (DLPT)
The Contractor shall pass other training and qualification exams as required within 30 days of notification by the Contracting Officer.
4.2. Contractor Personnel
4.2.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of work. The name of this person and of an alternate(s) who shall act for the contract manager when the contract manager is absent shall be designated in writing to the Contracting Officer (CO) for approval prior to contract start date. Changes to designations shall be summited in writing to the Contracting Officer within 24 hours of the change. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate or alternates must be able to read write, speak, and understand the English language.
4.2.2. The contract manager or alternate shall have full authority to act for the contractor on all matters relating to daily performance. The contractor shall have at least one alternate fully trained to include completion of all required examinations trained within 120 days after award. The primary and alternates(s) testing specialists shall be available to work at all times specified as normal hours in the contract. All alternates shall meet the qualification and requirements of the PWS and shall be approved by the contracting officer prior to filling-in for the primary testing specialist. The Contract Manager shall provide the government with a resume of any alternates testing specialist for review and approval prior to allowing the contract employee to begin training or conduct test administration.
4.2.3. The contractor shall provide training required for alternates. Unless otherwise specified in this PWS, the government will not provide training for additional primary or additional alternate testing specialists.
4.2.4. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
4.2.5. The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to Department of Defense (DoD) Regulation 5500.7-R, Joint Ethics Regulations (JER). The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.
4.2.6. The contractor shall be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) for access to network.
4.2.7. The contractor shall submit the employee listing to the Contracting Officer within fifteen
(15) workdays of contract award and when any staffing change occurs. If a contractor resigns, the contracting company has fourteen (14) workdays to find a qualified replacement.
4.2.8. Dress and Appearance. Contractor personnel shall present a clean and neat appearance. Contractor shall not permit cut off shorts and clothing with tears, or revealing clothing or clothing with obscene or inflammatory designs, slogans, or remarks, and clothing representing military attire. The site leaders shall ensure personnel wear appropriate clothes suited for their job.
4.2.9. Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license for the type of vehicle being driven before allowing the employee to operate a personal vehicle on Hurlburt Field, Florida.
4.2.10. Holidays and Vacations. The contractor will not normally be required to work during the following holidays. If performance is required for these holidays, it will be approved and scheduled in advance with the COR.
4.2.11. The contractor shall not provide services on Federal Holidays:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance. The non-duty days will precede or follow the Federal Holidays.
4.3. Conservation of Utilities. The contractor and their employees shall operate under conditions that prevent the waste of utilities.
4.4. Employee Conflicts of Interest. The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest.
Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Regulation 5500.7-R, Joint Ethics Regulation (JER).
The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.
4.5. Base Closures. In the event of a base closure due to weather, exercises, or actual alerts, the contracting officer will inform the contractor’s program manager and provide further instructions.
Contractor personnel shall contact the contractor’s program manager for instructions.
4.6. Contractor and Employee Base Pass and Identification, Special Clearances and Vehicle Passes.
The Contractor personnel shall comply with all requirements and procedures IAW AFFAR 5352.242- 9000, Contractor Access to Air Force Installations. The contractor shall submit the employee listing at the pre-performance conference and to the CO monthly as changes occur. All documentation shall be submitted for identification badges and base access devices to the Visitor Control Center (VCC) after the employee listing has been submitted to the CO.
4.6.1. Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation. When reporting to the registration office, the authorized contractor individual(s) shall provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass. Hurlburt Field adheres to the guidelines of the REAL ID Act outlined in Air Force Guidance Memorandum to AFMAN 31-113.
4.6.2. Driver’s Licenses from non-compliant states are unauthorized IAW the REAL ID Act and will not be accepted for entry into Hurlburt Field.
4.6.3. Current Identification which may be used in place of an unauthorized State Driver's License are the following:
- US Passport
- Foreign Passport
- Veterans Identification Card
- Permanent Resident card
- Federal personal identification Cards (Contractor ID)
4.7. Traffic Laws. The Contractor personnel shall comply with base traffic regulations.
4.8. Weapons, Firearms, and Ammunition. The Contractor personnel are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Hurlburt Field, FL.
4.9. For Official Use Only (FOUO). The Contractor personnel shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
4.10 Reporting Requirements. The Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.
4.10.1. Physical Security. The Contractor personnel shall be responsible for safeguarding all government property and controlled forms provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
4.10.2. Reporting Full-Time-Equivalent (FTE) Data. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields at the Contractor Manpower Reporting Application (CMRA) site http://www.ecmra.mil (select the US Air Force logo).
4.10.3. Reporting Period. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.
While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
4.10.4. Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.10.5. User Manuals User manuals are available on the front page of the CMRA link at http://www.ecmra.mil
4.10.6. Safety Requirements and Reports. The Contractor personnel shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within 5 calendar days of each occurrence.

APPENDIX D: Applicable Publications, Technical Orders, and Forms
Publications and forms applicable to the PWS are listed below and are the minimum requirement for contract maintenance. It is the contractor’s responsibility to establish follow-on requirements with the publication’s distribution representative. The dates of the documents will change as changes and supplements are issued. The contractor shall be responsible for maintaining current files and using the most up to date T.O.s, AFIs, Publications, etc., at all times regardless of dates noted within the contract.
