Statement of Work PA/Audio Systems

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide and install public address systems and audio systems for the following support sections: Aderholt Fitness Center (bldg. 90517), Commando Fitness Center (bldg. 90232) and Riptide Fitness Center (bldg. 91007).

1.1. BASIC SERVICES.

1.1.1. The contractor shall provide and install those items listed below:

1.1.1.1.Commando Fitness Center. Commando Fitness Center is a 2 story building, approximately

25,825 sq ft. The contractor shall install 52 ceiling speakers and 7 horn wall mounted speakers per the attached floor plan.

The contractors shall provide a wall mounted controller for messaging at the front desk.

Each speaker needs to be mounted at least ten feet off the ground, but two feet from the ceiling. The PA system shall provide a hand held microphone for live voice messages option and a FM radio station transmitter with external audio source input/auxiliary so that music from FM radio or audio device can be played through the system if desired.

The intent is to be able to control the volume of each speaker from one centralized location behind the front desk of this facility. Within 15 days of contract award, the contractor shall perform a site visit to discuss the facility layout and desired locations for each of the speakers. The Government shall approve the layout before any work begins. The PA system should have the capability and be programmed to page all speakers or limit the paging to specific rooms. While paging the facility, audio coming from speakers should stop, to increase clarity of message during a page. The speaker should come with an ambient noise sensor system that will measure the amount of sound in a room and adjust volume automatically.

1.1.1.2.Aderholt Fitness Center. Aderholt Fitness Center is a 2 story facility, approximately

32,530 sq ft downstairs and 6,808 sq ft upstairs. The contractor shall install 54 ceiling speakers and 18 wall mounted speakers per the attached floor plan. Additionally an outdoor weather proof speaker is required. The outdoor speaker must provide clear sound up to 300 ft in every direction, so that pages can be heard in the parking lot, track and outdoor workout area behind the facility.

The contractors shall provide a wall mounted controller for messaging at the front desk.

1.1.1.3.Riptide Fitness Center. Riptide Fitness Center is located on the 2nd floor of Building 91007 and is approximately 14,394 sq ft. The contractor shall install 33 ceiling speakers.

The contractors shall provide a wall mounted controller for messaging at the front desk.

Each speaker needs to be mounted at least ten feet off the ground, but two feet from the ceiling. The PA system shall provide a hand held microphone for live voice messages option and a FM radio station transmitter with external audio source input/auxiliary so that music from FM radio or audio device can be played through the system if desired.

1.1.2 The contractor shall provide all to include hardware, cables, wiring, connectors, and transmitters that are necessary for the new paging system to meet the requirements identified in this Statement of Work.

1.1.3 The contractor shall provide at minimum: a 1 year warranty on installation, commercial equipment warranty shall be provided on individual equipment.

1.1.4 The contractor shall provide necessary software, if needed, for programming to allow the PA/Audio system to operate properly.

1.1.5 The contractor is responsible for all programming to make the system operational in accordance with this statement of work.

1.1.6 All equipment provided, and the installation of system equipment shall comply with the manufacturer’s specifications.

1.1.7 Contractor shall provide up to a 4 hour training to fitness staff on how to properly operate the PA/Audio system.

1.1.8 All work shall meet applicable local or state codes for installation and be in accordance with manufacturer’s installation instructions and applicable portions of the National Electrical Code (2017 edition).

1.1.9 All wiring should be clearly labeled for ease of identification and adhere to applicable UL code.

1.1.10 Any holes drilled in walls for wiring/conduit or other items shall be sealed around the hole with caulk, foam or silicone.

1.1.11 Any wiring coming from a ceiling shall be concealed either behind the wall or with a wire cover.

1.2 SPECIAL REQUIREMENTS.

1.2.1 The contractor shall be an authorized/certified technician/installer for the equipment being purchased and installed.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

2.1 There will be no Government Furnished Property or Services provided for this effort.

3. HOURS OF OPERATION.

3.1 Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: MON-FRI 0700 to 1600, except for federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

3.2 Recognized Holidays. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4. BASE ACCESS

4.1 Contractor, Employee Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor employees are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation. The contractor shall submit the employee listing the Contracting Officer no less than 3 days prior to the performance start date and at least one day prior as changes occur. Employes with active warrants or felonies will not be granted access to the base.

4.2 The Contractor Employee List. This form shall list every employee requiring base access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). For work locations use building numbers or specify as base wide if applicable. Once completed, email the list to the Contracting Office representative in EXCEL format. The Contracting Officer will then prepare, attach a cover letter, and forward the Employee List to the Visitor Control Center.

4.3 Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation for base access. Contractor employees shall be required to provide two (2) forms of identification. If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. NOTE: The section of Commercial gate Control Center administrating this function is closed after 1800 (6:00 p.m.), therefore, employees must arrive prior to this time in order for their documentation to be processed.

4.4 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

4.5 WEAPONS, FIREARMS AND AMMUNITION. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor-owned or privately owned vehicle while on Hurlburt Field, FL.

4.6 DRIVING LICENSE/ON-BASE REQUIREMENTS. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license for the type of vehicle being driven before allowing the employee to operate a personal vehicle on Hurlburt Field, Florida.

5. TESTING AND ACCEPTANCE

5.1 Acceptance of work completed will only occur after a visual inspection for proper placement and a physical test of each piece of equipment to prove proper functioning as recommended by the manufacturer.
