STATEMENT OF WORK
K9 Turf
8 August 2019
1. DESCRIPTION OF SERVICES:
i. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide and install 28,000 square feet of K9 Turf at Hurlburt Field, FL.
2. BASIC SERVICES:
i. The contractor shall provide and install 28,000 square feet of K9 turf.
ii. Installation shall include all work required to prepare the current Obedience Yard (OB). This shall include clearing and leveling of the area.
iii. Installation shall include an in-ground nailer board to secure the turf to, this nailer board shall act as part of a base around the area to anchor the turf. All edges and seams must be secure to ensure a professional appearance, no turf shall be loose and no edges may be exposed.
iv. OPTION 1001 - There are three (3) trees in the OB that will have to be cleared. The remaining tree roots shall also be removed.
v. OPTION 1002 - A permanent, colored 10’x10’ logo shall be centered on the turf.
3. SCOPE:
i. The contractor will install ForeverLawn K9 Classic, K9 Grass or equal. Equal products must meet the salient characteristics detailed below:
a) This product must be specifically designed for dog use.
b) Backing must allow liquids to immediately leave the surface.
c) Grass blades shall be made with non-absorbent nylon fibers.
d) 7/8” Grass blade height, variance of 1/8” authorized.
e) Turf must have non-toxic antimicrobial protection.
f) A drainable aggregate must be installed under the turf. This aggregate must have a depth of at least 3”.
g) Seventy-two (72) ounce face weight, 5% variance authorized.
h) Eighty-seven (87) ounce total product weight, 5% variance authorized.
i) 10-Year manufacture warranty.
j) 2-Year workmanship warranty.
4. DESIGN:
i. Turf and drainage system must meet the Florida Department of Environmental Protection rule 62-330 requirements. Certification via the 10-2 option in this rule by a registered professional engineer must be provided as a contract deliverable.
5. GOVERNMENT FUNDED PROPERTY AND SERVICES
i. There will be no Government Furnished Property or Services provided for this effort.
6. HOURS OF OPERATION
i. The contractor shall perform the installation services at the 1st Special Operations Security Forces
Squadron (1SOSFS) during normal hours of operation (0700-1600 Monday thru Friday). The contractor may work extended hours to ensure timely completion of work at no additional cost to the government. Dates and times of installation must be coordinated and approved in advance by 1SOSFS Superintendent / Flight Commander.
ii. The following is a list of federal holidays observed by this installation:
a) New Year's Day, January 1 or the Friday preceding or Monday following
b) Martin Luther King's Birthday, 3rd Monday in January
c) President's Day, 3rd Monday in February
d) Memorial Day, last Monday in May
e) Independence Day, July 4 or the Friday preceding or Monday following
f) Labor Day, first Monday in September
g) Columbus Day, 2nd Monday in October
h) Veterans Day, November 11 or the Friday preceding or Monday following
i) Thanksgiving Day, 4th Thursday in November
j) Christmas Day, December 25 or the Friday preceding or Monday following
7. BASE ACESS:
i. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel.
Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation. The contractor shall submit the employee listing to the Contracting Officer no less than 3 days prior to the performance start date and at least one day prior as changes occur. Employees with active warrants or felonies will not be granted access to the base.
ii. The Contractor Employee List. This form shall list every employee requiring base access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to one or two. For work locations use building numbers or specify as base wide if applicable. Once completed, email the list to the Contracting Office representative in EXCEL format. The Contracting Officer will then prepare, attach a cover letter, and forward the Employee List to the Visitor Control Center.
iii. Visitor Control Center Documentation. Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation for base access. Contractor employees shall be required to provide two (2) forms of identification. If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. NOTE: The section of Commercial gate Control Center administrating this function is closed after 1800 (6:00 p.m.), therefore, employees must arrive prior to this time in order for their documentation to be processed.
iv. Contract Performance. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
v. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, and ammunition on themselves or within their contractor-owned or privately owned vehicle while on Hurlburt Field, FL.
vi. Smoking, Eating and Drinking. The contractor shall permit smoking; eating and drinking only in 1st Special Operations Wing designated areas.
vii. Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license and government license for the type of vehicle being driven before allowing the employee to operate a government vehicle or personal vehicle on Hurlburt Field, Florida.
8. PROJECTED SCHEDULE
i. Installation. The installation shall not last more than 7 calendar days from start of the project. The contractor shall uncrate/unpack all new items and perform required assembly in accordance with the manufacturer’s instructions. Contractor shall remove and dispose of packing material at an off base location.
ii. Schedule. The contractor representative shall meet with the End User to review the installation drawings/design prior to installation. The contractor shall leave the area clean and free of all debris resulting from this installation. Before commencing work, the installation crew shall notify the 1 SOSFS Superintendent / Flight Commander of the proposed schedule for approval. Additionally, the installation crew will bring the equipment/tools necessary to complete the job and will clean up at the end of each day and before leaving the designated job location.
9. MEASURING, CONVERSION AND GUARANTEE:
i. It shall be the complete responsibility of the contractor to obtain accurate dimensions at the job site and to examine all conditions as they relate to this installation. Skilled technicians shall perform the installation. All work shall be accomplished in a neat and professional manner.
