ADDENDUM TO FAR 52.212-2 - EVALUATION--COMMERCIAL ITEMS (OCT 2014)
*** THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE
PHYSICALLY REMOVED FROM THE RESULTANT AWARD. ***
1. Methodology. This acquisition will utilize the Lowest Price Technically Acceptable
(LPTA) approach, in which, the Government intends to award to an offeror with a technically acceptable quote at the lowest overall total evaluated price. The LPTA approach does not permit tradeoffs between price/cost and past performance, and will include an evaluation for technical acceptability.
2. Relative Importance: The Government’s evaluation will be based on the following factors and sub factors:
Factor 1- Price
Factor 2-Technically Acceptable
3. Quotes that are unrealistic in terms of technical acceptability or price may be rejected at any time during the evaluation process. The Government reserves the right to make an award without discussions; however, discussions may be conducted with all, some, or none of the offerors. Offerors may be required to participate in telephone discussions or face-to-face oral discussions at the 1st Special Operations Contracting Squadron, 350
Tully St. Hurlburt Field, FL 32544.
4. The Government intends to award a Firm-Fixed Price (FFP) Contract as a result of this solicitation.
5. Offerors are cautioned to follow the detailed instructions in 52.212-1 Addendum and
52.212-2 Addendum fully and carefully, as the Government reserves the right to make an award based on initial offers received, without discussion of such offers.
6. Price Evaluation. The first (1st) step will be evaluating prices and ranking all responsive offers by price from lowest to highest. Offeror’s prices submitted in the Offer Schedule will be evaluated for completeness and fair and reasonableness. All offerors will be evaluated based on price and placed in order from lowest to highest price. To determine the lowest price, the total proposed prices for CLIN 0001, CLIN 0002 CLIN 0003, and
CLIN 0004 will be added together. Offerors providing alternate services/amounts not up to those in the solicitation will not be evaluated until all quotes which do offer solicitation required services/amounts are evaluated through both the price and technical evaluation and an award is or is determined fair and reasonable and IAW the solicitation, or award will not be made without further evaluation of all other offers based on the criteria of 1.
Required dates available, 2. Required number of lodging available for the number of participants, 3. Required meeting rooms available, 4. Ability to provide the number of meals for participants.
7. Technical Evaluation. Offers shall be evaluated independently of the cost/price quote evaluation to determine the offerors compliance with the technical requirements of this solicitation. The Government may make a final determination as to the rating of an offer based on the quote as submitted without requesting any further information. The technical factor will receive an overall rating of either “Acceptable” or “Unacceptable” using the rating description in Table 1 below. The Government’s technical evaluation team shall evaluate the technical quotes on a pass/fail basis, assigning one of the ratings described below for each sub factor. Any sub factor evaluated as “Unacceptable” will render the entire quote “Unacceptable”; therefore, un-awardable. Only those quotes determined to be technically “Acceptable”, either initially or as a result of discussions, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial quote, as received, without discussion. Evaluators shall assign a rating, which fails within one of the following ranges according to the degree to which the offeror meets the minimum requirements described below in Table 1.
Table 1. Technical Ratings
Rating Description
ACCEPTABLE Quote clearly demonstrates the offeror’s ability to provide the services for the AFSOC
CARE SUMMIT.
UNACCEPTABLE Quote does not clearly meet the minimum requirement of the solicitation.
The technical factor will be rated ACCEPTABLE when the offeror’s documentation clearly demonstrates their capability to accommodate all aspects of the AFSOC CARE SUMMIT in accordance with the Statement of Work and the offeror provides documenteted proof of:
1. Ability to accommodate lodging specifications from 03 June 2018 to 08 June 2018.
2. Must be able to provide a meal plan based on the event itinerary.
3. Must complete the event itinerary by providing the name of the meeting room that is available during the period of performance.
As stated in paragraph 7 above, the Government may consider quotes which do not provide
100% of the services/amounts up to those in the solicitation after evaluating all responsive offers.
In this case, the offerors quote may be determined acceptable on a case by case basis and offerors will be notified in writing of the evaluation outcome pertaining to their quote.
After procedures above are followed, failure to meet the requirements above will render the technical quote as UNACCEPTABLE.
8. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the contracting officer to be necessary.
