SOLICITATION NO. FA4417-16-R-0017

PROJECT NO. FTEV 15-1069, Construct Addition to Bldg 90020 QUESTIONS/ANSWERS – Continued….Question 12-13

22 Jun 2016

QUESTIONS:

Question 12: Q: Please review Section 28 01 00. It has come to our attention that one interpretation of Paragraph 2.05.A requires the fire alarm system installer to supervise by being physically present at all times whenever fire alarm system installation is on-going, including installation of conduit and wire. However, Paragraph 2.05.A.3 says "Personnel who are registered, licensed, or certified by a state or local authority" is one of three qualifiers. If the electrical company is licensed or certified by the state in the discipline of fire alarm installation, and the person that holds that license is supervising the work, we would interpret that they can supervise their employees running the conduit and wire. This interpretation is how FA systems are customarily installed, and if not, then the Government will have issues with cost as most FA systems are priced as "smarts and parts" from the FA company with the electrical contractor (but also a State of Florida licensed and certified fire alarm installer) running conduit and wire. Terminations and programming are performed by the FA company. If the FA guy has to sit on the job site for weeks while conduit and wire is run leading up to FA device install and programming, then he can only do one job at a time, and since there are not that many FA companies, you'll only be making progress on a few jobs at a time. Please clarify the correct interpretation of Paragraph 2.05.A.

Answer 12: We agree with the "customary" installation method where a licensed electrical contractor meets the specification requirements to install the conduit and wire. The certified Fire Alarm (FA) contractor does not need to be on-site during the entire installation. Ultimately the FA contractor is responsible for certifying the system.

Question 13: On page T4 it shows a motorized motor, but I see no power circuits on the drawings, nor is it indicated in any of the panel schedules. Also I see no controls to operate the motor. Please advise.

Answer 13: Information identified on sheet E-1, note 5.

End of questions.
