FA4417-16-R-0006 Replace Generators Bldgs 90063, 90208, 90365, 90710, 90730, And 91546 Hurlburt Field Questions

1. Will any of the generators need to be scheduled for removal and replacement after hours or can they all be scheduled during normal working hours?

A1: Generator removal and replacement can be conducted during normal working hours. Power outages to facilities must be conducted after-hours, weekends, or down days.

2. Please provide the make and model of each new generator and submittals and sales contact if possible. (The specifications call for startup under supervision of manufacturer so we need to coordinate the startup and testing with sales rep prior to bid.)

A2: Utilize the attachment “GFE Model #s” for further details on generators.

3. 01 65 00-1 1.03 – Independent firm required to perform testing, adjusting and balancing. Please provide a detailed report as to what type of testing is required. Do you want the new generators load bank tested? If so for what duration at what % load? Please detail any and all testing required.

A3: Hurlburt Standard Specification 01 65 00 Section 1.03 applies only to HVAC TAB and does not apply to this contract. Load bank testing requirements are stated in Specification 26 32 13 Section 3.03.

4. Warranty – Will the customer go straight to the manufacturer for generator warranty issues or will the contractor be the middle man so to speak and first point of contact for warranty items?

A4: The prime contractor will provide standard construction warranty on all items. The Air Force will contact manufacturer’s for equipment warranties outside of this period.

5. Can the contractor schedule as many consecutive and concurrent generator replacements as we can handle or do they need to be replaced in a specific order to 100% completion prior to starting on the next one?

A5: As stated on Drawing T-1 General Notes 3, the contractor must complete work at one site before moving on to the next.

6. Although we expect the generator removal and replacement to take 1 working day, it may take slightly longer to fuel and do the startup testing. Are there any maximum generator outage durations we need to be aware of or can each generator be off line for a period of _____ days before a portable standby generator would be required?

A6: No specific time period is required, but contractors are expected to keep the length of this time to a minimum.

7. Please provide building # and street address for the Production Shop and laydown yard where we will pick up the new generators and deliver the old ones as well as any haul route requirements.

A7: The location of the Power Production shop is 415 Independence Road and is shown on Drawing T-1.

8. Will the startup testing need to be completed after hours so we can simulate outages to verify proper operation?

A8: Startup testing can be conducted during normal duty hours or after duty hours with proper coordination. Power outages to facilities must be conducted after-hours, weekends, or down days.

9. What will be the maximum duration for power outages to facilities?

A9: As stated on Drawing T-1 General Note 4, power outages to the facility shall not exceed 12 hours.

10. Will there be a requirement for an approved third party testing firm to perform the start-up of each generator? If so, will the contractor be required to furnish this firm or will the Government provide?

A10: As stated on Drawing T-1 General Note 5, the contractor must utilize factory certified personnel for start-up.

11. Is there a submittal requirement for the contractor to provide testing data? There is no requirement listed on the AF Form 66, Schedule of Submittal Requirements… A11: Testing requirements are stated in Specification 26 32 13 Section 3.03.

12. Please confirm if some of the items listed on the AF Form 66 are actually Government Furnished Property (GFP), i.e., 26 32 13 Packaged Engine Generator System.

A12: Submittals are not required for Government Furnished Equipment (GFE).

13. Has all of the indicated GFP been ordered and received on hand?

A13: GFE has not been ordered at this time but will be available before the contractor is given NTP.

14. Per drawing E-3 – Building 90208: to remove the existing automatic transfer switch (ATS) and install the new ATS; the door needs to be removed and the opening expanded to accommodate the removal and installed of the ATS. Is this acceptable for this facility?

A14: The contractor is responsible for all ancillary facility modifications required to install the GFE equipment. The timeline for these activities will be coordinated with the construction schedule.

15. Will specifications and/or manufacturer part # be supplied for generators and automatic transfer switches? A15: See answer to Question #2.
