Combined Synopsis/Solicitation:FA4417-16-Q-0115 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation Number FA4417-16-Q-0115 is hereby issued as a Request for Quote.
This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 effective 16 May 2016.
This acquisition is solicited as a 100% set-aside for:

The North American Industry Classification System (NAICS) code for this project is 332311, and Standard Industrial Classification (SIC) code is 3448. The Size Standard for this NAICS is 750 employees.

BRAND NAME OR EQUAL: In the event that an “or equal” item is submitted, it will be evaluated on a pass/fail basis against the salient characteristics outlined above. Proposals submitted containing or equal items should clearly address and provide all solutions and modifications if any, to the product that the offeror will provide to meet the salient characteristics above. Offerors submissions shall contain sufficient information (i.e. product literature, drawings or other information) to clearly demonstrate the Offerors understanding & ability to meet the requirements. The Offerors proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their capabilities and experience, and will only base its evaluation on the information presented in the Offerors proposal.

52.211-6 Brand Name or Equal (Aug 1999)
(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by—
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.

FAR 52.212-1, Instructions to Offerors - Commercial Items (Apr 2014). It is amended to read: Offeror shall submit signed and dated offer to 1 SOCONS/LGCC, Attn: SrA Alex Phifer, 350 Tully Street, Building 90339, Hurlburt Field FL 32544-5810, by 30 June, 2016, 1:00pm CST. The offeror shall provide their CAGE and DUNS with their offer. Submit signed and dated Offer Schedule marked with solicitation number FA4417-16-Q-0115.
The offeror may also submit an electronic copy of their signed and dated offer via e-mail to: alex.phifer@us.af.mil and 1SOCONS.LGCC@hurlburt.af.mil with the solicitation number in the subject block by the above referenced date and time. Facsimile proposals will not be accepted.
The government reserves the right to evaluate proposals and award a contract without discussions with offerors.
Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows:
52.212-2 -- Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical capability of the item offered to meet the Government requirement;
(ii) price;
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

252.232-7006 Wide Area WorkFlow Payment Instructions (MAY 2013) (DFARS 252.232-7003 Electronic Submission of Payment Requests applies to this contract)
See DoD Class Deviation 2013-O0005, Wide Area WorkFlow Payment Instructions, issued on January 22, 2013. This deviation authorizes contractors performing work under contracts administered by ONR Regional Offices to use PayWeb, while it is being phased out, as an alternate method of sending submissions to Wide Area Workflow in addition to the more commonly used methods listed in DFARS 252.232-7006. This deviation remains in effect until September 30, 2014.
As prescribed in 232.7004(b), use the following clause:
WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

OMBUDSMAN (APR 2014)
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. 1. DESCRIPTION OF SERVICES. The contractor shall design and install a new ISO 9 compliant Modular Cleanroom in Building 90225 RM 116.
1.1. BASIC SERVICES
1.1.1. The contractor shall provide and install those items listed below:

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. There will be no Government Furnished Property or Services provided for this effort.
3. GENERAL INFORMATION.
3.1. Hours of Operation: Normal operation is Monday through Friday, 0630 to 2330, except for federal holidays. There may be mission situations that may require the contractor to work other than normal hours. Some of these situations are military exercises, contingency operations, or weather emergencies.
3.2. Federal Holidays. The following is a list of federal holidays observed by this installation.

3.3. Physical Security. The contractor shall safeguard all government property. At the close of each work period, facilities shall be secured.
3.4. Storage Areas. The contractor shall be responsible for the orderliness and cleanliness of government furnished storage area. The area shall be clean and neat, free of fire and safety hazards, and free of unsanitary conditions.
3.5. Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
4. SPECIAL QUALIFICATIONS. The contractor must validate that the ISO 9 Modular Cleanroom meets all required specification as listed in their original quote. Clean Room Certification: Performance testing for above cleanroom as prescribed in the Institute of Environmental Sciences and Technology (IEST) RP-CC-006.3.2004 “Recommended Practice for Testing Cleanrooms”, International Organization for Standardization (ISO) 14644-2:2000 “Cleanrooms and Associated Controlled Environments: Specifications for testing and monitoring to prove continued compliance with ISO 14644-1:1999” and ISO 14644-3” 2005 “Test Methods”. Conduct In-Place Particle Count Monitoring to verify all cleanliness classifications. Determine are velocities and other performance criteria necessary for validation. Also the contractor must certify that employees assigned to this requirement are certified to work on and possess the required experience to install are of the required equipment for the ISO 9 Modular Cleanroom.
5. CONTRACTOR PERSONNEL
5.1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.
5.2. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
