About this file

This file is a Request for Information (RFI) Questions and Answers document for a WiFi Internet Service contract for unaccompanied housing at Scott Air Force Base, Illinois.

The contract requires vendors to design, install, and maintain a fully standalone broadband network serving three dormitory buildings (1820, 1830, and 1850) containing 396 total rooms (144, 132, and 120 respectively). The network must deliver 100 Mbps download and 20 Mbps upload speeds simultaneously to all 396 rooms and common areas, including outdoor courtyards. Vendors must provision new 10 Gbps fiber connections dedicated to each facility and establish a separate MDF in Building 1820's communications closet with IDFs in each building's attic or designated telecom rooms. All existing infrastructure owned by Charter/Spectrum must remain operational and cannot be reused; contractors must furnish completely new cabling, fiber, racks, cabinets, electrical circuits, UPS equipment, grounding, bonding, and environmental conditioning. The network requires enterprise-grade wireless access points deployed across rooms, hallways, common areas, and courtyards with self-registration captive portal authentication and web content filtering managed by Dorm Management. Installation must be completed within six months of contract award with performance beginning September 15, 2026. Contractors must provide 24/7/365 onsite response capability within 24 hours to resolve all issues, resident-facing support via telephone, web portal, or mobile application, and Government access to monitoring dashboards and service reports. All equipment, commercial internet service procurement (Charter/Spectrum is the current provider), installation, maintenance, and licensing costs must be included in monthly pricing separated by base year and four one-year option periods. Base access requires personnel with valid, unexpired REAL ID or U.S. passport, and background checks are mandatory through the Visitor's Center.
