About this file

This document is a Request for Information (RFI) for Underground Storage Tank Inspections at Scott Air Force Base (AFB) in Illinois. The solicitation covers annual inspections, maintenance, and minor repairs for 16 underground bulk fuel storage tanks split across 7 different locations. The contract period is from 15 August 2025 to 14 August 2028, with pricing split into three one-year periods. Key details include 7 Automatic Tank Gauge (ATG) systems to be tested, no monthly inspections required outside of the contract, and a $2,500 repair CLIN for minor component replacements during annual inspections. Contractors will need to provide their own equipment, including containers for rainwater removal, and obtain base access passes which take approximately 15 minutes to process and require a background check. The contract will use the most up-to-date Wage Determination for St. Clair County and is not subject to NESHAP testing unless required by the Illinois Office of the State Fire Marshall.

Underground Storage Tank RFI’s 30 July 2025

Question Answer Is there historical data to support how much rainwater has been removed per 1.1.2?

We do not have historical data for rainwater removal. Based on the last couple of years, rainwater removal is typically needed for 3- 4 tanks and about 1-5 gallons (depending on whether it comes from the sumps, interstice, or spill buckets)

Is there historical data on when the USTs have last been inspected to include cathodic protection, tightness testing, tank cleaning?

I do not have records on any formal cleaning of tanks. CEO may clean the tanks occasionally or as needed, but I am not aware of how frequently or the last time that has been done.

Cathodic protection is not required as all tanks are fiberglass or jacketed in fiberglass.

Tightness testing was completed last year as part of the triennial inspections.

Section 1.3 states work will start two days after approval. What if there is a deficiency that requires a part that has a long lead time to get?

375 CES is willing to coordinate with the contractor and Contracting to work out any issues or extensions needed for repairs.

However, this repair CLIN is only for minor repairs that would ideally be able to be fixed within a day. The only thing that could cause delays would be parts deliveries, which we can work out on a case-by-case basis.

Section 1.3 states repairs will be completed within three days of commencement. What if there is a major deficiency that will require more than three days to complete?

Same as above. Major repairs will likely require a separate project and funding. Section 1.3 is only for small repairs (e.g., gaskets, probe repair, etc.)

Will this be bid as a prevailing wage job?

Upon award the most up to date Wage Determination for St. Clair county will be incorporated into the contract, so yes.

Will we be required to do NESHAP testing? No, so long as it is not required by Illinois Office of the State Fire Marshall for underground storage tank annual and triennial inspections

Is there any confined space testing requirements?

No

How many total ATG’s are to be tested? 7 ATG’s Will the Statement of Work document be modified to remove any “Repair” language since the RFQ states “DO NOT QUOTE”?

The reason this CLIN says “DO NOT QUOTE” is because it’s a time and materials CLIN where the amount is estimated by the government.

How this works is the government will allocate a certain amount of money on this CLIN. Then, what will happen is inspection and maintenance will be done and if any repairs are needed the KTR will send the 375th Contracting Squadron a quote of the repairs that are going to be made. This will then get approved/rejected once we determine the prices for repairs to be fair and reasonable.

(Note – in some cases for very minor repairs the customer at CEIE will approve the repair on the spot because their will be funding on the repair CLIN.)

Confirming that this RFQ will not require us to perform any monthly inspections or service work throughout the year unless contracted to do so outside of this contract?

This is correct

Will the base provide a container to pump any rainwater into from the sumps, spill buckets, or interstitial tanks or do we need to provide one?

This should be provided by the contractor.

Confirming Appendix C in the SOW is an example only and not required to be filled out as long as our documentations meets the IL State and Federal requirements for annual UST inspections?

This is correct.

On the RFQ page 1, it states Delivery Date/Period of Performance: 15 August 2025

– 14 August 2028. Are you wanting pricing for Calendar years 2025, 2026, 2027, and 2028 or just for 2025, 2026, and 2027? Looks like the chart below it is for just 3 years of pricing.

The period of performance is 15 Aug 2025 – 14 Aug 2026: CLINs 0001 – 0002

15 Aug 2026 – 14 Aug 2026: CLINs 1001 – 1002

15 Aug 2027 – 14 Aug 2028: CLINs 2001 - 2002

Any extra costs associated with getting clearance for my techs to be on base? (ie background checks, tech ID’s, vehicle passes). Will the clearance approval process be electronic communication or once will the techs need to travel to the base in person prior to contract beginning?

Contractor passes will be submitted to the 375th Contracting Squadron which will be picked up at the Dixon Visitor Center. It takes about 15 minutes to get the passes as you have to do a background check before receiving it. Once received, pass will last for a year and will need to be renewed.

Will I need to provide a list of tech names along with the RFQ, or will you require the list of names only after being awarded the contract?

This can be provided after award. 375 CONS and CEIE just needs the full names and days/times that the contractor will be at each tank at least 2 weeks prior to the inspections being completed to input passes and obtain escorts/clearance to controlled areas.

Are the vents to be tested accessible from the ground, or will a lift be required to inspect them?

Lifts will not be required. Ladders may be necessary to reach some areas.

The Overview on the RFQ states “finding possible vendors to provide all management, tools, supplies, equipment, and labor necessary for the inspection, maintenance, and repair of 18 underground bulk fuel storage tanks (UST’s).” Is it 18 tanks or 16 tanks (as listed in the Qty of the pricing chart) that we are to quote?

16 tanks total (split between 7 different locations on base). An amendment to the RFQ will be made as 18 is an error.

We do a lot of annual compliance testing for customers in IL and when we perform these tests/inspections, if a Fill Adapter, Fill Cap, Stage 1 Cap, Interstitial Cap, PV Caps, Sensors, etc are not working properly, we would replace them and add the cost of the item to the bill along with the additional labor. My question is, I am assuming you will want us to replace these items during the annual inspection at Scott AFB by contacting the COR for approval?

Yes. These situations and issues are what the $2,500 repair CLIN is meant for. If CONS requires approval to add these types of repairs to their billing, then the contractor should contact the COR. However, further funding and coordination (and possibly a separate contract) will be required for larger repairs exceeding $2,500.
