Statement of Work

7 May 2025

1. 375th Scott AFB is requesting Preventative Maintenance and Inspection (PMI) services of Scott AFB’s Monaco (D-21) Fire Alarm Systems. This memorandum was built for the statement of work which is annotated in section two.

2. The scope of work that will be conducted at BLDG 755 and BLDG 460 includes annual and quarterly preventative maintenance and inspections on the D-21 systems, with a focus on updating and refreshing the hardware and software, ensuring optimal performance. These inspections will identify necessary repairs without- of-warranty costs borne by the base, update the D-21 system software to the latest version, and include RMF readiness and compliance with the most current STIGs. After each visit, comprehensive reports detailing the maintenance conducted and any other recommendations for system upgrades will be provided, as well as on-site training sessions for operations following installations and updates, equipping our operators to manage and respond effectively to system alerts.

Additional support includes maintaining the physical and operational integrity of the D-21 systems, ensuring all internal and external components are clean and functioning properly.

Continuous system operation is supported through 24-hour technical assistance, which includes backup and recovery procedures to safeguard system data and functionality. Monaco Enterprises, Inc. will manage quarterly RMF ready updates to maintain security and system functionality, as well as check filters, fans, and physical connections.

3. Period of performance is 30 September 2025 thru 29 September 2026 for the base year. This request is for services for base year FY25 plus option years. Option years will be on a 12-month base period, with four (4) option years.

4. The selected company will be required to complete Anti-Terrorism Training, CUI Training and DAF OPSEC training NLT 30 days before requiring access to the installation, and annually thereafter. The Scott FES will provide Level I – AT Awareness Training along with updated OPSEC and CUI training to the selected company. While on the installation, if the contractor observes any of the critical (sensitive) information items listed below, the contractor will not photograph the event/item, post about the event on social media sites, blogs, etc., or discuss the critical information while off the installation. The critical information you may observe are:

a. Effects of adversarial activity, should it ever occur

b. Response time of security, fire, emergency management personnel, etc.

c. Implemented antiterrorism/security measures and procedures

d. Specific number of aircraft and unusual flightline activity

e. Aircraft information such as tail numbers, etc.

5. For contractors requiring common access cards: the vetting requirements for Active Duty, Civilian employee, and Contractor eligible CAC holder personnel included a minimum Tier1 or equivalent investigation. Fitness standards for these populations are listed in

AFMAN 16-1405.

6. For contractors that do not require CAC’s but require access to a DOD facility or installation: the vetting requirement for Civilian employee and Contractor eligible non- CAC DOD credential holders includes a minimum Tier 1 or equivalent investigation.

7. All contract employees and associated subcontractors must complete Eagle Eyes training.

The Eagle Eyes training program is a DAF AT initiative that enlists the eyes and ears of all DAF military, civilians, contractors, and dependents. The Eagle Eyes programs is a reporting mechanism for the base community on how to report suspicious behavior or possible terrorist activity. Each installation shall outline procedures in the installation AT plan on how to receive and log suspicious activity reports and suspicious incident reports and to pass those reports expeditiously to their servicing Office of Special Investigations (OSI) detachment for appropriate action. (T-3) OSI provides threat data to the installation commander, the vice commander, the DFC as appropriate to ensure an optimal common operating picture and AT/Base Defense (BD) posture for the given installation’s area of responsibility (AOR) in accordance with Air Force Mission Directive (AFMD) 39, Air Force Office of Special Investigations (AFOSI) and Air Force Policy Directive (AFPD) 71- 1, Criminal Investigations and Counterintelligence. The program implements the spirit and intent of DoDI 2000.26, DoD Use of the Federal Bureau of Investigation (FBI) eGuardian System.

8. All contractor employees with access to a government system must be registered in the Air forces myLearning online training website (https://lms-jets.cce.af.mil/moodle/) at commencement of services and must successfully complete DOD information assurance awareness training before access to the information system and then annually thereafter.

9. The contractor will develop an OPSEC standing operating procedure (SOP)/plan within 90 calendar days after the contract is awarded, to be reviewed and approved by the responsible Government OPSEC officer, according to AFI 10-701. This SOP/plan will include the Government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, the contractor will identify an individual who will be an OPSEC coordinator. The contractor will ensure this individual has at least an active secret clearance AFI 10-701. Furthermore, AFI 10-701 states to reduce potential conflict of interest, prior to awarding a contract requiring a contractor to be an OPSEC Coordinator, consulting the local contracting office to ensure there are no inherently governmental functions associated with the OPSEC Coordinator duties. Lastly, all OPSEC coordinators are required to complete all OPSEC training within 90 days of being appointed. All required training can be found in AFI 10-701 Chapter 4.

10. AFI 10-701 states Ensure contracting documents explicitly state the contractor’s OPSEC responsibilities and requirements to protect the critical information and indicators associated with the activity, operation or program being contracted. Furthermore, AFI 10-701 also states DoD Contractors with OPSEC requirements within a contract must ensure employees receive OPSEC training as specified in the contract.
