QUESTIONS AND RESPONSES
HVAC CLOSE LOOP WATER TEST-TREAT

As of 02 September 2021
1. Will an Equivalency training certification statement equal to or greater than the AWT be acceptable for this requirement?
- For example other certifications such as Professional Engineer, Board Certified
Environmental Engineer with specialty in Water and Wastewater Treatment, etc.
Response: Statement of Work (SOW) states Association of Water Technolgies (AWT), but if the offeror feels they have certifications equal to or greater, it should be on the offeror to prove they are equal or greater, and the government shall have the final determination if the submitted certifications shall be considered.
2. If Microbiological levels are above the acceptable range will biocides be purchased off contact to correct the issue?
Response: Yes, if the government deems they are required based on the report and feedback provided by the contractor.
3. Are system volumes available so accurate estimates of glycol and treatment additions needed could be provided or would volume studies need to be completed on all systems?
Response: Yes
4. Are the systems tight or are there water loss issues?
Response: Systems are closed loops, but loss may come from leaks that develop in the system.
5. Is it the intention to award contract solely based on price (LPTA - lowest price technically acceptable) or best value other than price to government based on vendors past performance, business references, etc.?
Response: Lowest price technically acceptable (LPTA) in accordance with the SOW.
Reference page 6, paragraph 9 of the SOW - “This is a competitive simplified acquisition selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. The Government will select the best offer which conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the submission instructions), and is judged, based on the evaluation factors to represent the best value to the Government. The Government seeks to award to the offeror who is best suited to fulfill the requirement. This may result in an award to a better value, higher priced offeror, where the decision is consistent with the evaluation factors, and the Government reasonably determines that technical approach of the higher priced offeror outweighs the price difference. The Government will review all documents for compliance.”
