The SF1442 & Proposal Checklist has conflicting due dates and RFI submission dates.

Revised Propsal checklist to match the dates of the SF1442 26‐Jun‐18

R0002

There are several references to SBA 8(a) certification in the documents, though FBO lists the project as a Total Small Business Set‐

Aside. Can you please clarify if this solicitation is intended to be an 8(a) Set‐Aside, or if it is Total Small Business?

This is a Total Small Business Set‐Aside 27‐Jun‐18

R0003

SF 1442 Section 13.A states the proposal is due at 1:00 PM July 25, 2018. Attachment 20‐

Proposal Checklist originally stated the proposal is due at 1:00 PM July 29, 2018 (this is a Sunday). Amendment 2 revised the proposal checklist and omitted the proposal due information. Please clarify what the proposal due date is.

The proposals are due at 1:00 PM July 25, 2018. 5‐Jul‐18

These are to be filled in, signed and dated when submitting your proposal.

Also, must check block 28.

9‐Jul‐18

R0009 Will the past performance questionnaires be due at the site meeting or with the bid

Past Performance Questionnaires will be due with the proposal 9‐Jul‐18

R0010

Paragraph 2 for the Pre‐Phase Section in the

Scope of Work states the contractor needs to perform an analysis of the exterior walls to determine the extent of termite damage.

There is already such a report in the bid package complied by KDG. Is the contractor expected to do a second analysis as a part of their scope?

The report provided identifies the areas that have termite damage and an idea of the severity but the overall scope of the damage is somewhat unknown. Per the “Proposed

Solution Report” section, page 2 “Exterior Façade Repairs” –

“Remove the existing faux brick, sheathing, batt insulation, all damaged sill plates and wood stud wall framing on framing on all exterior walls.” The contractor does NOT need to do a second analysis but should bid according to the information provided in the report.

11‐Jul‐18

Request for Information (RFI) Subject Matter Expert (SME)

R0011

Section Detail 4, Sheet A4‐1 calls for the contractor to assume that 25% of the exterior wall studs will be replaced due to termite damage. However the individual removal sheets designated certain areas where this applies (Keyed Note 9.2). Which applies, the entire perimeter or just the designated sections?

Assume 25% replacement of the entire perimeter wall studs. 11‐Jul‐18

R0012 What code is to be used on the project 2015 or 2018 IBC?

2015 11‐Jul‐18

R0013

On page A3‐1 of the solicitation key note states “For bidding purposes contractor shall assume in base bid replacement of approximately 25% of all exterior 2X6 wall studs due to existing damage as required”.

Shall the design and construction assume all interior finishes in affected rooms be replaced with like kind finishes?

yes 11‐Jul‐18

R0014

How is the contractor to address the code required threshold for full building refit for seismic if reached?

B861 is a one‐story structure, no seismic work required. Please provide which code you are concerned about.

24‐Jul‐18

R0015

Per the termite damage/ structural integrity assessment it appears that windows and door openings are compromised. If an exterior window or door must be fully removed this would trigger under UFC 4‐010‐01, AT/FP compliant windows and doors with supporting structural frame work to meet the criteria.

Confirm how may openings of each window and door conditions are to be anticipated in the base bid.

Per the “Proposed Solution Report” section, page 2 “Exterior

Façade Repairs” – “Removal of the existing windows or doors will be determined by the extent of damage to the window or door opening framing.” Without extensive demolition the exact number of windows and doors to be replaced in unknown. For bidding purposes assume 3 single doors, 5 double doors and 20 windows.

11‐Jul‐18

R0016 What is the Seismic Site Class for this building location?

Not applicable 26‐Jul‐18

R0017 What is the Seismic Risk Category for the building?

Comment: Seismic Site Class and Seismic Risk Category, along with location, will dictate Seismic Design Category. This in turn will dictate per IEBC whether the project is excepted from seismic evaluation and repair. Reference IEBC 606.2.2, exception 1.

11‐Jul‐18

R0018

If the project is subject to seismic evaluation and repair per IEBC 606.2.2, will this requirement be waived?

This project is not subject to IEBC. 26‐Jul‐18

R0019 Identify light fixtures in room 402A

Fixture shall be Type D as indicated in the Lighting Fixture

Schedule, Sheet E‐7 and not the 2X4 drawn on the plans on

Sheet E‐4.

26‐Jul‐18

R0020 Confirm the number of independent supports required for light fixtures

Follow the specifications on this one: fixtures shall be independently supported from the building structure by a minimum of four wires or rods per fixture (26 51 00 ‐ Page 6).

26‐Jul‐18

R0021 Please confirm that separate neutrals are required for multi‐wired branch circuits

Follow the specs on this one: separate neutrals are required.

Shared neutral, or multi‐wire branch circuits are not permitted

(26 20 00 Page 19). Homeruns on the plans indicating otherwise, shall be updated accordingly.

26‐Jul‐18

R0022

Should items 5 thru 9 of the Attachment 1

Scope of Work all fall under Item 4 –

Design/Build Scope…i.e. – should these item be Items d thru f under Item 4?

Items 5 thru 9 are under design/build scope of work 26‐Jul‐18

R0023

Item 6 of the Attachment 1 Scope of Work references a “Post Investigative Report”. We are unable to locate this report. Could you please clarify whether this report is part of the

RFP?

Yes the report is part of the RFP. Attachment 24 Post

Investigation Report has been added in Amendment 4.

26‐Jul‐18

R0024

Attachment 8 Termite Treatment Report states that the exterior façade should be removed down to the studs and a new façade system is recommended in the report. Please clarify whether we are to include the new façade system per this report? If so, also please clarify whether the mansard and gutters should also be removed and replaced?

Yes, include the new façade system per Attachment 8. The mansard and gutter should only be removed and replaced if the termite damage is that extensive.

26‐Jul‐18

R0025

Please clarify who is to determine what studs are to be replaced, the Government’s engineer or the Contractor’s engineer?

Contractors engineer 26‐Jul‐18

R0026

Should any amount of window or door framing replacement be included in our proposal?

25% like rest of the building 26‐Jul‐18

R0027

Attachment 8 Termite Treatment Report states that the mulch that is around the building is to be replaced with landscaping rock. We saw very little mulch around the building. Is the intent that the Government would like landscaping rock around the building? If so, the report also states that the landscaping rock be 8” below finish floor. If this is required, a hole will be being created by the foundation of the building because of the existing grades. Are we to include new storm drains in the landscaping rock beds to remove the storm water?

Remove mulch, bring to grade and replace with grass seed. 26‐Jul‐18

R0028

Could you please provide the unit cost we are to use for building replacement cost? If this renovation exceeds 50% of the replacement cost, are we to include new blast rated doors and windows per the ATFP UFC?

Not applicable 26‐Jul‐18

R0029

Please clarify what we should include in our proposal for termite repair cost on the west side of the building that is not referencing replacing 25% of the studs.

The 25% of the studs is for the enitre facility not an individual area.

26‐Jul‐18

R0030

The same material that was tested on top of the light fixture that came back as asbestos is on top of all of the platforms, conduits and beams in the attic. Will all of the material in the attic require abatement cleaning?

yes 26‐Jul‐18

R0031

The building has a termite report that indicates to anticipate 25% of the exterior stud wall needs to be replaced. Although there is no way to accurately determine the extent and location.

This sounds like a statement not a question. But yes we are assuming 25% replacement had to make a assumption on some number in order for contrators to bid evenly.

26‐Jul‐18

R0032

The building is a primary gathering place based on the quantity of people, and the UFC

4‐010‐01 guidance would indicate that for a

EIFS sheathed stud wall construction, the conventional construction standoff is 86’ to parking and roadways within a secured base.

Per UFC 4‐010‐01, 86 ft standoff is only applicable to new construction. This is an extisting structure.

26‐Jul‐18

R0033 Parking is within 30’ of the building. Will the exterior walls need to be blast designed.

No 26‐Jul‐18

R0034

If the ATFP requirements are mandatory, are the existing windows ATFP compliant or would they need to be replaced with compliant windows.

N/A 26‐Jul‐18

R0035 The building has secure spaces within, including what I thought I saw as SCIF spaces.

No scif 26‐Jul‐18

R0036

If the building is to be occupied during construction how is the contractor to maintain security and a sound protective envelope while replacing the wall envelope in part or in whole?

wall of with plywood 26‐Jul‐18

R0037 If the SCIF spaces have their walls stripped off the SCIF would likely have to be recertified.

No scif 26‐Jul‐18

R0038

The exterior walls of the spaces contain utilities either within the wall or on the surface. Are those utilities part of the wall replacement effort?

The utilities are to remain contractor is to work around utilites or make necessary minor modifications if needed.

26‐Jul‐18

R0039

The exterior wall of the buildings appear to run from the sill plate at the ground floor to the original roof rafters. If those studs need to be fully replace will that require both exterior wall and mansard roof replacement?

Replace studs with minimal disruption to the mansard and exterior wall.

26‐Jul‐18

R0040 Has the building been treated to exterminate the termite infestation?

No 26‐Jul‐18

R0041

There is some confusion with the drywall sub‐ ceiling as mentioned in Note 9.1. There is conduit mounted to the bottom of the bar joist that has junction boxes. The conduit will be fine where it is but the boxes need to remain accessible. In turn this means alterations to the conduit and repulling wire, which has no way to be quantified. Also, there is all the open cabling that is strung like spaghetti. Some of this cabling would be above the drywall and then have to drop down through it, and some below the drywall sub‐ceiling. In this case, it will be in the way because the drywall can’t be hung with the cable in the way. Please clarify in more detail what is necessary with the electrical in the drywall sub‐ceiling (Note 9.1).
