Request for Information (RFI) Subject Matter Expert (SME)

R0010 10‐Jul‐18

Paragraph 2 for the Pre‐Phase Section in the Scope of Work states the contractor needs to perform an analysis of the exterior walls to determine the extent of termite damage.

There is already such a report in the bid package complied by KDG. Is the contractor expected to do a second analysis as a part of their scope?

The report provided identifies the areas that have termite damage and an idea of the severity but the overall scope of the damage is somewhat unknown. Per the “Proposed Solution Report” section, page 2 “Exterior Façade Repairs” – “Remove the existing faux brick, sheathing, batt insulation, all damaged sill plates and wood stud wall framing on framing on all exterior walls.” The contractor does NOT need to do a second analysis but should bid according to the information provided in the report.

11‐Jul‐18

R0011 10‐Jul‐18

Section Detail 4, Sheet A4‐1 calls for the contractor to assume that 25% of the exterior wall studs will be replaced due to termite damage. However the individual removal sheets designated certain areas where this applies (Keyed Note 9.2). Which applies, the entire perimeter or just the designated sections?

Assume 25% replacement of the entire perimeter wall studs.

11‐Jul‐18

R0012 10‐Jul‐18 What code is to be used on the project 2015 or 2018 IBC?

2015 11‐Jul‐18

R0013 10‐Jul‐18

On page A3‐1 of the solicitation key note states “For bidding purposes contractor shall assume in base bid replacement of approximately 25% of all exterior 2X6 wall studs due to existing damage as required”.

Shall the design and construction assume all interior finishes in affected rooms be replaced with like kind finishes?

yes 11‐Jul‐18

R0014 10‐Jul‐18 How is the contractor to address the code required threshold for full building refit for seismic if reached?

R0015 10‐Jul‐18

Per the termite damage/ structural integrity assessment it appears that windows and door openings are compromised. If an exterior window or door must be fully removed this would trigger under UFC 4‐010‐01, AT/FP compliant windows and doors with supporting structural frame work to meet the criteria.

Confirm how may openings of each window and door conditions are to be anticipated in the base bid.

Per the “Proposed Solution Report” section, page 2

“Exterior Façade Repairs” – “Removal of the existing windows or doors will be determined by the extent of damage to the window or door opening framing.”

Without extensive demolition the exact number of windows and doors to be replaced in unknown. For bidding purposes assume 3 single doors, 5 double doors and 20 windows.

11‐Jul‐18

R0016 10‐Jul‐18 What is the Seismic Site Class for this building location?

R0017 10‐Jul‐18 What is the Seismic Risk Category for the building?

Comment: Seismic Site Class and Seismic Risk Category, along with location, will dictate Seismic Design

Category. This in turn will dictate per IEBC whether the project is excepted from seismic evaluation and repair.

Reference IEBC 606.2.2, exception 1.

11‐Jul‐18

R0018 10‐Jul‐18 If the project is subject to seismic evaluation and repair per IEBC 606.2.2, will this requirement be waived?

No 19‐Jul‐18

R0019 10‐Jul‐18 Identify light fixtures in room 402A

Fixture shall be Type D as indicated in the Lighting

Fixture Schedule, Sheet E‐7 and not the 2X4 drawn on the plans on Sheet E‐4.

19‐Jul‐18

R0020 10‐Jul‐18 Confirm the number of independent supports required for light fixtures

Follow the specifications on this one: fixtures shall be independently supported from the building structure by a minimum of four wires or rods per fixture (26 51 00 ‐

Page 6).

19‐Jul‐18

R0021 10‐Jul‐18 Please confirm that separate neutrals are required for multi‐wired branch circuits

Follow the specs on this one:

separate neutrals are required. Shared neutral, or multi‐wire branch circuits are not permitted (26 20 00 Page 19). Homeruns on the plans indicating otherwise, shall be updated accordingly.

19‐Jul‐18

R0022 13‐Jul‐18

Should items 5 thru 9 of the Attachment 1 Scope of Work all fall under Item 4 – Design/Build Scope…i.e. – should these item be Items d thru f under Item 4?

Items 4 thru 9 are under design/build scope of work

19‐Jul‐18

R0023 13‐Jul‐18

Item 6 of the Attachment 1 Scope of Work references a “Post Investigative Report”. We are unable to locate this report. Could you please clarify whether this report is part of the

RFP?

Yes the report is part of the RFP. Attachment 24 Post

Investigation Report has been added in Amendment 4.

19‐Jul‐18

R0024 13‐Jul‐18

Attachment 8 Termite Treatment Report states that the exterior façade should be removed down to the studs and a new façade system is recommended in the report. Please clarify whether we are to include the new façade system per this report? If so, also please clarify whether the mansard and gutters should also be removed and replaced?

R0025 13‐Jul‐18 Please clarify who is to determine what studs are to be replaced, the Government’s engineer or the Contractor’s engineer?

Contractors engineer 19‐Jul‐18

R0026 13‐Jul‐18 Should any amount of window or door framing replacement be included in our proposal?

Reference RFI #15 19‐Jul‐18

R0027 13‐Jul‐18

Attachment 8 Termite Treatment Report states that the mulch that is around the building is to be replaced with landscaping rock. We saw very little mulch around the building. Is the intent that the Government would like landscaping rock around the building? If so, the report also states that the landscaping rock be 8” below finish floor. If this is required, a hole will be being created by the foundation of the building because of the existing grades. Are we to include new storm drains in the landscaping rock beds to remove the storm water?

R0028 13‐Jul‐18

Could you please provide the unit cost we are to use for building replacement cost? If this renovation exceeds 50% of the replacement cost, are we to include new blast rated doors and windows per the ATFP UFC?

R0029 13‐Jul‐18

Please clarify what we should include in our proposal for termite repair cost on the west side of the building that is not referencing replacing 25% of the studs.

R0030 13‐Jul‐18

The same material that was tested on top of the light fixture that came back as asbestos is on top of all of the platforms, conduits and beams in the attic. Will all of the material in the attic require abatement cleaning?

yes 19‐Jul‐18

R0031 14‐Jul‐18

The building has a termite report that indicates to anticipate 25% of the exterior stud wall needs to be replaced. Although there is no way to accurately determine the extent and location.

This sounds like a statement not a question. But yes we are assuming 25% replacement had to make a assumption on some number in order for contrators to bid evenly.

R0032 14‐Jul‐18

The building is a primary gathering place based on the quantity of people, and the UFC 4‐010‐01 guidance would indicate that for a EIFS sheathed stud wall construction, the conventional construction standoff is 86’ to parking and roadways within a secured base.

R0033 14‐Jul‐18 Parking is within 30’ of the building. Will the exterior walls need to be blast designed.

R0034 14‐Jul‐18

If the ATFP requirements are mandatory, are the existing windows ATFP compliant or would they need to be replaced with compliant windows.

R0035 14‐Jul‐18 The building has secure spaces within, including what I thought I saw as SCIF spaces.

No scif 19‐Jul‐18

R0036 14‐Jul‐18

If the building is to be occupied during construction how is the contractor to maintain security and a sound protective envelope while replacing the wall envelope in part or in whole?

wall of with plywood 19‐Jul‐18

R0037 14‐Jul‐18 If the SCIF spaces have their walls stripped off the SCIF would likely have to be recertified.

No scif 19‐Jul‐18

R0038 14‐Jul‐18

The exterior walls of the spaces contain utilities either within the wall or on the surface. Are those utilities part of the wall replacement effort?

The utilities are to remain contractor is to work around utilites or make necessary minor modifications if needed.

19‐Jul‐18

R0039 14‐Jul‐18

The exterior wall of the buildings appear to run from the sill plate at the ground floor to the original roof rafters. If those studs need to be fully replace will that require both exterior wall and mansard roof replacement?

R0040 14‐Jul‐18 Has the building been treated to exterminate the termite infestation?

R0041 17‐Jul‐18

L‐2.2.3.1 Past Performance Information Sheets states “…for contracts or orders performed for Federal agencies and commercial customers within the past three (3) years from the solicitation date…” however M‐

4.2.1 Recency states “…offerors must submit

three (3) project references that have been awarded, completed, or are ongoing within five (5) years from the date of this solicitation…”. Please clarify whether the requirement for Past Performance projects is 3 years or 5 years.

The requirement for Past Performance projects is 5 years. Section L‐2.2.3.1.

has been updated.

19‐Jul‐18

R0042 17‐Jul‐18

M‐4.1.4 states “To receive an Acceptable rating the offeror’s summary schedule shall demonstrate each phase and major milestone or critical element of design and construction with corresponding completion in calendar days.” Please clarify whether a schedule is required for inclusion within Volume II – Work Plan – Organizational and Technical Approach.

No, a formal schedule is not required. The government requirement is for offeror’s to provide a summary of each phase and major milestone or critical element of design and construction with corresponding completion in number of calendar days

19‐Jul‐18

R0043 17‐Jul‐18

Reference is made to SOW, paragraph 2), final sentence. Does the removal and replacement of all furniture and associated power and com connections only apply to the design portion of the project or does it apply to the entire project, all eight wings?

Entire project 19‐Jul‐18

R0044 17‐Jul‐18

Reference is made to SOW paragraph 2), ‐ sentence beginning – “The Design‐Build portion is to renovate . . . Clarification is sought regarding the end of the sentence “and correct the remaining termite damage not covered in the 100% design.” The 100% design addressed removal of the existing drywall on the interior side of the exterior walls and replacement of up to 25% of the existing studs. Is the design of termite repair limited to the existing exterior walls not covered by note 9.2 on plan sheets A2‐1 and A2‐2?

R0045 17‐Jul‐18 Per UFC 3‐600‐01, Change 2; is this considered a major project?

R0046 17‐Jul‐18 If this is considered a major project, will all design drawings need to be reviewed by a

QFPE?

yes 19‐Jul‐18

R0047 17‐Jul‐18 If this is considered a major project, will 100% drawings need to be stamped by a QFPE?

yes 19‐Jul‐18

R0048 17‐Jul‐18 If this is considered a major project, will the contractor need to provide a Life Safety Analysis reviewed and stamped by a QFPE?

Yes, please review UFC 3‐600‐ 01 for Major Project requirements.

19‐Jul‐18

R0049 17‐Jul‐18

If this is considered a major project, will the contractor need to provide QFPE review of any of the 100% designed portion of work provided by the Government?

QFPE will review all plans and stamp accordingly. Please review UFC 3‐600‐01 for

Major Project requirements.

19‐Jul‐18

R0050 17‐Jul‐18

Reference is made to the SOW, page 6 of 12, paragraph 5). Are the Fire Alarm Requirements outlined in this paragraph part of the design‐build scope?

yes 19‐Jul‐18

R0051 17‐Jul‐18 Does Attachment 8, Termite Treatment Report, only apply to areas not covered by the 100% designed scope?

yes 19‐Jul‐18

R0052 17‐Jul‐18

Reference is made to SOW page 2 of 12, paragraph 3) c. Pre‐Phase: item 2. Is the required report limited to the Bid‐Build portion of the project?

Report is for Statement of Work Section 6: Termite treatment and repair.

19‐Jul‐18

R0053 17‐Jul‐18

Reference is made to SOW, page 7 of 12, paragraph 6) Termite Treatment and Repair:

item a., which reads in part; “to aid in the development of a treatment and repair plan.”

Is the intent of the project to do all termite repair work as described and in the 100% stamped documents and in addition just prepare a treatment and repair plan based on the information determined by the survey as discussed at SOW paragraph 3) c. Pre‐Phase 2.?

R0054 17‐Jul‐18

Reference is made to SOW paragraph 2), ‐ sentence beginning – “The Design‐Build portion is to renovate . . . Clarification is sought regarding the end of the sentence “and correct the remaining termite damage not covered in the 100% design.” For bidding purposes, how is the contractor to determine costs associated with the repair of termite/water damage when the extent of the damage will not be determined until after contract award?

R0055 17‐Jul‐18

The RFP documents include Attachment 6, Fire Systems Drawings. The SOW, page 4 of 12, Fire Suppression Requirements references Attached Drawings. Are these the drawings in Attachment 6?

yes 19‐Jul‐18

R0056 17‐Jul‐18

Reference is made to SOW paragraph 2), final sentence. For bidding purposes, how should the contractor determine how much furniture will need to be moved and electrical and communications lines disconnected and reconnected to accommodate termite/water damage repair when the extent of damage will not be known at time of bid?

R0057 17‐Jul‐18

Reference is made to the SOW, pages 2 through 3, Phase descriptions. The first sentence of Phases 1, 2, 3, 4, and 5 contains “(as shown on attached drawings)”. Is the attached drawing being referenced the Phasing Plan, Attachment 2?

R0058 17‐Jul‐18

Reference is made to plan sheets AD‐1 and AD‐ 2, keyed note 2.3. Note 2.3 directs the contractor to “REMOVE GYPSUM BOARD

SHEATHING, TRIM, AND BASE ON INTERIOR

SIDE OF EXTERIOR WALLS” and is applied at all exterior walls. Plan sheets A2‐1 and A2‐2, note 9.2 reads “PATCH EXTERIOR WALLS AS

REQUIRED TO MATCH EXISTING FINISHES. . .”

This appears to be an ambiguity. Does the Government desire all drywall to be removed and replaced? Should replaced drywall be painted?

R0059 17‐Jul‐18 Please provide a room finish schedule.

R0060 17‐Jul‐18 Reference is made to plan Sheet A2.3. Are the referenced 115SJ16 Metal Joists and bridging existing?

R0061 17‐Jul‐18 Reference is made to section cut 2 on plan sheet A3.1. Does this cut represent existing conditions?

R0062 17‐Jul‐18 Where is section cut 2 on plan sheet A3.1 applicable?

R0063 17‐Jul‐18

Reference is made to Section cut 2 on plan sheet A3.1. The cut references and enlarged section detail, 4/A3.1. We are unable to locate section detail 4 on plan sheet A3.1, please provide same.

R0064 17‐Jul‐18 Reference is made to Section Details 1 and 2 on plan sheet A4.1. Where are these details applied?

R0065 17‐Jul‐18 Reference is made to Keyed Note 9.1 on plan pages A2‐1, A2‐2, A6‐1 and A6‐2. Where is this Keyed Note applied?

R0066 17‐Jul‐18

Does all existing exterior thin brick wall system get removed and replaced with gypsum sheathing and polyurethane faux brick system per Attachment 8?

R0067 17‐Jul‐18

Reference is made to Keyed note 2.3 on plan sheets AD‐1 and AD‐2 directing removal of existing gyp wall board on interior side of perimeter walls. Per the asbestos survey and specification section 020610, the drywall system is considered asbestos containing material, ACM, and will need to be abated.

The existing building wall cuts show insulation in the stud cavities. The insulation will be contaminated by the abatement. Does the Government want the existing insulation removed and disposed of as ACM?

R0068 17‐Jul‐18

Reference is made to the asbestos survey results, item #10A and Asbestos Specification Section 020610, paragraph 1.1, the third bullet point directing abatement of 26,449 SF of acoustical ceiling tile and fiberglass insulation. Does the Government want the contractor to follow standard protocol and provide a complete cleaning of all attic surfaces since the debris identified as ACM is loose and friable?

R0069 17‐Jul‐18

General Notes G and H on Sheet E‐1 note we shall modify any circuitry to continue operation of that circuit that could be affected by relocation, removal, or demolition. There is no way to quantify this work prior to construction. Can an allowance be carried for this work and addressed at the time of occurrence?

R0070 17‐Jul‐18

Key Note 4 on Sheets E‐1 and E‐2 notes to disconnect surface mounted devices on walls scheduled to receive new finishes. Does the arrow showing these locations indicate just those specific devices, the entire room or just that wall?

The arrows show either the entire wall or the entire room.

Please ensure that existing devices or raceways are removed and temporarily supported prior to new wall finishes and reinstalled after new wall finishes.

R0071 17‐Jul‐18

In the fire alarm requirements on Page 6 of the SOW we are told to remove the existing Notifier 500 TR fire alarm panel, and an estimated 92 smoke detectors and 5 heat detectors, and associated wiring, and install a mass notification system. We are also instructed to install fire alarm notification only in Rooms 355A, 355B, 355D, 355E, and 16. Are we to update the entire building to a new fire alarm/mass notification system the meets the requirements of the NFPA and UFC noted in the bid documents?

R0072 17‐Jul‐18 Room 402A has two 2 x 4 fixtures identified as a Type D. A Type D fixture is a recess can light.

What type light fixtures are these?

Recessed can light. Please see RFI# 19 above.

File details come from the government source that posted it.
