STATEMENT OF WORK
FOR
PRIMARY AND ALTERNATE COMMAND POST CAMERA PROJECT
AT
SCOTT AIR FORCE BASE, ILLINOIS
31 July 2018
PROJECT SCOPE: Purchase and Install two (2) AXIX cameras to support Scott AFB command post primary and alternate Command Post operations. Additionally, two (2) Command Control Communications Display Equipment (CCDE) systems shall be installed:
• Building 470 (Primary Command Post):
• One (1) AXIX 3505 V camera shall be installed in the main hallway adjacent to room 125 to monitor activity at the command post entrance.
This camera will be supported by a peep-hole monitor mounted to the wall inside the main door to the command post. An additional peep-hole monitor will be installed on the wall inside the command post operations cab entry door.
• One (1) CCDE at the primary command post with a 27inch monitor for video display.
• Building 1930 (Alternate Command Post):
• One (1) AXIX 3505 V camera shall be installed to monitor the entrance to the alternate command post. There are two sets of doors to enter this area.
This camera will be located on the wall inside the first outside entrance door. This door is half glass and will require no peep-hole.
• One (1) CCDE at the alternate command post with two 27inch monitors to allow viewing of alternate command post door entrance camera and the Sentinel™ system cameras.
Each CCDE workstation will include a host computer and required software to allow monitoring of installed cameras. Power and base intranet connections will be available at CCDE locations. Video shall be recorded on Sentinel network video recorder and will be available for playback for 30 days.
Both cameras shall be integrated into the Sentinel™ Integrated Base Defense Security System (IBDSS). Cameras must have the ability to relay real time video and allow recorded video to be searched at the same time, providing real time assessment of security incidents and alarm activations to Base Defense Operation Center (BDOC). All cameras shall be viewable and controllable by the primary and alternate command post viewing stations and the primary and alternate BDOC.
All installations shall be accomplished in accordance with (IAW) the manufacturer manual specifications, industry standards, and United States Air Force regulations. Connection to base fiber will occur at the node box. Power will be available at node box locations.
Connections between node box and cameras shall be provided as part of installation. The contractor shall be responsible for all of the work, labor, material, communications conduit not available for cable runs, and associated electrical power installation required to connect the new cameras to the existing infrastructure. Utilize all existing electrical closets as needed for powering the camera systems. For entry to electrical closets, contact Mr. Gerald Gruber at 256-5572. The contractor must coordinate with the 375th Civil Engineering Squadron and Communications Squadron before digging or making final connections to existing infrastructure. Maps of existing infrastructure will be provided in order for the contractor to plan for each site’s respective connection point to the existing grid. The 375 CS and SFS will make one (I) each representative available for a site survey. The contractor shall install necessary communication conduit/cable trays within facilities from camera location to established switch location in each facility where conduit is not available. Contractor shall install all communication fiber optic and network cabling within facilities necessary to complete the camera installation in accordance with industry standards concerning conduit, plenum ratings, fire stopping between fire walls, and Scott AFB standards.
Copper network cabling MUST NOT exceed 300 feet in length. The contractor MUST purchase ALL network switching equipment from approved government sources.
Equipment must be new, not refurbished, and TAA compliant.
BACKGROUND: The existing camera monitoring the command post hallway adjacent to room 125 at the primary command post is not functional. In addition the peep-hole monitors at the main entrance and operations cab doors are not functional. There is no video coverage of the entrance to the alternate command post to provide the desired level of security. This project will provide a video surveillance capability to the primary and alternate command post controllers to allow monitoring of the areas around their entrances. It will also provide a video feed to security forces to aid responses to incidents and recording of video for documentation of activities potentially associated with incidents.
EQUIPMENT: All equipment must be new, unused AXIX 3505 V cameras.
Contractor shall be responsible providing and installing all equipment listed below by location, to include licensing. The government provided drawings identify available tie-in points for communication and electrical requirements for the below locations. For exact distances, the contractor will need to field verify. All newly installed cameras shall be supported by Uninterrupted Power Supply (UPS) or tied in with back-up generator where applicable. All newly installed cabinets shall be labeled "375 CS network contact 256- 2666" and need to be grounded. All switches will be installed by 375 CS network technicians. All cabinet locations shall be approved by the 375 CS and the 375 CES and/or facility manager. Contractor will provide MAC addresses for all cameras and servers connected to the network so they can be properly authenticated. IP addresses will be provided after this document is received. Contact 375 CS/SCX at 256-1258 for appropriate contact.
The Contractor shall provide all labor, equipment, tools, materials, supplies and supervision to include all consumable items, transportation and other-items and services necessary to provide and install the following:
Utilize existing base network switches in closest communications closet. Contractor shall make the necessary electrical connections as needed for the equipment IAW National Electrical Code and local base standards.
SERVICES SHALL INCLUDE ANY SCHEDULED SERVICE INTERRUPTIONS:
If during the installation the contractor must schedule a service interruption for installation, the work shall be done at a time that causes the least inconvenience to the system users.
The contractor shall notify and obtain approval from the on-site 375 SFS/S5E, 375th
Command Post or designated representative in advance of any scheduled service interruption.
The contractor shall specify the starting time and duration of the interruption, along with what areas will be affected. The contractor will provide verbal notification to the on-site 375 SFS/S5E, 375th Command Post or designated representative immediately after service has been restored.
The contractor shall also provide an updated spreadsheet for the Video Management (or equal) operating server with the following information: MAC address, IP address, network switch/port information, subnet mask, all equipment part numbers and any additional information regarding the Video Management Server System.
The contractor will provide training on new system operations to designate representative from 375 SFS/S5E or 375th Command Post.
The new camera system comes with a one (1) year full warranty that includes all parts and labor.
The contractor shall provide MAC address, serial number and location of each camera, to be submitted on the base provided MAB template. This will be used to load the devices into MAB, so the devices will be authorized on the network.
If switch port is available, contractor can patch camera to switch.
QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program, to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
Recognized Holidays: The contractor is not required to perform PMI services on holidays.

HOURS OF OPERATION: The contractor is responsible for conducting business, between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
TRAINING: Contractor shall provide training on new cameras and controls. Training will consist of desktop operations, log-on /log-off procedures, real time playback, and recording Capability, and extracting recording content with the new equipment.
ADMINISTRATOR and OPERATOR PASSWORDS: All passwords (i.e. for Administrator and Operator) for the systems of operation shall be turned over to SFS/ESS upon completion of project.
DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer.
All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
GENERAL INFORMATION:
Contractor Consent to Background Checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. All identifying credentials will be compliant with the REAL ID Act.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government.
The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Dixon Visitor Control Center upon expiration of pass and/or completion of contract.
Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
Access to Installation during Force Protection Conditions (FPCONs):
Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
Non-Disclosure Agreements: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
Privacy Act: Work on this project requires that personnel have access to Privacy Information.
Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
Contractors Working in Controlled or Restricted Areas The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, Integrated Defense, and command/local directives.
Access to Government Facilities with Controlled or Restricted Areas The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
Contractors Responsibilities while Working within Controlled or Restricted Areas Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SABFI 31-1 Integrated Defense/Antiterrorism Plan. Contractors shall not escort other contractor employees within controlled or restricted areas. Upon completion of the contract, all 1199CDs will be turned into the sponsor and in turn delivered to 375th SFS/S5B, Line Badges. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SABFI 31-1 Integrated Defense / Antiterrorism Plan.
Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas.
Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area. The above information shall be submitted to 375 AMW/IP.
Non-Personal Services and/or Inherently Governmental Services: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
