The 375th Contracting Squadron (PKB3) at Scott AFB, IL is contemplating an award to purchase and install two Axis Q6055-E Pan Tilt Zoom (PTZ) (or equal) cameras and one Axis Q3515-E PTZ (or equal) camera on the exterior of hangar 1, as well as, four Axis Q6055-E PTZ (or equal) dome cameras to provide surveillance of the interior areas of hangar 1. Additionally, we intend to purchase and install one AXIS 3505V (or equal) security camera and one Command Control Communications Display Equipment (CCDE) system at the primary Command Post and one AXIS 3505V (or equal) security camera and CCDE at the alternate Command Post. The cameras and CCDE will be integrated into the Integrated Base Defense Security System (IBDSS) that is maintained by Sentinel Command and Control Software (SCCS) which is proprietary software to Applied Research Associates, Inc. (ARA). Video output will be available to primary and alternate Command Posts (CP), Base Defense Operations Center (BDOC) and 932nd Maintenance Operations Control Center (MOCC) to ensure all locations have visibility of the site and control of the cameras.

The 375th Contracting Squadron, Scott AFB, IL intends to award a sole source requirement to ARA for the integration of the security cameras and CDDE into ARA’s proprietary SCCS network. This notice is not a request for competitive quotes; however, interested parties may identify their interest and capability no later than 24 September 18, 12:00 P.M. CST. A determination by the Government not to compete this procurement after receiving any responses is exclusively at the discretion of the Government. This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.

(ii) The solicitation reference number is FA4407-18-Q-3033; it is being issued as a Request for Quotation (RFQ). The purchase request reference numbers are F3S0178225A001 and F3S0178194A001

(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-100, effective 22 August 2018, and the Defense Federal Acquisition Regulation Supplement DPN 20180824 edition, effective 24 August 2018.

(iv) This acquisition is being solicited as a small business set-aside - single source on Federal Business Opportunities webpage FedBizOpps under the associated North American Industry Classification System (NAICS) code is 334511. The small business size standard is 1,250 Employees. The Product Service Code (PSC) for this acquisition will be 5895; Miscellaneous Communication Equipment.

(vi) Description of Requirements:

Purchase and install two Axis Q6055-E Pan Tilt Zoom (PTZ) (or equal) cameras and one Axis Q3515-E PTZ (or equal) camera on the exterior of hangar 1, as well as, four Axis Q6055-E PTZ (or equal) dome cameras to provide surveillance of the interior areas of hangar 1. ADDENDA TO 52.212-1:

A. WAGE DETERMINATION (WD)

At the time of this combined synopsis/solicitation, WD 2015-5075, Rev. 10, dated 07/03/2018 was in effect. In the event of an updated revision to the applied WD, the updated revision will be incorporated into award.

B. REAL ID ACT Version 25

REAL ID ACT INFORMATION SHEET v25

Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards.

The following states/territories has an extension for REAL ID enforcement, allowing Federal agencies to accept driver's licenses and identification cards from at Federal facilities and nuclear power plants until October 10, 2018.
